XCOM 2’s strategy layer is where you manage soldiers and equipment between missions. Weapon attachments reportedly carry over when you upgrade to a higher weapon tier, but that detail comes from a secondary walkthrough rather than the official manual. A new campaign is a separate question: the official sources reviewed do not say that upgrades transfer into one.
Between missions in the same campaign
XCOM 2’s official manual defines the “strategy layer” as the actions you take between missions. In that layer, the Armory is where you manage soldiers and apply weapon upgrades, while Engineering is where you build items, weapons, armor, and facilities. The publisher’s XCOM 2 product page also describes researching, developing, and upgrading weapons and armor.

That supports continuing to manage and use campaign equipment as you move from one mission to the next. It does not mean every individual upgrade or attachment has a separately documented carryover rule.
When a weapon changes tier
A TrueAchievements equipment walkthrough says installed attachments carry over when you upgrade to a higher weapon tier. It also says attachments stay tied to the weapon rather than becoming removable items you can reuse elsewhere. The official manual reviewed here does not directly confirm this attachment-transfer rule, so treat it as secondary gameplay guidance, not an official guarantee.

If a soldier dies
A soldier killed in combat is permanently removed from the squad. The official manual says you keep the weapons, items, and equipment that soldier carried if you successfully evacuate the body. If you do not recover the body, do not assume the carried gear will be returned.

Continuing a campaign between missions and starting a fresh campaign are different transitions. The official sources reviewed describe campaign management and equipment upgrades, but do not expressly state whether those upgrades transfer into a new campaign. There is therefore no basis here to promise that they do.
