crlctl91.dll is a CorelDRAW(R) application file, not a Windows system DLL. If Windows says crlctl91.dll is missing, was not found, or could not be loaded, repair the affected CorelDRAW installation before attempting system-wide fixes.

Before changing files, establish exactly what is failing:

This file is not:
- A Windows component
- Microsoft’s
Comctl32.dll - A Visual C++ Redistributable file
- A DirectX file
- A .NET Framework file
- A general-purpose runtime that Windows Update installs
Microsoft’s common-controls documentation identifies Comctl32.dll as the Windows common-controls library. That is separate from Corel’s application-private crlctl91.dll.
The most common reason for the error is an incomplete or damaged CorelDRAW installation. Missing files can result from an interrupted setup, manual deletion, cleanup software, migration by copying a program folder, or antivirus quarantine.
Why Barcode.exe may appear in the error
Some reports mention Barcode.exe alongside CRLCTL91.dll. Barcode.exe is associated with a CorelDRAW-related utility, so it may be the first executable that tries to load the missing library.

Fix 1: Repair CorelDRAW from Control Panel
This is the safest and most likely solution because Corel’s repair process can restore missing or damaged program files while preserving the existing installation.
- Close CorelDRAW,
Barcode.exe, and other running applications. - Press Windows key + R.
- Type:
text
appwiz.cpl
- Press Enter.
- In Programs and Features, find the installed CorelDRAW Graphics Suite entry.
- Select it and choose Change, Modify, or double-click the entry.
- In the Corel installer, select Repair.
- Follow the setup instructions.
- Restart Windows after the repair completes.
- Launch the same program that previously displayed the error.
The exact button labels can vary between CorelDRAW releases and Windows versions. The important choice is Repair, not a generic Windows repair option.
How to tell whether repair worked
Repair succeeded if:
- CorelDRAW starts without the
crlctl91.dllmessage. Barcode.exeopens normally if it was the trigger.- The file reappears in CorelDRAW’s private installation directory.
- The error does not return after restarting Windows.
If Repair is unavailable, the installed copy may be incomplete, the original installer may be missing, or the release may not support maintenance through Control Panel. Continue with the reinstall steps below.

If repair does not restore the file, reinstall the same CorelDRAW generation that originally installed it.
- Open Control Panel.
- Select Uninstall a program.
- Select the affected CorelDRAW entry.
- Choose Uninstall.
- Restart Windows when prompted.
- Run the original Corel installer, legitimate Corel installation media, or an official Corel-provided download for that release.
- Install CorelDRAW using an account with administrator rights.
- Restart Windows.
- Test CorelDRAW and any related utility again.
Do not install a different CorelDRAW generation merely because it uses a similarly named DLL. A DLL from another release may have different exports, dependencies, or expected file locations.
If the original disc or installer is unavailable, contact Corel support or obtain legitimate replacement media. Do not replace the missing file with a copy from an unrelated archive.

Avoid copying a CorelDRAW folder between computers
Copying only the program directory can omit:
- Private DLLs
- Registry entries
- Supporting utilities
- Licensing data
- Setup configuration
- Required shared components
A proper installer or repair operation is more reliable than copying an executable and its surrounding files from another computer.

Fix 3: Check Windows Security Protection history
If crlctl91.dll existed and disappeared after a security scan, Windows Security may have quarantined it.
- Open the Start menu.
- Type Windows Security.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Look for an entry that references the CorelDRAW installation or the missing file.

Only restore a quarantined file after confirming all of the following:
- It belongs to the trusted CorelDRAW installation.
- The installation came from legitimate Corel media.
- The detection appears to be a false positive.
- The file path matches the affected Corel installation.
If you cannot verify those points, do not restore the file. Repair or reinstall CorelDRAW instead, then update your security definitions and scan the repaired installation.

If antivirus immediately removes the file again after repair, stop repeatedly restoring it. Run a full security scan and contact Corel support or your security vendor for guidance.
Fix 4: Confirm the application and DLL architecture
Legacy CorelDRAW software is commonly encountered as 32-bit software, including on 64-bit versions of Windows. A 32-bit application needs its compatible application files; installing an unrelated 64-bit DLL is not a valid repair.
To check whether Windows itself is 64-bit:
- Open Settings.
- Select System.
- Select About.
- Check System type.
To check the application’s behavior:
- Start CorelDRAW.
- Press Ctrl + Shift + Esc to open Task Manager.
- Select the Details tab.
- Look for the CorelDRAW process.
- On some 64-bit Windows versions, 32-bit processes may display an architecture indicator such as (32 bit).
The Windows architecture does not tell you that a particular replacement DLL is safe. Restore the file through the installer that owns the application.
Fix 5: Check whether the error changed after repair
The wording of the error helps identify the failure type.
“crlctl91.dll was not found”
The file is absent from the location where the application expects it, or the installation path is wrong. Repair or reinstall CorelDRAW.

“The file crlctl91.dll is missing or corrupted”
The file may be absent, damaged, or replaced with a mismatched copy. Repair the exact CorelDRAW release instead of downloading another copy.
“Could not load crlctl91.dll”
The file may exist but have a missing dependency, incorrect path, incompatible architecture, or damaged contents. Check the application installation and reinstall the owning CorelDRAW release.

This usually points to a damaged or incompatible binary rather than a simple missing-file condition. Reinstall the exact CorelDRAW release and check whether antivirus is interfering.
Do not put the file in System32 or SysWOW64
Do not manually place crlctl91.dll in:
C:WindowsSystem32
or:
C:WindowsSysWOW64
Those folders contain Windows system components. An application-private Corel library normally belongs beside the relevant Corel executable or inside the private CorelDRAW installation directory.
The correct location is determined by Corel’s installer, not by the DLL filename. Placing a copy in a system folder can:
- Leave the actual Corel installation incomplete
- Cause Windows to load the wrong copy
- Create conflicts between CorelDRAW releases
- Make future troubleshooting harder
- Expose other programs to an unverified binary
Do not use regsvr32 as a general DLL fix
regsvr32 is intended for DLLs that provide registration functions such as DllRegisterServer. It is not a general-purpose command for installing or repairing every DLL.

Fix 6: Repair Windows components only if Windows itself is damaged
crlctl91.dll belongs to CorelDRAW, so Windows repair commands are not the primary replacement method. They become relevant if several unrelated applications are failing, Windows Update is damaged, installers cannot run, or Windows system files appear corrupted.

- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
bat
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Restart Windows.
Run System File Checker
After restarting:
- Open Command Prompt as administrator again.
- Run:
bat
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Retry the CorelDRAW repair.
Microsoft’s DISM and SFC guidance explains the sequence. SFC checks protected Windows system files; it should not be described as a guaranteed way to restore a Corel-owned DLL. Microsoft also documents the scope of System File Checker.
If DISM and SFC report repairs but CorelDRAW still shows the same error, return to the CorelDRAW installer. The application repair or reinstall remains the definitive fix for this file.
Running these commands manually can make it difficult to tell which system component changed, especially if you repeat them without a clear result. Fix 7: Update CorelDRAW and investigate drivers only when relevant
After repairing or reinstalling CorelDRAW, apply updates intended for that exact release through Corel’s official support and update channels. Do not use an unrelated application update or a different CorelDRAW generation to replace the file.
A display or printer driver normally does not provide crlctl91.dll, so updating drivers is not a direct DLL repair. It becomes relevant if CorelDRAW crashes after the file is restored, graphics features fail, or Device Manager reports a device problem.
To check drivers:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters, Printers, or another relevant category.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Do not uninstall a working device driver solely because crlctl91.dll is missing.

- Malware or unwanted code
- The wrong CorelDRAW version
- The wrong architecture
- Missing dependencies
- Altered metadata
- A location that does not match the application’s expected path
A matching filename does not prove provenance. File size, version text, or a catalog listing also does not prove that a binary came from Corel or belongs to your installation.
Use the original Corel installer, legitimate Corel installation media, or Corel’s official support channels. Do not disable antivirus to force an unknown DLL to load.
If reinstalling still does not fix the error
Work through this order:
- Confirm that you repaired or reinstalled the correct CorelDRAW release.
- Check whether the file is being quarantined again.
- Remove manually copied versions from the Corel application directory.
- Restart Windows and test with CorelDRAW’s normal shortcut.
- Check whether the error occurs only with
Barcode.exe. - Run DISM and SFC if other Windows components are also failing.
- Review whether the application was migrated by copying a folder rather than installed normally.
- Contact Corel support if the original installer fails or the release requires legacy compatibility guidance.
System Restore can help only if a restore point predates the deletion and CorelDRAW previously worked. It is not the preferred first-line repair for this file.
On current Windows versions, older CorelDRAW software may also encounter compatibility, installer, licensing, or driver limitations. Keep the original installer and product information, use a supported compatibility setting only when Corel documentation recommends it, and avoid mixing files from newer or older CorelDRAW releases.
