If Windows says “changer.dll was not found” or “the code execution cannot proceed because changer.dll was not found,” the missing file is usually part of the legacy BrightStor ARCserve Backup application from Computer Associates—not a normal Windows 10 or Windows 11 system file. The safest fix is to identify which shortcut, service, scheduled task, or startup entry is calling it, then repair or reinstall that exact ARCserve installation from a trusted vendor package. If you no longer use the backup program, uninstall it and remove its stale launch entries. Use Microsoft’s DISM and SFC tools only when there are signs that Windows components themselves are damaged.
What is changer.dll, and why does Windows report it as missing?
changer.dll is an application module associated with BrightStor ARCserve Backup, an older backup product from Computer Associates. Those references identify it as an ARCserve component, not a DLL that normally belongs in C:WindowsSystem32 or C:WindowsSysWOW64.

A Dell-hosted Computer Associates ARCServe 2000 device-support patch records an updated changer.dll dated December 16, 2002, with a size of 159,744 bytes. That historical entry can help confirm the file’s lineage, but it is not a recommendation to copy a 2002 binary onto a current Windows installation. An old file may be the wrong version, architecture, or security build for the ARCserve release that is installed.
The message appears when a program attempts to load the DLL and Windows cannot find a usable copy in the application directory or another permitted DLL-search location. A missing file, a partial uninstall, a damaged installation, an obsolete shortcut, or a compatibility problem can all produce similar wording.

Is changer.dll a Windows 11 or Windows 10 system file?
No. The available documentation ties it to BrightStor ARCserve Backup rather than to the normal Windows file set. Treating it as a Windows system DLL can send you toward unsafe fixes, such as downloading an unrelated copy or placing it in a protected system folder.

Find the caller before changing files. The caller may be an ARCserve executable, a Windows service, a scheduled backup task, a startup entry, or an old shortcut left behind after the software was removed.
- Capture the complete message. Write down the executable name shown in the dialog, the time it appears, and whether it happens at sign-in, when opening a backup console, or while a job runs.
- Inspect the launch point. Right-click the shortcut and choose Properties to see its target. For a startup message, open Task Manager with
Ctrl+Shift+Esc, select Startup apps, and note entries referring to BrightStor, ARCserve, or Computer Associates. - Check installed programs. Press
Win+R, enterappwiz.cpl, and look for BrightStor ARCserve, ARCserve Backup, or Computer Associates entries. In Windows 11 or 10, you can also open Settings > Apps > Installed apps (called Apps & features on some Windows 10 builds). - Look for the expected folder. In File Explorer, check whether an ARCserve directory exists under

Use the original installer’s repair option
Locate the installer media or package used for the installed ARCserve release. If it offers Repair, run it with an account that has administrator rights and allow it to restore missing components. Keep the installation path consistent with the existing configuration so scheduled jobs and agent registrations continue to point to the right files.

If repair is unavailable or fails, record your backup-job settings and uninstall/reinstall the same release using a vendor-provided package. Do not assume that a very old ARCserve build will work on every current Windows 10 or Windows 11 edition. Check the release’s compatibility documentation or the vendor’s support channel for your Windows build before placing production jobs back into service.
Protect backup continuity
Before removing or replacing an installation, verify where backup catalogs, job definitions, device configurations, and recovery media are stored. If the computer is still responsible for scheduled backups, pause jobs in a controlled maintenance window and confirm that another system can perform the required backups. A DLL repair that leaves the backup database or device definitions inaccessible is not a successful recovery.
Retest the original operation
After repair or reinstall, start the same console, service, or scheduled task that produced the message. - Confirm that the machine is not the only location for required backups or catalogs. Export or document anything that must be retained before uninstalling.
- Open
appwiz.cplor Settings > Apps > Installed apps, select the BrightStor/ARCserve entry, and choose Uninstall. Follow the product’s removal prompts. - Restart Windows if the uninstaller requests it. Do not manually delete shared folders while services are still running.
- Return to Task Manager’s Startup apps, Task Scheduler, and
services.msc. Disable or remove only entries that clearly belong to the uninstalled ARCserve release and are no longer needed. - Delete obsolete desktop or Start-menu shortcuts after confirming their targets no longer serve a purpose.
- Sign in again and verify that the changer.dll dialog no longer appears. If it does, identify the remaining caller; another old script or task may still reference the removed program.
If you are migrating to another backup product, complete at least one verified backup and a test restore with the replacement before decommissioning ARCserve. The DLL error itself does not tell you whether historical backup sets remain recoverable.
Can DISM and SFC fix a changer.dll error?
They can repair damaged Windows components, but they do not recreate a missing ARCserve installation. Use them when Windows is showing other symptoms—such as multiple built-in tools failing, corrupted system files, servicing errors, or unexplained component damage—in addition to the changer.dll message.

Run DISM first
- Save open work.
- Open the Start menu, type Command Prompt, right-click it, and choose Run as administrator. Approve the User Account Control prompt.
- Enter the following command and wait for it to reach completion, even if the percentage appears to pause:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Run System File Checker second
In the same elevated Command Prompt, run:
sfc /scannowAllow the scan to finish. If it reports that it repaired files, restart Windows and test the original caller again. If it reports that no integrity violations were found, the problem is more likely confined to the ARCserve installation or its launch configuration. Neither command should be expected to download or restore a vendor-specific changer.dll.

Restarting and applying pending updates closes out common stale-state problems, but it does not establish that an unsupported legacy application is compatible with a modern build.

- Restart Windows. This reloads services and clears a process that may still hold an old module path.
- Install pending Windows updates. Use Settings > Windows Update and restart again if requested. Keep in mind that updating Windows can change compatibility for very old backup software.
- Retest the exact trigger. Open the same shortcut or run the same scheduled operation that originally failed.
- Check application logs. In Event Viewer, open Windows Logs > Application and inspect entries at the failure time. Record the faulting executable, module name, exception code, and installation path.
- Confirm architecture and version. A 32-bit ARCserve component may not load into a 64-bit process, and a DLL from another release may export different functions. Use the vendor’s compatibility information rather than guessing.
Should I repair ARCserve or uninstall it?
The right path depends on whether the backup software is still required and whether a supported installer is available. Use this decision table before making changes.

Do not choose uninstall simply because it is quicker if the machine still contains the only usable copy of a backup catalog. Conversely, do not keep an obsolete service enabled just to silence a dialog when the software has no operational role.

Windows’ DLL search behavior and application dependencies mean that presence alone is not enough. The requesting executable may be looking in a different directory, may require a different bitness, or may reject a file with an incompatible version or signature.

The file is in the wrong directory
Place vendor-supplied files only through the installer or documented repair process. A copy in a system directory can be ignored by the application and can also create conflicts with protected Windows files.
The DLL version does not match
The 159,744-byte figure from the 2002 ARCServe patch is historical identification, not a target size for Windows 10 or Windows 11. Matching the filename or byte count does not prove that exports, dependencies, signing, or architecture are correct.

The caller is not ARCserve
Use the executable path shown by the shortcut, service, task, or Event Viewer entry. If another application requests changer.dll, repair or remove that application instead of changing ARCserve files.
The installation is fundamentally unsupported
Some BrightStor releases predate current Windows servicing and driver models. If the vendor cannot confirm support for your Windows build, plan a supported migration rather than repeatedly replacing individual files.
When should I escalate the problem?
Escalate after you have identified the caller, attempted a trusted repair or clean uninstall, run DISM and SFC when Windows corruption was plausible, and restarted. Give support enough detail to distinguish an application problem from a Windows loader problem.
- The full error text, including the executable named in the dialog.
- The executable and ARCserve installation paths.
- Your Windows edition, version, and build number.
- The BrightStor/ARCserve release and whether it was upgraded or partially removed.
- Event Viewer’s application-error details at the time of failure.
- Whether DISM and SFC completed and what each reported.
- Whether the error occurs at startup, during a backup job, or only when opening a console.
Microsoft documents DLL search behavior and protected-file handling, so support may determine that the file is being found in the wrong location or that its architecture/version is incompatible. Avoid deleting additional files while an investigation is in progress.
