You can’t use player-made Custom Content (CC) or Mods in The Sims 4 on PlayStation or Xbox. EA says Mods are available only on PC and Mac, so a missing setting, download, or console fault is not the cause: there is no supported console installation path.
Why Sims 4 CC and Mods do not work on console
EA explicitly states that Mods cannot be downloaded on PlayStation or Xbox. Its console guide also says console versions do not support custom content or Mods. This applies to both PlayStation and Xbox editions, including PS5: reinstalling the game or changing console storage will not add a feature the platform does not support.

EA uses “Mods” broadly for player-made content. CC typically means additions such as custom hair, clothing, or furniture; other Mods can change game functionality or add features. Neither kind is supported on console. See EA’s Mods installation guide and console edition guide.
What you can do instead
Stay on PlayStation or Xbox
Use the content and features supported by the console version. If you want additional creator-made content, EA’s official Marketplace is a separate option: console players make purchases in-game. Marketplace items are official digital content, not player-made CC or Mods, and browsing the Marketplace on the web does not let you buy or download content for a console game. Play on PC or Mac for Mods
EA supports Mods on PC and Mac. Its installation instructions use a Mods folder, the Custom Content and Mods options in Game Options, and a game restart; those steps are for computer versions and do not apply to console. Moving files with a USB drive or looking for a console equivalent setting will not enable Mods.
Changing platforms is not an automatic way to carry over a console save: EA says PC/Mac progress is not shared across platforms. Check the console edition information before deciding whether a separate computer version suits you.

When this is a different kind of Mods problem
If you already play on PC or Mac and Mods stopped working after a game update, that is different from the console limitation. EA disables Mods after updates because an older Mod may cause problems; check with the Mod’s creator to see whether it is compatible. EA also advises using trusted creators and sources: it does not pre-screen, endorse, or support individual Mods or CC. See EA’s Mods and game updates guidance.
