Noir works best as a Psychokinesis damage dealer who builds up her setup before unleashing ranged attacks. Prioritize Ailment Accuracy—Prydwen recommends at least 150% in battle—then add offensive stats and use teammates who help her reach and time her burst. Treat the numbers and rotations below as guide recommendations, not universal requirements; check your in-game skill text for your region and version.
How Noir’s build works
Haru Okumura, known as Noir, is a 5★ Psychokinesis Sweeper specializing in ranged attacks, according to the official character announcement. Her damage pattern rewards cycling skills and ranged attacks to build up her setup before committing to a burst. Prydwen describes a three-turn damage cycle, so she may take time to come online rather than delivering her full damage immediately.

Stats and card setup
Prioritize Ailment Accuracy, then damage
Prydwen recommends at least 150% Ailment Accuracy in battle. This is a third-party build target, not an official requirement. The stat matters offensively for Noir because her passive converts Ailment Accuracy into Attack and critical damage. Once you approach the target, build out your other damage stats rather than treating the threshold as the only goal.
Recommended main stats and substats
- Moon: Damage Multiplier
- Star: Crit Multiplier
- Sky: Attack
Prydwen’s substat priority is Crit Multiplier, Crit Rate, Ailment Accuracy, then Pierce. In practice, keep enough Ailment Accuracy to support the build target while improving the offensive rolls available on your gear.

Cards
Prydwen recommends the Pleasure set for its Psychokinesis damage and Attack increases, including an additional Attack increase when more than three enemies are present. Its guide also lists Wisdom card effects, including an option that combines Ailment Accuracy and damage. Choose based on which effects and pieces you can actually field; the cited guide does not establish a controlled damage comparison between the sets.
Weapons: Last Quarter or Gilgamesh Axe
The official announcement identifies Last Quarter as Noir’s exclusive 5★ weapon and Gilgamesh Axe as an exclusive 4★ weapon. Prydwen describes Last Quarter as supplying Ailment Accuracy and bonuses connected to Psychokinesis damage and Thoughtful Round stacks, while listing Gilgamesh Axe as a 4★ alternative.
Rank #2
- The 5th numbered game in the series, created by renowned developers! The core development team of the recent Persona titles unites again for this upcoming game.
- A deep and engaging storyline - The thrilling story of a team of defiant teenagers, growing through every trial they face, begins now. Each case will take you one step closer to the truth veiled in darkness...What awaits our heroes: glory or ruin?
- Unique and interesting dungeons with various tricks and traps await - Overcome various obstacles with graceful Phantom Thief action. The simple-to-learn, but hard-to-master controls will be enjoyed by newcomers and veteran Persona players alike.
- Language - A stable of talented voice actors have provided English voice-overs while ATLUS’ celebrated localization team offers an English script that provides a faithful and engaging play experience.
Last Quarter is the more direct fit if you have it: its Ailment Accuracy helps with Noir’s stat target, and its effects align with her damage setup. Gilgamesh Axe is the listed alternative when the signature weapon is unavailable. The sources do not provide a controlled damage test between them, so weigh the signature weapon’s mechanics against the cost of obtaining or upgrading a 5★ weapon rather than assuming a measured performance gap.
Skill priority and rotation
Skill priority
Prydwen lists this priority: Skill 3 > Skill 1 > Thief Tactics > Skill 2.

Rotation principle
For A0/A1, Prydwen’s rotation uses Skill 1 to set up, follows with Skill 3 and Highlight, then uses a ranged attack. The cycle repeats with Skill 1 and Skill 3, with Highlight timed alongside a ranged attack for the burst. The exact sequence depends on Noir’s state and game version; follow the current in-game skill descriptions and consult Prydwen’s full guide for its detailed sequence.

Prydwen features Noir + Seaside Moko + Chord + Oracle. The roles behind that recommendation are more important than treating it as a universal best team:

Availability and version notes
The official announcement’s Noir banner ran from March 26, 2026 to April 9, 2026 UTC, so that window is historical rather than a claim of current availability. The announcement says availability can change and characters or weapons may return in future opportunities. Check the in-game banner for the live schedule.
