Yes, you can put together a military-style outfit in GTA 5, but the available information does not confirm a reliable way to unlock and permanently save the exact standard Fort Zancudo soldier uniform. The answer also depends on whether you mean Story Mode, GTA Online, a mission disguise, or separate army-inspired clothing pieces.
What counts as an army uniform?
Players may mean three different things: a military-inspired outfit assembled from clothing items, a disguise worn during a mission, or the exact uniform worn by Fort Zancudo NPC soldiers. Does the answer differ between Story Mode and GTA Online?
Yes. Story Mode and GTA Online are separate game modes, and owning or accessing one does not necessarily mean you have access to the other. Rockstar explains that some players who own standalone GTA Online must purchase Story Mode separately: Rockstar Support’s Story Mode access instructions.
Story Mode
Fort Zancudo is a hostile military base, but entering it is not a verified method for unlocking the standard soldier outfit.
