For a studio that wants artists and designers to create, own, and document its game assets, the strongest conventional stack is an engine plus dedicated content tools: Unreal Engine or Unity for mature 3D production, Godot for an open MIT-licensed engine, Blender for authored 3D models and animation, and Krita for 2D concepts, textures, and visual effects. The right choice depends on your target platforms, 2D or 3D requirements, asset-provenance policy, source-control workflow, licensing exposure, and team experience.
This is not a claim that one application is universally best. These tools support human-authored workflows, but your studio still needs written rules for provenance, review, file storage, and whether optional automation features are permitted.

What “non-AI” game development means in practice
“Non-AI” can describe several different studio policies. Some teams prohibit generative systems from creating any production asset. Others allow automation for repetitive tasks but require every final model, texture, animation, sound, and design decision to be made or approved by a named artist. Decide which policy you mean before choosing software.

Define the asset boundary
- Concept and visual development: sketches, paintovers, mood boards, character sheets, and material studies.
- Production content: meshes, UV layouts, rigs, animation, textures, particle artwork, and interface graphics.
- Engine content: imported assets, materials, scenes, prefabs, lighting setups, gameplay data, and platform builds.
- Evidence of authorship: editable source files, version history, review records, and a clear chain from source to shipped package.
A tool can support all four areas only imperfectly. Engines are usually strongest at assembly, simulation, and deployment; dedicated art applications are stronger at creating editable source assets.
The decision framework for a human-authored studio
Evaluate the stack against these five questions before comparing feature lists.
1. Who creates and controls the source assets?
Ask whether artists can keep editable originals outside the engine, whether the studio can archive those files, and whether the license permits commercial use and redistribution in your situation. A human-authored policy is easier to enforce when the source file and its export are both retained.
2. Is the project primarily 2D, high-fidelity 3D, or mixed?
Dedicated 2D workflows reduce friction for hand-painted games, while high-end 3D projects need strong material, lighting, animation, simulation, and build pipelines. A mixed project may use one engine with separate tools for 2D and 3D authoring.
3. How will assets move through the pipeline?
Document which application is authoritative for each file type, how imports are reviewed, and how large binary files are versioned. The engine should consume approved exports rather than becoming the only place an asset exists.
4. What is the licensing and cost exposure?
Compare open-source obligations, subscriptions, seat fees, royalties, and revenue thresholds. Terms change, so confirm the live agreement before signing a contract or committing a commercial release.
5. What can the team support?
Existing expertise, onboarding time, technical-art skills, ecosystem dependence, and support requirements often matter more than a feature available only in a specialist workflow.

Engine choices
Unreal Engine: the high-fidelity 3D option
Unreal Engine is a real-time creation tool and the strongest candidate in this group for teams prioritizing high-fidelity 3D and an established large-team pipeline. It is suited to studios that need a mature environment for assembling authored models, animation, materials, levels, and interactive systems while maintaining a structured production process.
Where Unreal fits
- Projects whose visual target depends on detailed 3D rendering and complex real-time scenes.
- Teams that already have Unreal experience or can support a dedicated technical-art and build pipeline.
- Studios that want the engine to sit at the center of a larger production organization rather than treating it as a simple 2D editor.
Licensing questions to resolve
Epic’s current licensing information describes free access for game developers under a stated $1 million threshold, with royalties applying after that threshold. For higher-revenue or different product-use categories, the page distinguishes royalty-based and seat-based cases. The threshold and license language are volatile; verify the live terms for your product, revenue, platform, and distribution plan before signing.
Do not treat the threshold as a permanent universal rule. Put the applicable agreement, reporting obligation, and definition of revenue in your production records, and have counsel review the terms if the game is commercially significant.
Pipeline considerations
Keep authored source files in the content-creation tools used by your artists, then import reviewed exports into Unreal. Establish naming, folder, revision, and approval rules before the project grows. This preserves a human-readable trail even when multiple departments touch the same asset.
Unity: a practical 2D-and-3D production platform
Unity Pro is presented as a professional platform for both 2D and 3D development. It is a practical choice for studios that already have Unity skills, packages, and an external-asset workflow. The engine can consume assets made outside the editor, including a 3D model, audio file, or image, so artists are not required to create every source file inside Unity.
External authoring and version control
Unity’s asset-workflow documentation identifies Perforce, Git, Mercurial, and PlasticSCM as supported version-control options. That matters when a studio needs reviewable history for scenes, scripts, imported artwork, and other project files. Select the system that your team can administer, then define how large binary assets, locks, branches, and merges are handled.
Keep the original art application and the engine project synchronized through documented export settings. A repeatable import process is more valuable than an informal “latest file” folder because it makes it possible to identify which human-authored revision reached a build.

Unity licensing and plan checks
Plan names, eligibility rules, and commercial terms can change. Check the current Unity plan and eligibility terms before purchase, especially when the studio has multiple legal entities, contractors, or products. Record who owns seats and which project each seat covers.
Godot: maximum source and licensing control
Godot is free and open source under the MIT license. Teams may use, modify, distribute, and commercially ship it, provided the required copyright and license notices accompany redistributed engine code. This makes Godot a strong fit when source access and a permissive license matter more than a proprietary ecosystem.
Where Godot fits
- Small studios that want to inspect or modify engine code.
- Commercial projects that prefer to avoid contracts or hidden engine fees.
- Teams building either 2D or 3D games and targeting multiple platforms through a single open toolchain.
Godot’s feature information describes dedicated 2D and 3D pipelines, asset importing, and cross-platform deployment. Before shipping, identify every place redistributed engine code appears and include the required notices in the form your distribution channel and legal adviser recommend.
Trade-offs for a small team
The absence of a proprietary fee structure does not remove engineering work. Your team remains responsible for build automation, plugin choices, support, and any engine modifications it must maintain. Godot is most attractive when that control is worth more than access to a vendor-specific ecosystem or an existing commercial pipeline.
Dedicated tools for human-created assets
Blender: the 3D authoring center
Blender covers authored 3D modeling, UV work, rigging, animation, and baking. Use it as the source-of-truth application for 3D content, then export approved results into Unreal, Unity, or Godot. Keeping Blender files under version control lets the studio revisit topology, materials, rigs, and animation rather than preserving only an engine import.

Blender Studio’s tools documentation describes a “production-tested” Blender-centric pipeline for teams collaborating with Blender as the primary content-creation tool. That evidence supports using Blender as a team workflow, not merely as a solo modeling application.
Organize a Blender team pipeline
- Set a source structure: separate working files, approved files, exports, references, and rendered review images.
- Assign ownership: identify the artist or department responsible for each asset and the person who approves it.
- Standardize handoffs: document naming, scale, orientation, animation conventions, material expectations, and export settings for the chosen engine.
- Review before import: check geometry, UVs, rigs, animation, textures, and performance budgets in Blender before an engine commit.
- Archive dependencies: retain linked libraries, textures, reference material, and the Blender version needed to reopen the source.
The cited Blender documentation establishes the collaborative pipeline, but it does not establish a current price or affiliate program. Treat those as separate commercial questions.

Krita: 2D concepts, textures, and VFX
Krita is licensed under GPLv3, and its official FAQ says artists and studios may use it commercially to create concept art, textures, visual effects, and commercial games. It is therefore a credible human-authored 2D tool for concept sheets, hand-painted textures, production paintovers, and frame-based effects.
A practical Krita setup
- Choose a pressure-sensitive tablet: pressure input is the clearest physical accessory for brush control, line weight, and opacity. Model, price, and availability change by region, so verify current listings before buying.
- Create a document standard: define canvas dimensions, color-management expectations, layer naming, and export formats for concepts, textures, and effects.
- Preserve editable layers: store the layered Krita document alongside the flattened or engine-ready export.
- Separate approval stages: mark sketches, approved concepts, production textures, and final exports so an early exploration cannot be mistaken for shipping art.
- Record references and rights: retain the references and licenses used by the artist, especially when a concept draws on outside material.
When shopping for a “Krita drawing tablet,” compare pressure behavior, active area, driver support, and compatibility with the artist’s workstation rather than assuming a particular model is best.
How the tools fit together
High-fidelity 3D stack
A common human-authored arrangement is Blender for modeling, UVs, rigs, animation, and baking, paired with Unreal Engine for real-time assembly and delivery. Artists retain editable Blender sources; technical artists validate exports; the engine team handles scenes, materials, gameplay integration, lighting, and builds.
Unity-centered mixed 2D/3D stack
Studios already invested in Unity can continue authoring models, images, and audio outside the editor, then use Unity’s documented version-control integrations to manage the project. Blender can provide 3D source content, while Krita handles concepts, textures, and paintovers.
Open-source-controlled stack
A small team can pair Godot with Blender and Krita when source access, commercial MIT licensing, and control over engine code are priorities. The team must still preserve Godot’s required notices and maintain its own build and support practices.
2D-first stack
For a primarily hand-painted or frame-based game, Krita can remain the main art application while the studio chooses an engine based on deployment, scripting, and team familiarity. Use layered source documents and approved exports so the engine never becomes the only copy of the art.

- Write the authorship policy: define whether generative asset creation is prohibited, restricted, or allowed only for non-production tasks.
- Map every asset type: name the source application, owner, reviewer, export, and engine destination for models, textures, animation, audio, effects, and interface art.
- Choose the engine: base the decision on 2D versus 3D scope, target platforms, team expertise, pipeline needs, and licensing exposure.
- Set up source control: select Git, Mercurial, PlasticSCM, Perforce, or another system the team can operate; document binary locking, branching, and backup rules.
- Define import gates: require naming, scale, material, texture, animation, and performance checks before an asset enters a shared engine branch.
- Archive provenance: retain editable source files, references, approvals, exports, and the tool versions needed to reopen them.
- Review licenses before release: confirm engine thresholds, subscriptions, notices, GPLv3 obligations, and any platform-specific distribution requirements.
Common pitfalls and recoveries
Only the engine copy survives
Symptom: the team can ship an asset but cannot reopen or revise the original. Recovery: restore a source-of-truth rule, collect editable Blender or Krita files, and link each export to a revision and owner.
License assumptions become outdated
Symptom: a threshold, plan, or royalty rule remembered from an earlier project is applied to a new release. Recovery: recheck the current Unreal or Unity terms and record the agreement that governs the product.
Open-source notices are omitted
Symptom: a commercial Godot build lacks the notices required for redistributed engine code. Recovery: audit the shipped package, add the required copyright and license information, and make notice review part of release approval.
Artists and engineers use different conventions
Symptom: imports break, revisions are misidentified, or a texture is approved in one application but fails in the engine. Recovery: publish a small pipeline specification covering naming, ownership, exports, review gates, and the authoritative source file.
Recommended Free Tools
A tablet is treated as a replacement for a workflow
Symptom: new hardware is purchased but concepts and textures still lack consistent layers, approvals, or exports. Recovery: standardize Krita documents and review stages first; select hardware that supports the artists’ existing process rather than the other way around.
Bottom line
For human-created assets, choose the engine around delivery and team capability, then choose authoring tools around source ownership. Unreal Engine is the high-fidelity 3D choice; Unity suits teams with an established 2D/3D and external-asset workflow; Godot offers the strongest open-source control; Blender is the core 3D authoring tool; and Krita is a commercially documented option for 2D art, textures, and VFX. The quality of the result ultimately depends on documented provenance, version control, review gates, and current license checks as much as on the applications themselves.
