Fish are camp-supply items you can find as loot or buy from traders; the game’s documented item references do not describe a player fishing action.
Why you can’t cast the Fishing Rod
The BG3 Wiki classifies the Fishing Rod as a common miscellaneous item, primarily useful for bartering or sale. Its item entry does not describe a cast or reel interaction. Finding one therefore does not mean you have a tool you can equip and use to fish. See the Fishing Rod entry.
If you picked it up expecting a fishing mechanic, there is no documented action to trigger. Treat the rod as loot rather than trying to assign it to a character’s weapon slot.
How to get fish for camp supplies
The Fish item entry lists loot and trader purchases as ways to obtain fish, which can be used as camp supplies. Search containers as you explore, and check traders’ inventories when you need more. See the Fish entry.

What the fishing activity at the docks means
Larian’s official Patch 7 notes mention moving barrels and fish at the Steel Watch Foundry docks to match “fish-related idle NPC animations.” That describes environmental details and NPC animation; it does not announce an interactive fishing system for players. Fish you see in the world, fish items in your inventory, and a player-controlled fishing mechanic are separate things.

The base-game item references do not establish what any particular mod adds. If you installed a mod that claims to enable fishing, check that mod’s own current description and compatibility notes for your game version. The documented base-game rod alone does not provide the feature.
