An exact release hour by region or platform is not established by the accessible official 2K announcement, which gives dates rather than clock times. A Steam community announcement titled “Borderlands 4 Global Launch times” appeared in search results, but its page could not be accessed to verify the schedule. Without a verifiable copy, it would be misleading to give a specific hour or timezone conversion as fact.
