Select “Flirt” from the call options.
The option is part of the phone dialogue. It is separate from Toriel’s boss encounter.
What happens when you choose “Flirt”
Toriel’s first response is surprised and amused. Flirting again gets a more uncertain reaction. If you have called her “Mom” first, she comments on the combination of choices.

The phone choice does not determine how the boss encounter ends. During that encounter, repeatedly choosing Spare lets you resolve it without killing Toriel. That fits the game’s broader nonviolent approach: the official Undertale About page says, “In this RPG, you don’t have to kill anyone.”
