You do not need Phantom Liberty to play the new Cyberpunk 2077 quest. The expansion is a paid Dogtown campaign that normally unlocks after Transmission, while the Update 2.5 quest Clampdown follows its own Wakako Okada requirements. For a first complete playthrough, start Phantom Liberty when it becomes available so its missions, gear and progression systems become part of your continuing campaign. If Clampdown is your immediate priority, play it first without concern: neither piece of content depends on the other.

What does Phantom Liberty add to Cyberpunk 2077?
Phantom Liberty is a substantial paid expansion integrated into the main Cyberpunk 2077 campaign rather than a separate standalone adventure. It gives V access to Dogtown, a walled-off district controlled by militia forces, and builds a new spy thriller around the NUS President, espionage and difficult alliances.

Dogtown is a new district with its own activities
Dogtown is presented as a “city within a city.” Its boundaries, interiors and militia-run atmosphere distinguish it from Night City’s other districts. The area contains its own main missions, side quests and gigs, so the expansion is more than a short sequence attached to an existing map.
The district also changes the texture of exploration. You are dealing with a territory that operates under its own power structure, which gives the expansion a more enclosed and politically charged setting than the open-ended neighborhoods of the base game.

The story is a spy thriller involving the NUS President
V is pulled into a high-stakes operation involving the president of the New United States. The campaign emphasizes espionage, shifting alliances and political intrigue, giving it a different narrative emphasis from the base game’s central conflicts while retaining the same protagonist and setting.
Phantom Liberty also adds a new ending path associated with the main game. That does not mean you must complete the expansion before reaching the base game’s finale; the documented access point is much earlier, after Transmission.

The expansion adds a new skill tree, new weapons and new cyberware. Its release arrived alongside the major Update 2.0 redesign of perks, skill trees, cyberware and related progression systems. That combination makes Phantom Liberty relevant even when you are spending time outside Dogtown: the equipment and character-building options are designed to fit into the wider campaign.

It is a focused quest, not another expansion-sized district
Clampdown supplies new story context and Edgerunners-related rewards, but its scope is narrower than Phantom Liberty’s. Update 2.5 also brings several game-wide additions: dual wielding for pistols and revolvers, cross-platform mod support, City Tours, an expanded Minor Arcana tarot hunt, new clothing sets, a new radio station, quality-of-life improvements and a console field-of-view slider.
Those Update 2.5 features are separate from Phantom Liberty ownership. The quest belongs to the update, whereas Phantom Liberty remains a paid add-on with its own campaign and district.
Do I need Phantom Liberty to play Clampdown?
No. Clampdown has an independent unlock route in the base game, and the documented requirements do not include owning or completing Phantom Liberty. You can reach it on a playthrough that has never entered Dogtown.
The reverse is also true: Clampdown is not required to begin Phantom Liberty. The two pieces of content have separate narrative gates, so playing one does not unlock the other through a hidden dependency.

- Continue the main story. Play through the Pacifica section until Transmission is complete.
- Watch for the expansion contact. Once the relevant story point is reached, Songbird’s contact starts the Phantom Liberty route on an existing character.
- Use the skip-ahead option if starting fresh. The game offers a new-character start that places V at an expansion-ready point with earlier missions completed and progression prepared.
On an existing save, loading a character that has already passed the required story point is enough to access the expansion’s opening. The trigger is tied to story progress, not to completing the final base-game mission.
How do I unlock the new Cyberpunk 2077 quest?
Clampdown becomes available through Wakako Okada after a short sequence of base-game missions and gigs. Follow these steps in order:
- Complete The Heist.
- Complete Love Like Fire.
- Complete Playing for Time.
- Complete any two gigs for Wakako Okada.
- Respond to Wakako’s A Request from King message. That message starts Clampdown.
The requirement is specific to Wakako’s gig chain. Reaching the Phantom Liberty contact or entering Dogtown does not substitute for those steps.
Should I play Phantom Liberty before Clampdown?
For a first full playthrough, starting Phantom Liberty as soon as it unlocks is the smoothest order. The expansion is designed to sit inside the continuing campaign, and beginning it at the Transmission point lets you use its gear, cyberware and progression additions during the remaining base-game content.
This is a sequencing recommendation, not a mandatory rule from the developer. If you already meet Clampdown’s Wakako requirements, you can play that quest first and then enter Phantom Liberty later. You will not lock yourself out of either story by choosing the other one.

Choose Phantom Liberty first when you want one continuous campaign
Start the expansion after Transmission if you are beginning a first run, want the largest amount of new content, or prefer to fold new weapons and character-building options into the rest of V’s journey. Dogtown’s campaign then becomes part of the same ongoing playthrough rather than a separate visit after you have finished everything else.
Choose Clampdown first when the Edgerunners 2 story is your priority
Play Clampdown as soon as Wakako sends the request if your main goal is the new Edgerunners 2 prequel. It is free update content, does not require the expansion, and can be completed before you commit to Dogtown.
Mix the order if you are returning to a late-game save
Returning players do not need to rebuild their route around a single canonical order. Start whichever activity is currently available on your save, then move to the other when its own requirements are satisfied. The content is intentionally independent.
