On Windows, the community-reported way to enable Civilization VII’s debug panel is to edit AppOptions.txt and set EnableDebugPanels 1. A separate Steam user reports a launch option, -EnableDebugMenu 1; it is a distinct, unverified alternative, not the same setting.
Enable the debug panel by editing the Windows configuration file
A CivFanatics forum post dated February 6, 2025 describes this method. It is a community instruction, not an officially documented support procedure.

;EnableDebugPanels -1. Remove the leading semicolon and change the line toEnableDebugPanels 1. -
Save the file, start or return to the game, and press the tilde key (
~) to try to open the panel.
The reported file path and setting come from the CivFanatics “How to enable the in-game console” discussion. The available instructions do not establish that the setting works in every current build or PC distribution.

Close Properties, launch the game, and try the tilde key (
~).
This option is reported in the Steam Community discussion “How to zoom further out?”. Keep its name distinct from the AppOptions setting: the sources describe two different methods and do not confirm that they are interchangeable.

If the tilde key does not open the panel
The community reports identify tilde as the key to try, but a Steam user notes that its physical location varies across keyboard layouts. Check the key that produces ~ on your layout; the sources do not specify a universal substitute key.

What is confirmed—and what is not
Both procedures are player-reported. The official Civilization VII news and updates hub provides official game information, but the official pages surfaced for this topic do not document either console-enabling method. Updates may change how the settings behave.
The available sources also do not establish whether enabling the panel affects achievements. Do not assume that achievements are disabled—or unaffected—on the basis of these instructions alone. A SteamDB configuration record updated October 7, 2026, is metadata and does not verify either method.
