In the US, a retailer may cancel a video game pre-order because of stock or allocation problems, a changed release date, a payment authorization failure, or an unavailable or incorrect listing. What you can ask for next depends on the transaction: a shipped physical game, an online pickup order, an in-store deposit, and a digital storefront pre-purchase do not all follow the same rules. For covered shipped merchandise that the seller cannot send as promised, federal rules generally require a delay choice or cancellation and a prompt refund—not simply store credit. Here is how to identify which situation you are in and what to do.
This is US consumer guidance current to October 30, 2026. Retailer terms and state law can differ, and the federal shipment rule does not turn every digital pre-purchase or in-store reservation into a shipped-goods order.

The cancellation notice may point to a supply, release, payment, or listing issue. Ask the retailer which reason applies to your specific order; a delay notice alone does not prove the reservation has been canceled.
- Supply or allocation: A retailer may have more orders than the manufacturer can supply. GameStop identifies high demand and limited manufacturer supply as possible reasons for a delay.
- A changed release date: A publisher or manufacturer can move the release date. GameStop describes release-date changes as a possible cause of delay, not automatic proof of cancellation.
- Payment authorization: The final payment attempt may fail even if the order was initially accepted. GameStop says an unresolved payment issue can lead to automatic cancellation after its stated attempts. PlayStation Direct says a failed credit authorization can cancel a reservation, and that a canceled reservation cannot be reinstated.
- An unavailable or incorrect offer: Best Buy’s terms say it may cancel an order or contact the customer about it for reasons including unavailable items, misstated offers, and pricing errors.
Retailer explanations describe possible causes, not a finding about why a particular order disappeared. Check the cancellation message and order status, then ask customer support to identify the order-specific reason and whether the item was delayed or canceled.

Was the money actually taken, or is the card showing a temporary hold?
A pending authorization is not necessarily a completed charge. Check the transaction status with your card issuer before treating the amount as settled or assuming a refund is overdue.
For example, Best Buy says it may reauthorize a pre-order. PlayStation Direct describes a temporary hold followed by a charge near shipment. A pending amount can therefore appear and later change without representing a final payment. The timing depends on the retailer and payment method; do not infer from a pending line alone that the seller has kept money for a canceled order. If the transaction posts, retain the statement showing the posted charge and compare it with any later refund.
What rights apply when a retailer does not ship a physical game?
The Federal Trade Commission’s Mail, Internet, or Telephone Order Merchandise Rule covers qualifying orders for merchandise to be shipped. The seller must have a reasonable basis for the shipping time it states. If it states no shipping time, the general default is 30 days from a properly completed order; that default does not automatically replace an expressly stated later shipping date, such as one tied to a future release. See the FTC’s business guide to the merchandise rule.
The clock is not necessarily postponed until a payment charge posts. For this rule, a properly completed order includes the information the seller needs to ship and an accepted payment method or authorization. The practical comparison is between the seller’s promised shipping time and the time it can actually ship—not simply the game release date viewed in isolation.

If the seller expects a delay
When a seller cannot ship on time, the rule generally requires it to notify you of the delay and give you a choice: agree to the delay or cancel for a prompt refund. Silence is not always consent. Under limited conditions, a first notice proposing a definite delay of no more than 30 days may treat no response as consent; a later delay has different requirements. Read the notice carefully and respond if you do not want to wait.
If the seller cannot ship at all
If the seller determines it cannot ship the order, it must cancel and promptly refund the payment rather than leave the order open indefinitely. Most refunds required by the rule must be made within seven working days; a distinct one-billing-cycle period applies when the seller is the creditor. The FTC guide explains the rule’s notice and refund requirements, including the creditor exception. A rule-required refund for undelivered covered merchandise cannot simply be replaced with store credit.

How are pickup reservations and in-store deposits different?
A pickup reservation or deposit is not automatically the same transaction as an online order for delivery. The payment timing and remedy can depend on whether the item was made available, whether you collected it, and the retailer’s specific terms.

GameStop’s terms illustrate the distinction:
- In-store reservation: GameStop says these reservations take deposits and may be canceled before or up to 30 days after release under its stated terms.
- Online pickup reservation: GameStop says these are charged in full at checkout. If it cannot make the order available by the scheduled date, its terms describe a delay notice and an option for a full refund.
- Available but uncollected pickup: A separate term says that after 30 days, an item that was made available but was not picked up or canceled may be converted to a digital gift card.
That last term concerns an item that became available and went uncollected; it is not a general rule for every canceled pre-order or an undelivered shipped order. Review the applicable GameStop terms and order details before deciding which remedy applies.
What if the pre-order was made through a digital storefront?
Digital pre-purchases have storefront-specific cancellation policies. Do not apply the FTC’s shipping deadline for merchandise to a download, or assume that a boxed-game retailer’s rules control a digital purchase.

For US PlayStation Store purchases, the cancellation window depends on when you paid and whether download or streaming of the main product has begun. The PlayStation Store cancellation policy says an eligible pre-order paid more than 14 days before release can be canceled before release if the main content has not begun downloading or streaming. If paid within 14 days of release, it can generally be canceled up to 14 days after payment under the same no-download-or-streaming condition. Faulty-content rights and local-law rights may differ.
Steam
Steam says a pre-purchased game that is not yet playable can be refunded any time before release. After release, its standard framework is generally 14 days from purchase and less than two hours of playtime, with qualifications for advance or early-access playtime. Check Steam’s current policy and the status of the particular title; the pre-release rule is not a general refund promise for every digital purchase after it becomes playable.

What should you do after a cancellation or delay?
Start by pinning down the transaction type and payment status. Then preserve the records that show what the seller promised and what happened.
- Classify the order. Identify whether it was a shipped physical game, an online pickup reservation, an in-store deposit, or a digital storefront pre-purchase. Note the seller, the promised ship or pickup date, and whether the payment is pending or posted.
- Save the evidence. Keep the product listing with its promised date, order confirmation, cancellation or delay notices, card statement, and messages with support. If the listing changes, a saved copy or screenshot can help establish the offer you saw.
- Ask a focused question. Ask whether the order is delayed or canceled, the reason for the decision, whether the seller will still fulfill it, and what refund method and timing apply if it will not. Keep the response with your order records.
- Request the remedy that fits the transaction. For qualifying shipped merchandise the seller cannot deliver as promised, ask for the delay choice or cancellation and refund required by the FTC rule. For a pickup reservation, deposit, or digital purchase, check the terms that govern that specific transaction.
- Follow up on a posted charge that is not reversed. Contact the seller and your payment issuer promptly. Explain that the goods were not received and provide the order and cancellation records. Do not describe every canceled pre-order as fraud; an inventory or release-date problem is not, by itself, evidence of fraud.
When should you contact your card issuer?
If an amount for an undelivered order has posted and the seller has not resolved it, do not let the dispute window pass while waiting for informal support replies. The FTC says a written credit-card billing-error dispute generally must reach the card issuer within 60 days after it sent the first statement containing the error. This is a deadline for that written credit-card dispute process, not a universal deadline for every payment method or every consumer claim.

- Seller and fulfillment date: Check who is actually selling it, whether the item is available, and the promised ship or pickup date. A fresh listing is not proof of stock.
- Price and included content: Compare the actual listing price and whether any stated bonus is included. Do not assume a replacement edition carries the canceled order’s bonus.
- Payment conditions: Review when the seller intends to authorize or charge the payment and its cancellation terms before submitting the replacement order.
A canceled pre-order does not establish a reliable cancellation rate or predict the availability of another edition. Verify the specific listing rather than relying on a general claim about how often retailers cancel.
Which details determine the right remedy?
Before escalating, line up the facts that distinguish one policy from another:
- Was the order for shipment, pickup, an in-store reservation, or digital access?
- What shipment or availability date did the seller actually promise?
- Is the card amount a temporary hold or a posted transaction?
- Did you cancel, did the seller cancel, or did the seller fail to deliver?
- For a shipped order, was there a first delay notice or a subsequent one?
- Does the remedy offered return the original payment, or is it voluntary store credit?
- For a replacement, do the platform, edition, price, and bonus terms match your needs?
Those distinctions matter more than the broad label “pre-order.” Federal guidance, retailer terms, digital storefront policies, and state-law rights do not produce one universal cancellation rule.
Frequently Asked Questions
Can a retailer cancel a game pre-order because it listed the wrong price?
Retailer terms may reserve the ability to cancel an offer with an incorrect price, but that does not settle every dispute about a specific listing. Save the offer and confirmation, and check the retailer’s terms and applicable state law before assuming either that the displayed price must be honored or that cancellation is automatically valid.
Do these refund rules apply if I ordered from outside the United States?
This article addresses US federal guidance and US versions of the cited storefront policies. Consumer protections and retailer terms can differ by country, so check the law and cancellation policy that apply where you bought the game.
What if the canceled pre-order included an exclusive bonus?
The federal merchandise rule described here does not establish a universal right to receive a replacement bonus or compensation for one. Preserve the offer showing the bonus and ask the retailer what remedy it will provide; the answer may depend on the offer terms and applicable state law.
