Windows uses its API-set schema to map this contract to an implementation on the affected system. The name may appear when an application, its dependencies, or Windows itself cannot resolve that contract correctly.
Do not download this filename from a random DLL website, place it in System32 or SysWOW64, or run regsvr32 against it. First determine whether one application fails or several Windows programs fail. Repair Windows when the problem is system-wide, and repair or reinstall the affected program when it is isolated to that program.

What this filename actually means
Microsoft describes API sets as contracts that give software a stable API identity while allowing Windows to choose the implementation DLL. An API-set name can look like a filename without being a physical file that exists on disk. Windows resolves it through the API-set schema and loader.

The ext- prefix identifies an optional Windows API contract that may not be available on every Windows edition. Microsoft also notes that API-set mappings can vary according to the binaries present on a device.

That means the error does not prove that a file with this exact name was deleted. “Module not found” can also indicate a failed dependency or contract-resolution problem. The exact host DLL and availability of this contract on a particular Windows build should not be guessed.
This is a Windows-related name, not proof of a missing Visual C++ runtime, DirectX package, or .NET component.
Check the scope before changing anything
If only one game or program fails
The application installation, launcher, compatibility requirements, or a dependency used only by that program is the leading suspect.

A program built for a newer or different Windows environment may request an API contract that is unavailable or behaves differently on the current release. This is a likely compatibility diagnosis, not a confirmed statement about this exact contract.
If the program was recently modified, patched unofficially, or copied from another computer, undo that change and install the official build.
If several programs fail
Several failures, Windows features malfunctioning, or an error appearing after an interrupted update, disk problem, cleanup utility, or malware removal point more strongly to Windows component damage.
Use the Windows repair steps below before reinstalling every affected application.

On 64-bit Windows, native 64-bit system files are normally accessed through %windir%System32, while 32-bit processes use the redirected %windir%SysWOW64 path. This does not mean you should copy an API-set contract into either directory.
If only a 32-bit application fails, test another 32-bit application. If only a 64-bit application fails, test another 64-bit application. The application’s architecture can help identify whether its own dependencies or compatibility requirements are involved, but it does not turn this API-set name into a redistributable DLL.
Fix 1: Update Windows and repair its component store
This is the best first repair when multiple programs fail or the issue began after a Windows update or system cleanup.
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart Windows, even if the update screen does not require it.
- Open Start and type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run System File Checker:
sfc /scannow
- Restart the computer.
- Launch the affected application again.
DISM repairs the Windows component store. SFC checks protected Windows files and replaces corrupted files where possible. Run DISM before SFC, not the other way around.
If Windows Update cannot provide the repair files, Microsoft documents using a matching repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with a known-good repair source that matches the installed Windows release. Do not use an arbitrary folder downloaded from an unofficial source.
Running DISM and SFC manually means interpreting results and repeating commands without always knowing what changed. Outbyte PC Repair can scan for reported Windows problems and its full version performs repairs, but it is optional and does not replace the definitive fix for an application-specific failure: reinstalling that program from its official installer.
How to tell whether this worked
The error should disappear after the restart, or other affected Windows programs should begin opening normally. If SFC reports that it could not repair some files, restart once and run the repair sequence again. If the same error remains, continue with the application and compatibility checks.
Fix 2: Repair or reinstall the affected application
When one program fails but other applications work, repairing that program is more likely to help than replacing a Windows file.
Use Windows’ built-in repair option
On supported applications:
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Select Advanced options.
- Select Repair.
- Start the program again.
The Repair option may preserve the application’s data and settings. If it is unavailable or does not help, use Reset only if you understand that it may remove local app data.
Repair a desktop installer
Some desktop programs include their own repair option:
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Select the affected application.
- Choose Change, Repair, or a similarly named option.
- Complete the wizard and restart Windows.
Reinstall from the publisher
If repair fails:
- Back up saves, profiles, templates, or other important local data.
- Uninstall the program from Settings > Apps > Installed apps.
- Restart Windows.
- Download the installer from the application publisher or official store.
- Install the program again.
- Apply its official updates.
- Test it before restoring unofficial modifications or add-ons.
For games, open the official launcher and use its Verify, Repair, or Verify integrity of game files function. If that fails, reinstall the game through the same trusted launcher.
Run it as administrator only as a test
Right-click the program’s shortcut, select Properties, open Compatibility, select Run this program as an administrator, and choose Apply. Test the program once.
If this changes nothing, turn the setting off again unless the publisher specifically requires it. Administrator mode does not repair a missing API-set mapping.
Fix 3: Check Windows Security quarantine
Security software may have removed a genuine application dependency, especially after an update or program modification.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand a relevant entry to see its path and threat details.
Do not restore a random file merely because its name resembles the error. For this API-set contract, the safer response is to repair Windows or reinstall the trusted application. Restore a quarantined item only when you have confirmed that it belongs to a legitimate installation and the publisher or administrator has verified it.
After checking quarantine, run a Full scan from Virus & threat protection. If an unofficial DLL package was installed, remove it and reinstall the affected program from its official source.
Fix 4: Check Windows version and compatibility
The application may require a newer Windows release or a different supported environment.
- Press Windows key + R.
- Type
winver. - Press Enter.
- Record the Windows edition and build shown.
- Compare it with the application publisher’s official system requirements.
- Install pending Windows updates.
- If the program does not support the installed release, install a compatible version of the program or use a supported Windows installation.
For an older application, right-click its executable or shortcut and select Properties > Compatibility. Test an appropriate compatibility mode only when the publisher recommends it. Compatibility mode cannot create an unavailable Windows API contract, so it is not a substitute for updating an unsupported operating system.

Fix 5: Update or reinstall relevant drivers
Drivers are not the usual direct cause of this API-set error, but a graphics, chipset, storage, or security driver change may coincide with the failure. This is especially relevant when the error began after a major Windows update or when several programs crash.
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the failing program.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows and test again.
If the problem began immediately after a driver update:
- Open Device Manager.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Select Roll Back Driver if available.
- Restart Windows.
For a clean reinstall, obtain the driver from the computer, motherboard, graphics, or device manufacturer. Do not replace an API-set contract with a driver package.
Manually hunting versions across multiple hardware support pages can make it difficult to identify which driver changed. Outbyte Driver Updater can scan for reported driver issues, while driver installation through the full version is optional; use the hardware manufacturer’s official driver when possible.

Installing Microsoft Visual C++, DirectX, or .NET is not a definitive repair for ext-ms-win-rtcore-ntuser-sysparams-l1-1-0.dll. This name is a Windows API-set contract, not a Visual C++ runtime filename.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Install the latest supported Visual C++ Redistributable only when the error names a runtime such as VCRUNTIME140.dll or MSVCP140.dll, or when the application publisher lists it as a requirement. The x86 package is used by many 32-bit applications, while x64 supports 64-bit applications.
Use Windows Features only when the application specifically requires a Windows component:
- Open Start and search for Turn Windows features on or off.
- Open the result.
- Enable the feature named by the application’s documentation, such as .NET Framework 3.5.
- Select OK.
- Allow Windows to obtain the required files.
- Restart if prompted.
Do not enable features at random to resolve this API-set name.
Do not use regsvr32 for this error
regsvr32 registers certain DLLs that expose registration entry points such as DllRegisterServer. It does not rebuild the Windows API-set schema or repair contract resolution.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Do not run commands such as:
regsvr32 ext-ms-win-rtcore-ntuser-sysparams-l1-1-0.dll
A registration error would be expected, and a successful registration would not prove that the application can load the required Windows contract. regsvr32 is appropriate only when the software’s official documentation identifies a specific registration-capable DLL and provides the correct command.
Why manual DLL downloads are unsafe
Avoid DLL-index websites, file-sharing pages, and “automatic DLL fixer” utilities. A downloaded replacement may have the wrong architecture, an incompatible build, altered contents, or malicious code. Copying it into an application directory can also expose the program to DLL hijacking because Windows may search that directory before protected system locations.
Do not copy this name into:
C:WindowsSystem32C:WindowsSysWOW64- The application’s installation folder
The safe sources are Windows Update, Microsoft’s built-in repair and recovery tools, and the affected application’s official installer or launcher.
Fix 7: Use Windows recovery when repairs fail
Back up important files before using recovery options.
Free tools Windows power users keep installed

System Restore
If the error began after a driver, update, or software installation:
- Open Start and search for Create a restore point.
- Open the result.
- Select System Restore.
- Choose a restore point from before the problem began.
- Review the affected programs and drivers.
- Confirm the restore.
System Restore rolls back system files, drivers, settings, and installed programs without intentionally removing personal files.
Reinstall Windows through Windows Update
On supported Windows 11 installations:
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings where the option is available.
If that option is unavailable or fails, use Microsoft’s documented in-place repair installation. Choose the option that preserves personal files and applications, and confirm that important data is backed up first.
What information to collect if it still fails
Record:
- The exact error dialog
- The affected executable and application name
- The application version
- The Windows edition and build from
winver - Whether Windows is 32-bit or 64-bit
- Whether the program is 32-bit or 64-bit
- Whether one program or several programs fail
- Recent Windows updates, driver changes, cleanup actions, or antivirus detections
- Relevant entries in Event Viewer > Windows Logs > Application
The exact failing executable is more useful than the contract name alone. It can show whether the problem belongs to one damaged application, an unsupported Windows environment, or broader component corruption.
FAQ
Is this a real Windows component?
It is a real Microsoft Windows API-set contract name. It is not necessarily a standalone file present on disk in every installation.
Should I download this DLL?
No. There is no verified Microsoft download page for this individual contract name. Repair Windows or reinstall the affected application instead.
Will Visual C++ fix it?
Usually not. Visual C++ repairs errors naming files such as VCRUNTIME140.dll or MSVCP140.dll, not this Windows API-set contract.
Recommended Free Tools
Should I use DirectX or .NET?
Only when the application’s own error or official requirements identify DirectX or .NET as missing. Those packages are not a general fix for this filename.
Can I register it with regsvr32?
No. API-set contracts are resolved by Windows’ loader and schema, not registered like ordinary COM DLLs.
Why does the error mention a DLL if the file may not exist?
Windows loader messages can expose the contract name involved in a failed load. The failure may involve the contract, its mapping, the application, or another dependency rather than a missing physical file with that exact name.
What is the safest fix if only one game fails?
Verify or repair the game files through its official launcher. If that does not work, reinstall the game from its official source and confirm that its Windows requirements are met.
What is the safest fix if every program fails?
Install pending Windows updates, run DISM followed by sfc /scannow, restart, and use System Restore or Windows recovery if the corruption remains.
