atitvout.dll is a legacy ATI graphics component, and its absence usually points to an old ATI driver or utility rather than a damaged Windows installation. If Windows says atitvout.dll was not found or could not be loaded, identify the program calling it before copying anything into a system folder.
Start with this diagnostic checklist
Before changing files, note:
- Which program or startup item shows the error? Record its name and path.
- When does it appear? At sign-in, while opening an old game, or when launching an ATI control panel?
- Is the original ATI graphics card still installed? Check Device Manager.
- Which Windows edition and architecture are you using? Press Windows key + I, select System, then About, and check System type.
- Was the error caused by a recent cleanup, driver update, antivirus event, or disk restoration?
Historical ATI driver inventories identify atitvout.dll as the ATI Impact TV Driver, associated with TV-out features on ATI Rage and Radeon-era hardware. ATI TV-out supported outputs such as composite video and S-Video. The file was used with old ATI driver packages, particularly software for Windows 95, Windows 98, and Windows ME.

This is the correct fix when the computer still uses the original ATI hardware or still needs its TV-out functionality.

Do not begin by downloading only atitvout.dll. Historical copies differ in version, size, and architecture, and a matching driver stack may require additional files, services, and control-panel components.
Identify the graphics hardware
- Right-click Start and select Device Manager.
- Expand Display adapters.
- Record the exact ATI or Radeon model.
- Double-click the adapter and open the Driver tab.
- Record the driver provider and date if Windows still detects the device.
- If the adapter appears under Other devices or has a warning icon, open Properties and check the device status.
If the old card is no longer visible, shut down the computer and check its documentation, purchase records, recovery partition, or original driver media. On an older desktop, the model may also be printed on the graphics card.
Obtain the matching package
Use the computer manufacturer’s recovery media or support package when the ATI card came preinstalled. For a separately purchased card, use the final legacy driver package intended for that exact model and operating system from the original hardware manufacturer.
Match all of these:
- Graphics-card model
- Windows release
- Service-pack level where applicable
- 32-bit or 64-bit architecture
- Driver family
Do not assume that a modern AMD Radeon package contains this historical file. Current driver packages generally target newer hardware and may not support the old ATI software.
Install it
- Download the complete driver package from the manufacturer’s official support source.
- Right-click the downloaded installer and select Properties.
- If an Unblock checkbox appears on the General tab, select it and choose Apply.
- Right-click the installer and select Run as administrator.
- Follow the setup wizard.
- Restart Windows even if the installer does not require it.
- Repeat the action that produced the error.
Success means the original ATI utility or TV-out feature starts without requesting atitvout.dll. If the error remains, uninstall the incomplete package before trying a different matching release:
- Right-click Start and select Installed apps.
- Remove old ATI Catalyst, ATI Control Panel, or ATI Multimedia Center entries that belong to the affected card.
- Restart.
- Install the verified package again.
On older Windows versions, use Control Panel > Programs and Features instead.
When comparing driver packages, avoid choosing by filename alone. A file from a different ATI release may be incompatible even if it has the same name.

For this file, however, the exact ATI or OEM package remains the definitive repair.
Fix 2: Remove obsolete ATI software
If the computer no longer has ATI hardware, restoring the DLL is usually the wrong solution. The error may come from an old ATI startup entry, control panel, display utility, or multimedia application that survived a graphics-card replacement.
Uninstall the caller
- Press Windows key + I.
- Select Apps, then Installed apps.
- Search for ATI, Catalyst, Radeon, or Multimedia Center.
- Remove software that clearly belongs to the old card.
- Restart Windows.
On Windows 10, the path is Settings > Apps > Apps & features. You can also open Control Panel, choose Uninstall a program, and remove the obsolete ATI entry there.
If the error appears only at sign-in, inspect startup items:
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for an ATI or Radeon entry.
- Right-click it and choose Disable.
- Restart and check whether the message has disappeared.
Do not disable an entry solely because its name contains a graphics-related word. Open its file location where available and confirm that it belongs to the obsolete ATI installation.
If the message disappears after removing the old program, the system is working as intended. There is no reason to place a legacy DLL into C:WindowsSystem32 or C:WindowsSysWOW64.
Fix 3: Check antivirus quarantine
Security software may have quarantined an old driver component, or an incomplete cleanup may have removed it.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Search for an event involving
atitvout.dllor the ATI installation folder. - Check the file path and detection details.
Restore a file only when you can verify that it came from the original trusted ATI or OEM installation package. Do not turn off antivirus protection to accept an unidentified DLL, and do not restore a file simply because its filename matches.

The safer repair is to reinstall the complete driver package after confirming the package’s source. If the hardware is gone, remove the obsolete ATI software instead.
Fix 4: Undo a recent driver or cleanup change
System Restore can help when the error began immediately after a driver cleanup, system restoration, or software change.
- Press Windows key + R.
- Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Select Next, then Finish.
- Restart Windows and test the affected program.
System Restore does not guarantee recovery of a complete ATI package. If it does not help, use the matching driver installer or uninstall the obsolete caller.
Fix 5: Repair Windows components when other system files also fail
atitvout.dll is associated with ATI software, not protected Microsoft Windows files. Therefore, System File Checker and DISM are not the primary repair for this particular error.
Run them when Windows is also showing unrelated corruption, crashes, broken built-in tools, or other missing system files.
- Open Start and type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
Microsoft documents these commands in its System File Checker guidance. DISM repairs the Windows component store, while SFC checks protected Windows files. Neither is a guaranteed way to restore an ATI-owned DLL.
If DISM says that source files cannot be found, Microsoft documents using a matching Windows installation source with /Source and /LimitAccess in its Windows image repair documentation.

Repeating SFC and DISM will not recreate an obsolete ATI driver stack.

Why regsvr32 usually does not help
regsvr32 registers DLLs that provide a registration entry point such as DllRegisterServer. It does not download a missing file, rebuild a driver installation, or restore dependent components.
A command such as this is therefore not a normal repair:
regsvr32 atitvout.dll
It is especially unsuitable for a historical Win16 DLL, which may not support modern registration or run natively on current 64-bit Windows. Microsoft explains the tool’s registration behavior in its regsvr32 documentation.

A random download can contain malware, the wrong architecture, or an incompatible release, and it may leave the original broken installation untouched.

Historical records classify at least one widely circulated atitvout.dll build as a Win16 DLL. That matters because modern 64-bit Windows cannot generally run Win16 components natively.
If the original ATI software is required:
- Install it only on the operating system supported by the original driver.
- If appropriate, use a compatible virtual machine containing the old Windows environment.
- Keep the virtual machine isolated from unnecessary network access.
- Pass through or emulate the required hardware only when the environment supports it.
- Do not expect a current AMD driver to restore this historical file.
If the computer no longer needs TV-out, remove the old utility and disable its startup reference instead of forcing it to run on Windows 10 or Windows 11.

Why does the error appear on Windows 10 or Windows 11?
An old startup item, control panel, or application may still reference the file after a driver upgrade, cleanup, disk restoration, antivirus quarantine, or hardware replacement. The message does not prove that modern Windows itself needs the DLL.
