Usually, no. A Vehicle you play this turn can’t normally attack that turn, even if you crew it: once it becomes a creature, the usual summoning-sickness rule applies. It can attack if it has haste or another applicable effect, and it must be a creature before the declare attackers step begins.
Why a newly played Vehicle usually can’t attack
Magic’s rule 302.6 says, “A creature can’t attack unless it has been under its controller’s control continuously since their most recent turn began.” The rule is commonly called the summoning-sickness rule. It looks at how long you have controlled the permanent, not how long it has been a creature.
A Vehicle is an artifact permanent. When you pay its crew cost, it becomes an artifact creature until end of turn, so the normal creature attack rule applies. Crewing does not grant haste or bypass the control-duration requirement. If you cast the Vehicle this turn, it has not been under your control since your most recent turn began, so it normally cannot attack that turn.

When a Vehicle can attack

Check the Vehicle’s text and any effects applying to it: haste or another relevant effect can change the ordinary result.
When to crew it
To attack with a Vehicle, have it become a creature before the declare attackers step begins. The latest normal opportunity is the beginning of combat step. If you wait until the declare attackers step has begun, you can’t declare it as an attacker for that combat.

Once it is crewed, the Vehicle behaves like any other artifact creature for the rest of the turn. Turning it into a creature does not mean it entered the battlefield again; it was already there and only changed types. Wizards’ Ixalan release notes explain these Vehicle timing rulings.

Yes. An untapped creature you control can be tapped to pay a crew cost even if it just came under your control. Its summoning sickness does not prevent it from being tapped to crew; that restriction concerns attacking and activating abilities with the tap symbol, not paying a crew cost.

For example, you can play a Vehicle, then tap a newly played creature to crew it. That lets the Vehicle become a creature, but it does not give the Vehicle haste or make the newly played Vehicle eligible to attack without an applicable exception.
