Can You Transfer Pirated Games to Steam? What the Non-Steam Shortcut Does

Steam cannot convert a pirated copy into an owned Steam game. A non-Steam entry is only a local shortcut; a Steam purchase or valid Steam key registers supported games.

No. Steam does not provide a way to turn a pirated copy into a Steam-owned game. Its Add a Non-Steam Game feature can place a shortcut to a game already on your computer in the Steam client, but it does not register ownership, provide Steam downloads, or deliver Steam updates. To own a supported game on Steam, buy it there or activate a valid key intended for Steam.

What adding a non-Steam game actually does

Steam Support describes this feature as adding a shortcut. The game remains a local program on your computer; adding it to the client does not import its files or associate a license with your Steam account. Steam also states that the shortcut cannot be used as proof of ownership and will not let you download game updates through Steam. Steam Support explains the feature and its limits.

Legitimate ways to have a game in your Steam library

Add a non-Steam game shortcut No. It is a shortcut, not a license No, not through Steam A game or program already available on your computer that you are entitled to use. Steam’s shortcut instructions describe this option.

These are separate functions in the Steam client: product activation registers an eligible Steam key, while adding a non-Steam game creates a convenient launcher entry. A key for another platform—or one not intended for Steam—does not become a Steam license just because you add a shortcut.

How to add a legitimate local game as a shortcut

  1. Launch Steam.
  2. Open Games and choose Add a Non-Steam Game to My Library.
  3. Select a listed program or browse for the game on your computer.
  4. Choose Add Selected Programs. Steam adds a shortcut to the client.

Steam may change menu placement or wording in client updates. If you do not see the exact menu item, use the client’s Add a Game control and choose its non-Steam-game option. This workflow is for software you have the right to use; it does not make an unauthorized copy legitimate or bypass a game’s authorization.

What this means on Steam Deck

Steam’s Deck and Machine desktop FAQ describes adding an installed desktop application through the Steam client’s non-Steam-game control. The entry then appears in the interface’s non-Steam tab. As on a computer, this is only a shortcut—not a transfer of a game license or a way to bypass authorization.

Steam’s stated account-policy warning

Steam Support lists “Piracy or Hacking” among reasons an account may be restricted for violating the Steam Subscriber Agreement or Community Guidelines. Its examples include using an unauthorized (“hacked”) Steam client and trying to register fake CD keys or keys published on the internet. See Steam’s account restriction guidance. That policy statement does not say that simply adding any local shortcut automatically triggers a restriction.
