No. A Wind Waker save cannot be loaded by Twilight Princess, and a Twilight Princess save cannot be loaded by Wind Waker. They are separate games with different save formats. Moving a save from an original release to that same game’s HD remake is also not an officially documented Nintendo feature.

Can a Wind Waker save be used in Twilight Princess?
No. The Legend of Zelda: The Wind Waker and The Legend of Zelda: Twilight Princess do not use interchangeable save data. A save contains game-specific story flags, quest-log structure, item identifiers, map state and completion data; the other game has no way to interpret those records.
This remains true across release variants. A GameCube Wind Waker card, a Wii or GameCube Twilight Princess card, and either Wii U HD edition are not interchangeable merely because the games share a series, characters or hardware history. Can the original Wind Waker save move to Wind Waker HD?
Nintendo does not document an official import from the original GameCube release into Wind Waker HD. The original manual describes continuing by inserting the memory card containing the game’s save into GameCube Slot A. That instruction applies to the original GameCube software and does not establish compatibility with the Wii U remake.
What the official transfer tools do not do
Nintendo’s Wii-to-Wii U transfer utility excludes “Nintendo GameCube Game Disc save data” from the content it moves. Because the original Wind Waker save is GameCube disc data, the utility cannot extract it and create a Wii U Wind Waker HD save. The ZeldaWWHDRecomp community project documents a converter that turns a GameCube .gci Wind Waker save into a cking.sav save for its port and for Cemu. Its documentation says the conversion can carry over progress, items, songs, charts and story state, while some information specific to the HD version is not carried over.
This is file conversion for a particular technical environment, not a feature of the Wii U release. Compatibility can depend on the exact game release, region, title identity and source-file format. A converter that accepts one .gci variant should not be assumed to accept every regional or altered save. Make an untouched backup of the memory-card file before attempting any conversion, and keep the original card available so a failed conversion cannot destroy the only copy.
Can a GameCube or Wii Twilight Princess save move to Twilight Princess HD?
No official Nintendo import path is documented for moving an original Twilight Princess save into Twilight Princess HD. The Twilight Princess HD manual explains saving and copying data between quest-log slots inside the HD game. Those instructions describe the HD edition’s own save system; they do not describe reading a GameCube memory card, a Wii save or an original quest log. In the absence of an import procedure, treat an original save and an HD save as separate data sets.
Unlike the documented community Wind Waker converter, no equivalent, broadly supported original-to-HD Twilight Princess converter is established here. A tool found elsewhere might target a particular dump, region or emulator and could require technical knowledge; it should not be presented as a general solution for the retail Wii U game.
Will the Wii-to-Wii U transfer move a GameCube save?

That process can preserve supported Wii U software data within the same platform ecosystem. It cannot read a GameCube memory-card save or an original Wii save and rewrite it as a Wind Waker HD or Twilight Princess HD save. The source and target must already be using supported Wii U data structures.
Why do same-title versions still reject each other’s saves?
A shared title does not mean a shared save format. The original releases and HD remakes can use different storage locations, title identifiers, quest-log layouts, region codes and records for features added or changed in the remake.
- Different platforms: Original Wind Waker stores data on a GameCube memory card, while the HD edition stores data in the Wii U environment.
