“Mostly Negative” describes a period in Civilization VII’s reception, not its current Steam rating. Windows Central reported that Steam’s recent reviews had reached Mostly Negative on June 3, 2025. When checked on October 8, 2026, Steam showed Mixed ratings for both English-language reviews overall and recent reviews.
What Steam’s ratings show now—and what they showed in 2025
Steam’s live review labels change as players submit reviews, so a rating needs a date and a review window to mean much. On October 8, 2026, Steam listed 51% positive from 29,770 English-language reviews overall, labeled Mixed. Its recent English-language reviews were also Mixed: 57% positive from 859 reviews in the preceding 30 days. These are storefront snapshots, not fixed scores; check the Steam listing for the current figures.
The “Mostly Negative” label belongs to an earlier, narrower window. Windows Central reported on June 3, 2025, that Steam’s recent reviews had fallen to Mostly Negative, based on more than 1,300 submissions, while the overall rating remained Mixed across more than 32,000 reviews. The report said the rating had not improved after the latest update at that time. That dated report is not evidence of Steam’s present rating.
The available figures do not establish a comparable launch-week review score. Nor should the June 2025 recent-review result be compared directly with the October 2026 overall percentage: they cover different review windows and dates.

What players objected to
Contemporary reporting and player comments pointed to dissatisfaction with the interface and with how the game handled transitions between Ages. A Steam Community discussion also includes complaints about missing features and information that some players expected from earlier Civilization games. Those comments illustrate individual reactions; one discussion is not a representative poll of the player base.
Calling the game an “unfinished mess” is likewise a player characterization, not an objective finding. The review ratings show that reception was divided, and the later Mixed scores do not erase the earlier period of negative recent reviews or establish that every concern was resolved.

How Firaxis responded and what changed
Early stability fixes
In a February 7, 2025 support note, Firaxis said it was reading and collecting player feedback. The small patch it described targeted immediate Advanced Access issues, including general stability improvements and fixes for crashes in some regions. Those fixes addressed stability; they do not, by themselves, show that complaints about the interface or game design were settled. See the February 7 patch notes.
The Test of Time update
Firaxis released the free Test of Time update on May 20, 2026. PC Gamer described it as an expansion-sized overhaul. Among its reported changes, players could continue as the same civilization across Age transitions, and victory conditions were revised. PC Gamer reported mixed early reactions and continuing interface criticism. The update materially changed parts of the game, but it did not eliminate disagreement about its design or presentation. Take-Two’s CEO acknowledged a balance problem
In an interview reported by GamesRadar, Take-Two CEO Strauss Zelnick said: “And we got it wrong with Civ VII, but it wasn’t for want of trying. And again, I take responsibility for it.” GamesRadar also reported his description of the consumer perspective as a “bridge too far.” This was an executive’s assessment of the game’s reception, not a statement by Firaxis developers. - If your concern is whether the game was criticized, the June 2025 Mostly Negative recent-review period is a real, dated part of its reception.
- If you want a current Steam snapshot, use the live rating and its review window rather than carrying forward a 2025 label.
- If Age transitions or victory conditions are your main concern, account for the May 2026 Test of Time changes when assessing the game; those changes did not resolve every player’s interface criticism.
- If you are weighing comments about missing features, treat individual community posts as examples of player expectations, not a measure of how common each complaint is.
Steam lists Civilization VII as a Firaxis Games strategy game released February 10, 2025, with single-player and multiplayer features. It says online interactions require a 2K account, while offline play does not. See the Steam product page for its current platform details. Take-Two’s launch announcement documented several editions and launch-era offers, but those 2025 details do not establish what editions or prices are currently available.
