Bowser Jr., the Koopalings, Kamek and local unit leaders all take command roles in particular games. The clearest way to understand the hierarchy is as a recurring pattern with game-specific variations—not a single ladder that applies across the franchise.
What is Bowser’s army called?
The forces are commonly called the Koopa Troop or Bowser’s Minions, though individual games may use their own labels. The names describe Bowser’s forces broadly; they do not, by themselves, establish a formal chain of command. Super Mario Wiki’s Koopa Troop entry collects these naming variations and examples from different games.

Who commands the Koopa Troop?
Bowser is the top leader
Bowser is the central leader of his forces. Games portray him giving orders and directing troops, but they do not consistently define a complete military structure beneath him.
Bowser Jr. can take command
Bowser Jr. is shown leading the forces when Bowser is absent. That makes him a recurring successor or acting commander in those situations, rather than proof of a fixed, formally stated rank across every game.

The Koopalings and Kamek hold authority
The Koopalings and Kamek recur in positions of authority. Bowser Jr.’s Journey specifically calls them first officers, an explicit title in that game; it should not be treated as a franchise-wide rank designation.
How are the troops organized?
Common troops include Goombas and Koopa Troopas. Some portrayals distinguish more specialized or elite forces, such as Hammer Bros. and Magikoopas, but the games do not present that distinction as a universal rank system.

Individual games also show leaders assigned to particular groups. In the Nintendo Switch remake of Super Mario RPG, Bowser names Jagger, Wizakoopa and Goomhilde as leaders of different groups. The secondary reference reproduces Bowser’s speech as: “All right, people! Form ranks! Jagger, head of the shelled warriors! Wizakoopa, master of the hooded sorcerers! And last but not least, Goomhilde, grande dame of the groundling Goombas! This is our finest moment! Bowser’s Minions are invincible! We shall be victorious! The bridge is down, but we’ll find a way to get back in! Move out, on the double!” This is a specific example of group leadership, not a general set of ranks for Bowser’s army.

Is there a definitive rank order?
No single, consistently established hierarchy can be applied across the Mario games. The recurring pattern is Bowser at the top, with Bowser Jr., the Koopalings, Kamek and local group leaders taking command roles in particular circumstances or games. Troop composition and organization vary between appearances, so describing every character as occupying one fixed rank would overstate what the games establish.
For a game-by-game comparison, keep three questions separate: what title or role is named, which group that character leads, and whether the game explicitly states a rank or merely shows someone giving orders. The named leaders in Super Mario RPG, for example, are explicit group assignments; they are not evidence of a universal rank chart.
