atmui.dll is a Microsoft Windows 98, Windows 98 Second Edition, and Windows Me networking component, not a normal Windows 10 or Windows 11 runtime. If a current computer reports that atmui.dll is missing, the real problem is usually an obsolete modem, network driver, installer, or application trying to use a legacy Windows file.
The file’s internal description is “Eigenschappen voor Windows ATM”, commonly translated as “Windows ATM Properties.” ATM means Asynchronous Transfer Mode, a networking technology used by older ADSL, WAN, ISDN, and modem software.

| File | atmui.dll |
| Description | Windows ATM Properties |
| Internal name | Eigenschappen voor Windows ATM |
| Publisher | Microsoft Corporation |
| Original systems | Windows 98, Windows 98 SE, and Windows Me |
| Component | Legacy ATM networking support |
| Architecture | 32-bit Win32 DLL |
| Typical source | Matching Windows installation media |
| Windows 10/11 status | Not normally installed or required |
Historical Windows 98 file manifests place atmui.dll in the compressed NET7.CAB cabinet alongside other ATM and networking files. That means the correct repair source is usually the matching Windows CD or installation files, not a standalone download.

First decision: legacy Windows or modern Windows
If the computer runs Windows 98, 98 SE, or Me
Treat this as a missing Windows networking component or incomplete modem installation. Use the original Windows installation source that matches the installed edition and language.
Do not substitute a file from another Windows release. Reported file versions differ between unofficial databases, and those listings are not reliable enough to establish a universal version, size, or checksum.
If the computer runs Windows 10 or Windows 11
Do not copy a Windows 98 DLL into C:WindowsSystem32 or C:WindowsSysWOW64. Modern Windows does not normally need this file, and adding it manually can conceal a broken installer while leaving its dependencies, registry entries, and networking components unresolved.

Start by identifying the program that requests the file. The program may be:
- An obsolete ADSL, ISDN, WAN, or USB modem installer
- A legacy 16-bit or 32-bit application
- A failed driver package
- A program restored from an old backup
- An installer that is incompatible with the current version of Windows
- In rare cases, software using a legacy filename without being the original Microsoft component
Fix 1: Restore it from matching Windows installation media
This is the safest and most likely repair for a genuine Windows 98 or Windows Me installation.
On Windows 98 or Windows Me
- Insert the original Windows installation CD.
- Close the modem or network installer if it is still running.
- Start the installation or networking setup again.
- When Windows asks for
ATMUI.DLL, choose Browse or enter the CD-ROM drive manually. - Point Setup to the Windows source directory containing the cabinet files.
- If you are using Windows 98 media, verify that
NET7.CABis present in the source files. - Allow Windows Setup to extract the file rather than copying a random replacement.
- Restart the computer when Setup finishes.
- Run the modem or WAN driver installation again.
If Setup repeatedly requests additional files, do not copy only atmui.dll and stop. Legacy networking packages commonly install several related files and bindings. Reinstall the complete Windows networking component or the complete modem driver.
If the CD is not detected
Check these points:
- The disc matches the installed Windows edition.
- The CD is readable.
- The drive letter shown by Windows is correct.
- The source path contains the Windows cabinet files.
- The installation media uses the same language as the installed system.
If the original media is unavailable, obtain it through a legitimate source that matches the existing installation. Do not use a DLL download sites site as a substitute for the operating-system media.
How to tell whether it worked
The repair succeeded when:
- Windows no longer requests
ATMUI.DLL. - The modem or network setup completes.
- The device appears without a warning symbol.
- The relevant network connection can be configured and used.
- No additional Windows networking files are requested during startup.
If the computer still reports missing files, restart the complete driver installation rather than repeatedly replacing individual DLLs.
Fix 2: Reinstall the legacy modem or network driver
An interrupted driver installation is one of the most common causes of this error. ADSL and WAN packages often installed ATM support together with several driver files and network bindings. Cancelling Setup can leave Windows trying to load an incomplete configuration at every boot.
On Windows 98 or Me
- Open Control Panel.
- Open Add/Remove Programs.
- Select the modem, WAN, or networking package.
- Choose Remove and complete the uninstall.
- Restart the computer.
- Open Control Panel again.
- Open System, then select the Device Manager tab.
- Expand Modem, Network adapters, and any related device category.
- Remove the failed or duplicate device entries where appropriate.
- Restart again.
- Run the driver installer that matches the exact modem model and Windows release.
- Keep the Windows installation CD available when Setup requests system files.
On Windows 10 or Windows 11
Do not install a Windows 98/Me modem package unless the hardware vendor specifically supports that operating system. Instead:
- Right-click Start and select Device Manager.
- Expand Network adapters, Modems, and Other devices.
- Right-click the device associated with the failure.
- Select Uninstall device.
- If Windows offers to remove the driver package, select that option only when you are sure the driver is obsolete or corrupted.
- Restart the computer.
- Download and install the current driver from the hardware manufacturer or computer manufacturer.
- Restart again.
- Check Device Manager for warning icons.
- Test the network connection or application that originally produced the error.
Manually hunting through old driver packages can mean guessing between several hardware revisions and operating-system versions. Outbyte Driver Updater can scan for outdated drivers and show the affected items; its full version performs the driver installation, while reinstalling the vendor’s supported driver remains the definitive fix for obsolete hardware.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIf the error appears on every boot
A startup entry may be calling the incomplete modem software. First uninstall the failed modem or network package. Then restart and reinstall the complete supported package, rather than placing atmui.dll into a system folder.
If no supported driver exists, replacing the modem is usually safer than keeping an obsolete networking component active on Windows 10 or Windows 11.
Fix 3: Repair current Windows system files
SFC and DISM are useful when Windows 10 or Windows 11 has corrupted protected system files. They are not a guaranteed way to obtain a Windows 98 or Windows Me file that was never included in the modern installation.
Run DISM first, then System File Checker.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Enter:
DISM.exe /Online /Cleanup-image /Restorehealth
- Press Enter.
- Wait for the operation to complete.
- Restart Windows.
DISM repairs the current Windows component store using sources available to that Windows installation. It does not turn a Windows 98/Me DLL into a supported Windows 11 component.

- Press Enter.
- Wait until verification reaches 100 percent.
- Restart the computer.
- Launch the affected program again.
A successful result says that Windows Resource Protection found no integrity violations, or that it found and repaired corrupted files. If SFC reports that it could not repair some files, review the result, restart, and run DISM again before repeating SFC.
For Microsoft’s documented procedures, see the DISM repair documentation and System File Checker documentation.
Running these commands repeatedly will not supply atmui.dll if the error comes from an old modem installer or an incompatible application.
When you are manually comparing SFC and DISM results and are unsure which Windows component changed, Outbyte PC Repair can scan for reported Windows problems; its free scan identifies issues, while repairs are performed by the full version. It is optional, and it does not replace matching Windows installation media for a Windows 98/Me file.
Fix 4: Reinstall the application that requests the file
If only one program displays the error, the application itself may be obsolete, incomplete, or incompatible with the current operating system.
- Open Settings with
Windows+I. - Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the program that reports
atmui.dll. - Select the three-dot menu or the program entry.
- Choose Uninstall.
- Restart Windows.
- Reinstall the application from trusted original media or the vendor’s current distribution.
- Right-click the installer and select Properties.
- Open the Compatibility tab if the installer requires an older Windows environment.
- Use compatibility settings only when the vendor’s software requires them.
- Start the program and check whether the error returns.
If the application is a very old 16-bit or 32-bit program, Windows 11 may not support it directly. A properly isolated virtual machine running the required legacy operating system may be more practical. Do not move the DLL into a modern system directory to force the program to start.

Fix 5: Check antivirus quarantine safely
Antivirus software can quarantine a file, but there is no reliable evidence that atmui.dll is routinely detected as malicious. Treat a quarantine event as a verification problem, not proof that the file should be restored.
- Open your antivirus application.
- Open Protection history, Quarantine, or the equivalent area.
- Search for
atmui.dll. - Note the path and the detection reason.
- Do not restore the file if it came from an untrusted download.
- Run a full malware scan.
- If the file came from original Windows installation media and the detection is clearly a false positive, follow the antivirus vendor’s documented restore process.
- Prefer reinstalling the affected Windows component or driver from trusted media.
Never disable antivirus protection merely to install a downloaded DLL.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Fix 6: Check for a missing dependency or wrong architecture
The message “specified module could not be found” does not always mean that atmui.dll itself is absent. Windows may be unable to load a dependency required by the program.
Other possibilities include:
- The DLL is present but damaged.
- The application expects a different revision.
- A required networking component is missing.
- The program is 16-bit and unsupported.
- A 32-bit application is being given an incompatible file.
- The installer is using the wrong Windows edition or language.
The available evidence identifies atmui.dll as a 32-bit legacy Win32 DLL. There is no credible basis for treating it as a native 64-bit Windows 10 or Windows 11 system file.
Do not solve an architecture mismatch by copying a 32-bit DLL into System32 or SysWOW64. Those directories have specific roles in 64-bit Windows, and an arbitrary copy can create additional loading problems.
What not to do
Do not download a random DLL
Standalone DLL download sites can provide malware, an incorrect revision, a modified file, or a file for the wrong Windows edition. Even a genuine file may not fix the underlying modem installation, dependency, registry, or network-binding problem.
Use one of these sources instead:
- Matching Windows 98, 98 SE, or Me installation media
- A trusted backup of the same installation source
- The original modem or network hardware vendor’s supported driver
- A current application release from its legitimate vendor
There is no current official Microsoft standalone download page for atmui.dll.
Do not use regsvr32 automatically
regsvr32 is intended for DLLs that expose a registration entry point such as DllRegisterServer. A Windows networking or user-interface library does not automatically qualify.
Running this command:
regsvr32 atmui.dll
is generally not the correct repair for this file. It may produce an entry-point error, an architecture error, or no useful change. Microsoft’s regsvr32 documentation explains when the command is appropriate.
Do not expect Windows Features to install it
Windows Features can enable supported components such as legacy .NET Framework features or optional Windows subsystems. They do not recreate the Windows 98/Me ATM networking stack. Enabling random features is unlikely to repair an atmui.dll request from an old modem installer.
Do not rely on System Restore as the primary repair
System Restore can reverse recent changes on supported modern Windows versions, but it is not a replacement for matching Windows 98/Me media. Use it only when the error began immediately after a recent compatible system change and an appropriate restore point exists.
Frequently asked questions
Is atmui.dll a Microsoft file?
Yes, in its original context. It is associated with Microsoft’s Windows 98 and Windows Me ATM networking support. That does not mean it should be present on every Windows 10 or Windows 11 computer.
Why does an ADSL modem ask for it?
Older ADSL, WAN, ISDN, and ATM modem packages used Windows ATM networking components. During installation, Windows may request ATMUI.DLL from the Windows 98 or Windows Me installation source.
Is atmui.dll inside a CAB file?
Historical Windows 98 manifests place it in NET7.CAB, a compressed cabinet on the installation media. Setup should extract it from the matching source rather than requiring a separately downloaded DLL.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Can I copy it from another Windows computer?
Only if the source is the same Windows release, edition, language, and service level, and the file is obtained from a trusted installation source. Even then, copying one file may leave the networking stack incomplete. Reinstalling the component is safer.
Will SFC restore it?
SFC can repair protected files belonging to the current Windows installation. It is not a reliable source for a Windows 98/Me DLL that is absent from Windows 10 or Windows 11.
Does regsvr32 atmui.dll fix the error?
Usually not. This file should not be registered simply because its name ends in .dll.
What if the error started after cancelling setup?
Uninstall the incomplete modem or networking package, restart, remove the failed device entry where appropriate, and reinstall the complete driver from matching media. Repeatedly copying atmui.dll will not rebuild the interrupted installation.
When should I stop repairing the DLL?
Stop when the hardware or software has no supported driver for the current Windows version, the error returns after a complete reinstall, or the application is no longer compatible with Windows 10 or Windows 11. At that point, replace the obsolete modem or run the legacy software inside an appropriately isolated virtual machine.
