No—not reliably. In Fallout 4, settlers may climb into an accessible, unoccupied power-armor frame when enemies are nearby, but they can later leave it to sleep or take up a guard post. Treat it as a temporary defense option, not a way to keep a settler armored around the clock.
When will a settler get into power armor?
Settlers may use an unoccupied power-armor frame if enemies are nearby, including during a settlement attack. The frame must be accessible to them; simply owning a suit does not assign it to a particular settler. The Fallout Wiki’s Fallout 4 power-armor entry documents this opportunistic use.
Why do settlers leave the suit?
A settler can abandon power armor when choosing to use a bed or man a guard post. That means a settler who enters a frame during combat may not remain in it once their other behavior takes priority. After combat, you can generally speak to the settler and ask them to exit; merchants may behave differently in dialogue.
Should you leave a core in a frame at your settlement?
It depends on whether you value an extra, opportunistic defender more than keeping the suit parked where you left it.

To protect a parked suit, remove its fusion core after you exit, or store the frame somewhere friendly NPCs cannot reach. A core-equipped frame left in a power-armor station may still be taken during a raid, according to the Fallout Wiki.
Do settlers use up the fusion core or damage the armor?
NPCs and companions do not consume fusion-core charge while using power armor. However, armor pieces worn by NPCs take more damage than pieces worn by the player, so free core use does not mean the suit is risk-free. This distinction is documented in the Fallout Wiki’s power-armor entry.

Can you assign a settler to stay in power armor?
The behavior described above is not a built-in permanent assignment: settlers may enter an available frame when enemies are near, then leave it for other activities. A mod listed in Bethesda Creations offers more direct controls for moving, storing, and assigning settlers to power armor. The mod listing says armored settlers lack ordinary work animations, so this workaround may affect how they perform settlement jobs. It is a mod-specific option, not a guarantee of permanent armor use in the base game.
