In ordinary The Sims 4 gameplay, WooHoo and Try for a Baby are separate interactions. To try to conceive, select Try for a Baby rather than WooHoo. EA documents one narrow exception involving the Grim Reaper and the Life & Death Expansion Pack.
WooHoo and Try for a Baby are different interactions
WooHoo is the romantic or intimate interaction; it does not ordinarily trigger a pregnancy. EA Help’s The Sims 4 WooHoo Guide directs players who want a baby to choose More Choices > Romance > Physical Intimacy > Try for a Baby.

WooHoo partners do not necessarily need to be romantic partners: Sims who are good enough friends can become WooHoo partners. That relationship status does not turn WooHoo into the conception interaction.
How to find Try for a Baby
Build the relationship with the other Sim, then select a supported object—EA lists a bed, shower, hot tub, or rocketship. The Try for a Baby action can appear in the interaction menu when the Sims and object support it. If you only choose WooHoo, you have not selected the interaction EA identifies for trying to have a baby.

Check life stage and pregnancy settings
If Try for a Baby is unavailable or the intended Sim cannot become pregnant, check the Sims’ life stages and Create a Sim pregnancy capabilities. EA’s The Sims 4 Pregnancy Guide says teens cannot get pregnant; elders can get other Sims pregnant but cannot become pregnant. Young adult and adult Sims have pregnancy capability settings in Create a Sim: Become Pregnant, Get Others Pregnant, or Neither.
EA’s sexuality, romance, and attraction guide also covers pregnancy capability and WooHoo-interest settings. These are separate considerations: WooHoo interest concerns who a Sim is willing to WooHoo with, while pregnancy capability determines whether they can become pregnant or get another Sim pregnant.

The Grim Reaper exception
EA documents a special case for players with the Life & Death Expansion Pack: young adult or adult Sims can become pregnant after WooHoo with the Grim Reaper, regardless of their Create a Sim pregnancy settings. This character- and pack-specific exception does not mean ordinary WooHoo with other Sims can cause pregnancy. EA also says Try for Baby with Grim is available with the pack.
