Crusader Kings III: All Under Heaven was revealed on October 8, 2025, with Paradox Interactive announcing a release later that month. It launched on October 28, 2025, so “later this month” in the original headline refers to October 2025—not an upcoming release. The expansion brings China, Japan, and Southeast Asia into the game with distinct political systems and regional mechanics.
What All Under Heaven adds to Crusader Kings III
Paradox described All Under Heaven as the fourth major expansion for Crusader Kings III. Its October 2025 launch announcement says it adds “thousands of new provinces and characters”; that is the publisher’s description, and it does not give a more exact total. The reveal called it the game’s “largest expansion” to date, also a publisher characterization rather than an independently measured comparison. Paradox’s reveal and release announcement frame the addition as a way to extend the game’s medieval world into East and Southeast Asia.
The expansion is not just a larger map. Its announced features give China, Japan, and Southeast Asia different routes to power, political structures, and regional activities. Paradox also highlighted the Silk Road, new starting bookmarks, events, traditions, and throne rooms.
How the three regions differ
China: imperial authority and the Dynastic Cycle
China’s systems center on the Hegemony title and Celestial government. Rulers can earn Merit through deeds or Imperial Examinations, while the Dynastic Cycle gives imperial rule a distinct political framework. The Imperial Treasury can be used for Great Projects, disaster response, and statecraft.

Japan: houses, court advancement, and samurai
Japan focuses on competing houses and advancement through the court, with players able to pursue the roles of Shogun or Kampaku. The announced feature set includes samurai armies and the option to lead the Imperial Yamato house.
Southeast Asia: Mandala rule and tributaries
In Southeast Asia, players can rule as a Devaraja under Mandala government. Tributary relationships and Tributary Missions provide regional ways to extend influence and manage ties with neighboring rulers.

Release date, price, and editions
Paradox announced the release for October 28, 2025. At reveal, it listed suggested retail prices of $29.99, £24.99, and €29.99 and said the expansion was included in the Chapter IV expansion pass. Those are historical launch prices, not verified current prices.
The publisher describes All Under Heaven as a standalone expansion and also offers a Celestial Edition bundle containing the Crusader Kings III base game and the expansion. Why Paradox says the expansion reaches East Asia
“We’ve always seen Crusader Kings as the story of the entire medieval world, and you can’t fully tell that story without East Asia,” said game director Alexander Oltner in the October 8, 2025 reveal. That framing helps explain the expansion’s scope: it pairs a wider playable world with regional political systems rather than treating East Asia as a uniform map extension.
