No—not every Steam game is guaranteed to run at 4K and 60 FPS on Steam Machine. Valve says a majority of titles played well at 4K/60 with FSR in its testing, but also says some games need heavier upscaling or a lower frame rate with variable refresh rate (VRR). Independent tests show why: demanding games can miss 60 FPS, require reduced settings, or reach a 60-FPS display figure only with frame generation and a much lower underlying render rate.
What Valve actually promises
Valve’s current product-page wording is “Up to 4k gaming with FSR 4.1.” “Up to” describes a ceiling under suitable conditions, not a guarantee that every game renders natively at 3840 × 2160 and sustains 60 frames per second.

In a statement reported by PC Gamer in February 2026, Valve said: “In our testing the majority of Steam titles play great at 4K 60 fps with FSR on Steam Machine.” The important qualifiers are majority, in our testing, and with FSR. Valve also said some titles require more upscaling and that a lower frame rate with VRR can be preferable while retaining a 1080p internal resolution.
Valve engineer Yazan Aldehayyat had earlier described an ambition to play “every game on Steam at 4K60” when some form of upscaling, such as FSR, is used. That is an engineering goal, not evidence that every title reaches the target under the same image-quality, latency and ray-tracing settings. Valve said it was working on HDMI VRR, investigating improved upscaling and optimizing ray-tracing performance in its driver, so software support can also change results over time.

What “4K at 60 FPS” can mean
Native 4K rendering
Native 4K means the game creates each frame at 3840 × 2160 before it reaches the display. This is the most demanding interpretation because every pixel is rendered by the game engine. A product page that says “up to 4K” does not establish native 4K/60 for the complete Steam catalog.
Upscaled 4K output
With upscaling, the game renders internally below 3840 × 2160 and an algorithm reconstructs a 4K output image. Valve’s 4K/60 statement explicitly includes FSR. The internal resolution can therefore be 1080p or another lower value while the television or monitor receives a 4K signal. Upscaling can make 60 FPS practical, but the result is not equivalent to native 4K detail in every scene.
Displayed FPS versus rendered FPS
Frame generation synthesizes additional displayed frames from rendered frames. A counter can show about 60 FPS even when the game engine is producing roughly 30 base frames per second. The generated images may improve perceived fluidity, but they do not give the same input response as 60 genuinely rendered frames and can introduce visual artifacts.

Variable refresh rate lets a compatible display adjust its refresh timing to the game’s changing frame rate. Instead of forcing a demanding title to hold 60, Valve says a lower frame rate with VRR may be preferable while keeping a 1080p internal resolution. This can produce steadier frame pacing than chasing an unstable 4K/60 target.

Compatibility is a different question
A game launching successfully, passing a compatibility check or appearing in a verified list does not prove that it can sustain 4K/60. Compatibility concerns whether the software runs; performance depends on the game’s engine, settings, resolution, upscaler, ray tracing, frame-generation mode and current software versions.
Independent tests show a wide range
Reviews from PC Gamer and TechRadar illustrate the spread. They use different patches, presets and test methods, so their figures should not be averaged into a catalog-wide score. The useful comparison is what each result required.
| Game | Test configuration | Reported result | What the result indicates |
|---|---|---|---|
| Cyberpunk 2077 | Medium settings, FSR Performance, 2× frame generation | 58–61 displayed FPS at 4K; approximately 30 FPS underlying render rate | The 60-FPS display depended on generated frames, with added latency and visible image-quality problems during fast movement and in detailed scenes. |
| Forza Horizon 6 | High settings, FSR Performance, ray tracing disabled | Approached smooth 4K play; occasional dips into the low 50s | Disabling ray tracing was necessary to target 60 FPS, and the target was not perfectly locked. |
| Lego Batman: Legacy of the Dark Knight | Medium settings, FSR Performance, frame generation | Reached 4K/60 only just, with occasional dips | The target required both reduced settings and generated frames, and the reviewer noticed latency. |
| Total War: Warhammer III | 4K Ultra | 24 FPS | A demanding strategy workload can be far below 60 at native-style high settings without the tested compromises. |
| Total War: Warhammer III | 4K Low | 35 FPS | Reducing the preset alone did not produce 60 FPS in the reported configuration. |
| Cyberpunk 2077 | 4K Ultra | 17 FPS | Ultra-quality rendering without the tested upscaling or frame-generation assistance was substantially below the target. |
| Cyberpunk 2077 | 4K Low | 38 FPS | Even the low preset in that configuration remained below 60. |
| Civilization VII | High, FSR 1, balanced MSAA | 56 FPS at 4K | Close to 60, but still short of a locked target and dependent on a specific upscaling and anti-aliasing setup. |
| Shadow of the Tomb Raider | Highest | 47 FPS at 4K | High visual settings can leave a conventional 4K result below 60. |
| Marvel Rivals | Ultra, balanced upscaling | 22 FPS at 4K | A competitive action game can remain far below 60 when image quality is prioritized. |
The Cyberpunk 2077 figures make the frame-generation distinction especially clear: 58–61 displayed FPS did not mean 58–61 fully rendered frames. The Total War: Warhammer III and Marvel Rivals results show that some workloads remain difficult even after lowering a preset or enabling balanced upscaling. None of these selected tests is a statistical sample of every Steam game.

Engine workload
Games stress hardware differently. A linear action scene, an open-world city and a strategy battle with many units can have very different CPU and GPU demands. A single console-style performance claim cannot describe all of them.

Internal resolution and upscaler mode
“4K” on an output specification does not identify the internal render resolution. Performance can change substantially between native rendering, a quality upscaling mode and FSR Performance. Lower internal resolution generally increases frame rate while reducing fine detail or producing reconstruction artifacts.
Ray tracing
Ray-traced lighting and reflections can consume enough performance to decide whether 60 FPS is realistic. In the Forza Horizon 6 test, ray tracing had to be disabled to target 60 FPS. A 4K/60 comparison that omits the ray-tracing setting is incomplete.
Frame-generation trade-offs
Generated frames can raise the displayed counter, but the base simulation still runs at its lower rate. The Cyberpunk 2077 review estimated a roughly 30-FPS underlying rate beneath its 58–61 displayed FPS result and observed added latency and image defects. Players who prioritize immediate control response may prefer a lower but fully rendered frame rate.

Results can change with a game patch, SteamOS release, graphics driver, upscaler implementation or display firmware. A benchmark without its date and software versions is difficult to reproduce. Valve’s comments about HDMI VRR, improved upscaling and ray-tracing driver work also indicate that performance features are still evolving.

How to judge a game’s claim before you play
- Identify the output and internal resolutions. Record whether the test is native 3840 × 2160 or a lower internal resolution reconstructed to 4K.
- Separate base and displayed frame rates. Note the engine’s rendered FPS and whether frame generation is enabled; do not treat a generated 60-FPS counter as native 60-FPS rendering.
- Write down the upscaler and mode. “FSR” alone is not enough. Performance, balanced and higher-quality modes use different internal resolutions.
- Record the preset and ray-tracing options. Medium, High, Ultra and Highest are not interchangeable, and disabling ray tracing can be the difference between the low 50s and a 60-FPS target.
- Check frame-time behavior. Ask whether the figure is an average, whether dips are included and whether the game remains responsive during traversal, combat or large simulations.
- Include the test date and software. Game patch, SteamOS version and graphics-driver version can materially affect the result.
- Decide which compromise matters least. You may choose sharper internal resolution, lower latency, ray tracing, a stable frame rate or a higher displayed refresh rate; no single setting maximizes all five.
Practical settings choices on a demanding title
If image quality is your priority
Start with native or a high-quality internal resolution, disable frame generation if latency is a concern, and accept a lower frame rate. A VRR display can smooth fluctuations without forcing an unstable 60-FPS lock. This is the path most consistent with Valve’s suggestion that some games are better at a lower frame rate with VRR.
If smooth motion is your priority
Use an upscaler mode that keeps the base render rate healthy, then consider frame generation. Check the game’s actual responsiveness and look for ghosting, disocclusion errors or breakup around fine geometry. The Cyberpunk 2077 test demonstrates that a higher displayed number can come with perceptible latency and image-quality costs.
If ray tracing is essential
Expect to lower another variable, such as internal resolution or the overall preset. Forza Horizon 6 required ray tracing to be disabled for its reported 4K/60 target, so a comparable ray-traced configuration should not be assumed to hold 60.

If consistency matters more than peak resolution
Choose a fixed lower internal resolution and a stable frame-rate target, using VRR when available. In strategy and simulation games, stable frame pacing can be more valuable than a brief high average that collapses when the scene becomes busy.

What the evidence can and cannot establish
Valve has not published a named, quantified percentage for the share of all Steam games that sustain 4K/60 on Steam Machine. “Majority” is a qualitative description of Valve’s testing, not a catalog-wide statistic. The reviewer figures above are individual game measurements under stated configurations, not a replacement for a complete census.
The evidence also does not establish a universal launch performance profile, a final compatibility count or a guaranteed result for every future game patch. Treat any claim that says simply “Steam Machine runs Steam games at 4K/60” as shorthand for a qualified, configuration-dependent outcome rather than a promise of native 4K and fully rendered 60 FPS in every title.
Bottom line for buyers
Steam Machine can deliver convincing 4K output at around 60 displayed FPS in many games when FSR, reduced settings, disabled ray tracing or frame generation are acceptable. It cannot guarantee every Steam game at native 4K and 60 fully rendered FPS. The demanding examples range from near-target results with compromises to 17–38 FPS at 4K in configurations without the same assistance. Evaluate each game by its internal resolution, base frame rate, upscaler, frame generation, ray tracing, frame-time dips and latency before deciding whether its particular compromise meets your standard.
