aspnet_counters.dll is a genuine Microsoft .NET Framework component, not a game-specific DLL. If aspnet_counters.dll is missing, was not found, or could not be loaded, repair the affected .NET Framework and Windows components instead of downloading a replacement file.
What aspnet_counters.dll does
The file is documented as the Microsoft ASP.NET Performance Counter Shim DLL. It supports legacy ASP.NET and .NET Framework performance counters used by Windows Performance Monitor and related diagnostic services.
That explains errors mentioning:
aspnet_stateASP.NET_4.0.30319- “The Open Procedure for service … failed”
- Performance Monitor counter initialization
- An application reporting that the DLL cannot be loaded
.NET Framework performance counters are different from counters for modern, cross-platform .NET runtimes. Microsoft documents the .NET Framework counter system separately in its performance-counter documentation.

The exact location depends on Windows architecture, the installed .NET Framework components, and servicing state. Do not use one file version or one folder as a universal rule.

A Microsoft system copy should show Microsoft-related company and signing information. A same-named file in a Downloads folder, temporary directory, or unrelated application directory is not automatically legitimate.
First determine which problem you have
Application launch error
If a program stops immediately with “aspnet_counters.dll was not found” or “could not be loaded,” the likely causes are:
- A damaged or incomplete .NET Framework installation
- Windows component corruption
- An old application with a damaged installation
- Antivirus quarantine or accidental deletion
- Architecture incompatibility
Event Viewer or Performance Monitor error
If Windows still starts applications normally but Event Viewer reports a failed Open Procedure for aspnet_state or ASP.NET_4.0.30319, the DLL may already exist. In that case, the problem may be corrupted performance-counter registration rather than a missing file.

Check the file before replacing anything:
- Open File Explorer.
- Browse to
C:WindowsSystem32. - Search for
aspnet_counters.dll. - Repeat in
C:WindowsSysWOW64if that folder exists. - Right-click the file and choose Properties.
- Check Details and Digital Signatures.
Do not treat a particular version number as proof of correctness. Different Windows and .NET Framework servicing states can contain different builds.
Fix 1: Install Windows updates and restart
.NET Framework is included with Windows on supported Windows releases and is serviced through Windows Update. Start with the normal servicing path.
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install all applicable updates.
- Restart Windows, even if Windows Update does not require an immediate restart.
- Try the affected application again.
If the error remains, continue with the .NET Framework repair tool rather than copying a DLL manually.
Fix 2: Run Microsoft’s .NET Framework Repair Tool
Microsoft’s official repair utility is named NetFxRepairTool.exe. The Microsoft support page identifies support for .NET Framework 3.5 SP1 through 4.8.

- Download
NetFxRepairTool.exefrom Microsoft. - Open the downloaded file.
- Accept the license terms.
- Allow the tool to detect and repair .NET Framework problems.
- Apply the recommended changes.
- Restart Windows.
- Test the application or check Event Viewer again.
A successful repair usually means the application starts without the missing-DLL message, or the new Event Viewer entries stop appearing. If the tool reports that it cannot repair the installation, continue with DISM and SFC.
Fix 3: Repair Windows component files with DISM and SFC
Use these commands when the file is missing from a protected Windows directory, when several Windows components are failing, or when the .NET repair tool cannot complete.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the application again.
Microsoft recommends running DISM before SFC because DISM repairs the component store that SFC uses as a repair source. A successful result should report that corruption was repaired, or that no integrity violations were found.
If Windows Update is not working, DISM can use a matching Windows installation source:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example source only with a real path containing installation files that match your Windows edition and build. Do not guess the path or use an unrelated Windows image.
Running DISM and SFC manually makes it difficult to know which component changed and whether the repair actually addressed the cause. Fix 4: Reinstall the required .NET Framework release
Do not assume that installing modern .NET replaces .NET Framework. An application may require .NET Framework 3.5 or a particular 4.x release.
- Open Microsoft’s .NET Framework download page.
- Check the application’s documentation or error message for its required release.
- Download the matching package from Microsoft.
- Run the installer.
- Restart Windows.
- Open the application again.
The official page lists releases including .NET Framework 4.8.1, 4.8, 4.7.2, 4.7.1, 4.7, 4.6.2, and 3.5 SP1. Installing 4.8.1 is not automatically the correct repair for software that specifically requires an older framework component.

- Press Windows + R.
- Type
optionalfeatures. - Press Enter.
- Enable .NET Framework 3.5 (includes .NET 2.0 and 3.0).
- Select OK.
- Allow Windows to download or install the feature.
- Restart the computer.
- Test the application.
If Windows cannot download the feature, repair Windows Update or use installation media that matches the installed Windows version. Do not use an untrusted feature package.
Fix 5: Rebuild performance-counter registration
Use this fix when aspnet_counters.dll exists and the main symptom is an Event Viewer or Performance Monitor Open Procedure error.
- Back up important data.
- Open Start.
- Type
Command Prompt. - Right-click it and choose Run as administrator.
- Run:
lodctr /R
- Restart Windows.
- Open Performance Monitor and check whether the counter can be loaded.
- Review Event Viewer after the next affected service start.
On 64-bit Windows, Microsoft’s performance-counter guidance may require rebuilding from both counter environments:

Run the commands from the elevated prompt and restart afterward. System32 and SysWOW64 service different counter environments, so rebuilding only one may leave a 32-bit application affected.
If the error specifically names aspnet_state or ASP.NET_4.0.30319, inspect the named service’s registry Performance subkey before attempting advanced manual reconstruction. Do not edit counter registry values or point them at a guessed .ini file unless you have a verified backup and understand the exact counter configuration.
Fix 6: Repair the affected application
If only one older application reports the error, its installation may be damaged even when Windows and .NET Framework are healthy.
- Press Windows + I.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair, if available.
- Restart the application.
If there is no Repair option, use the application’s original installer and choose Repair, or uninstall and reinstall it from the developer’s official installer. For a game, use the launcher’s Verify, Repair, or equivalent file-validation function.
Do not copy aspnet_counters.dll into the application folder unless the software vendor explicitly requires that layout. A protected Windows component may depend on servicing, registration, permissions, and matching architecture rather than one loose file.

Fix 7: Check antivirus quarantine and file integrity
Antivirus software may quarantine a damaged or suspicious file, while accidental deletion can produce the same missing-file message.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for a detection involving
aspnet_counters.dll. - Check its original path and detection details.
- Restore it only if the path, Microsoft signature, and file properties are consistent with a legitimate Windows component.
- Run a full Microsoft Defender scan.
- Repair .NET Framework or Windows afterward so the file is restored from an authoritative source.
If the file repeatedly disappears, fails its digital signature check, or returns in a user-writable folder, run Microsoft Defender Offline scan from Windows Security and investigate the installation for malware.
Fix 8: Check 32-bit and 64-bit compatibility
A 32-bit application on 64-bit Windows can use the 32-bit .NET Framework and counter environment associated with SysWOW64. A 64-bit process uses the 64-bit environment associated with System32.
Do not replace one architecture with an arbitrary download of the other. If only one older application fails:
- Confirm whether the application is 32-bit or 64-bit from its documentation or vendor support.
- Repair the application.
- Repair the applicable .NET Framework installation.
- Rebuild counters from both environments if the symptom is an Open Procedure error.
The architecture of one documented file build should not be generalized to every Windows installation.
Updating drivers is usually not the fix
Graphics, chipset, and storage drivers do not normally provide aspnet_counters.dll. Update drivers only when the application’s own diagnostics identify a driver problem or when Device Manager reports an issue.
To check manually:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
Finding stale drivers one device at a time can involve repeated version hunting and uncertain results. Do not download the DLL from a random website
A standalone DLL download may have the wrong build, wrong architecture, missing dependencies, altered contents, or malware. It may also hide the real problem, such as a damaged .NET installation or broken counter registration.
Use Windows Update, Microsoft’s .NET Framework Repair Tool, DISM, SFC, or the official Microsoft .NET Framework download page instead.
Do not use regsvr32 as a first-line repair
regsvr32 registers COM-style DLLs by calling DllRegisterServer. aspnet_counters.dll is a performance-counter library with counter exports rather than the normal COM registration entry point. Running this is unlikely to repair the problem:
regsvr32 aspnet_counters.dll
An entry-point error from regsvr32 does not prove that the file is corrupt. Use the .NET repair path or lodctr /R when the symptom is specifically performance-counter registration.

A Microsoft-signed copy in a protected Windows directory is expected to be legitimate. A same-named file in Downloads, Temp, or an unrelated application folder requires scanning and verification.

Why does Event Viewer mention aspnet_state?
aspnet_state is an ASP.NET-related performance-counter service name. If the DLL exists, the error may concern counter registration rather than a missing file.
Should I install .NET 3.5 or .NET Framework 4.8.1?
Install the release required by the application. Enable .NET Framework 3.5 for older software that needs it, and use the official Microsoft download page for a required 4.x release. Modern .NET versions do not replace .NET Framework.
What if the error returns after repair?
Check antivirus quarantine, confirm the file’s location and signature, rebuild counters with lodctr /R if Event Viewer is the only symptom, and repair the affected application. Repeated disappearance or an unsigned copy warrants Microsoft Defender Offline and Windows recovery options.
