Why diamond mining levels changed in Minecraft 1.18
Before the Caves & Cliffs Part II update, the Overworld had a shallower vertical range. In 1.18, it extends down to Y=-64, and ore distribution changed to account for the expanded height. That deeper range matters because diamond ore favors depth. Mojang’s Java notes put diamond ore below height 16 and say it becomes more common as you go lower. They also caution that there is no single height level that is best for every ore. (Java Edition 1.18 release notes)
Why Y=-59 is a practical Java target
Y=-59 is a useful branch-mining target near the bottom of the world, where the downward diamond trend is favorable while mining remains above the bedrock obstruction. The Minecraft Wiki recommends Y=-58 or Y=-59 because bedrock begins appearing at Y=-60. (Minecraft Wiki: Tutorials/Diamonds)

Think of -59 as a practical coordinate, not a guaranteed optimum: Mojang does not identify it as the exact best layer, and the cited sources do not establish a diamond-per-hour rate or expected yield. Bedrock also makes the lowest layers less straightforward to mine through.
Branch mining or caves?

Does the same exact level apply to Bedrock Edition?
Do not treat Y=-59 as officially confirmed for Bedrock Edition on the basis of the cited release notes. Mojang’s Bedrock Edition 1.18.0 notes confirm that ore distribution was adjusted for the new world height, but do not give a diamond-specific level or range. They describe the height change as “50% more vertical space to build and explore.” (Bedrock Edition 1.18.0 notes)
The clearest diamond-specific wording and the -58/-59 practical recommendation in the sources above apply to Java documentation. The exact Bedrock diamond coordinate is not established here.
