How fishing can give you Mending
Enchanted books are among the possible treasure catches from fishing, and Mending is an enchantment that can appear on an enchanted book. That makes a Mending book a possible catch, alongside other fishing loot. Minecraft Wiki’s enchanted-book entry describes books as fishing treasure, and its Mending entry lists fishing as an acquisition method.

Do not treat this as a dependable way to get the book by a particular time: the cited pages do not establish a current, Mending-specific drop rate. They also do not provide edition-by-edition odds for Java and Bedrock. Without that information, a percentage or predicted number of casts would be misleading.
A Mending book is not the same as a Mending fishing rod
Fishing may also produce an enchanted rod, which is a different item and outcome from an enchanted book. A rod carrying Mending does not give you a Mending book. The Minecraft Wiki fish-farming tutorial discusses enchanted rods as fishing loot.

What to do with a Mending book
- Place the item you want to enchant and the Mending book in an anvil.
- Pay the displayed experience cost to combine them.
Mending repairs an item using experience. Microsoft’s Introduction to Enchantments describes both combining an item with an enchanted book at an anvil and Mending’s repair effect.

No conclusion about current fishing loot should be drawn from an old bug report alone. Mojang’s MC-91316 issue record concerns historical Mending loot-table problems in early snapshots; it does not establish that the same restriction applies to current releases.
