You can trade eligible Prime blueprints and Prime weapon components, but not the items made from those blueprints or a completed Prime weapon. Digital Extremes’ Trading FAQ also says the in-game trade interface is the final check for which items you can offer.
What “built parts” means for trading
If you mean a component you have already crafted in the Foundry, you cannot trade it under Digital Extremes’ stated rule. A tradeable blueprint or component does not make the resulting crafted item tradeable. The Foundry handles blueprint construction, while trade eligibility is governed separately by the Trading FAQ.
What you can trade instead
Prime blueprints
Prime blueprints are tradeable, but the items crafted from them are not. If you have already built the item, you cannot offer it in a player trade.
Prime weapon components
Prime weapon parts may be traded as components; complete Prime weapons may not. Keep the item’s state in mind: an eligible component is distinct from a finished weapon.

How to check a specific item
“Built part” can mean a crafted component or a completed weapon, and eligibility depends on the item category. Open the in-game trade interface and check whether the exact item is selectable. Digital Extremes says trading is restricted to items listed there; do not assume that every item follows the Prime-specific rules above.

An older, detailed Digital Extremes support FAQ says trading requires Mastery Rank 2 or higher and TennoGuard 2FA, and describes trading at a Clan Dojo Trading Post or Maroo’s Bazaar. Because those access details come from an older version of the FAQ, verify the current requirements and locations in the game if they differ from what you see.
