No. Roblox’s Creator Hub lists an 80 Robux upload fee per classic-shirt submission. The separate 10 Robux charge is a publishing advance for a non-limited classic shirt when you publish it for sale—not the upload fee. [Roblox Creator Hub]
What the 80-Robux and 10-Robux charges cover

These charges apply at different stages, so the 10-Robux publishing advance does not replace the 80-Robux upload fee. Roblox’s documentation does not state a publication date for these amounts; check its current fee page before submitting in case the rules have changed.
Check account eligibility before paying
Roblox requires government-ID verification through the creator’s account or a linked parental account to upload an avatar asset to the Marketplace. Uploading and selling classic clothing are also subject to Roblox’s creator requirements. Paying the upload fee alone does not guarantee that an account can upload or sell a shirt. Test the shirt in Studio before uploading
A classic shirt is a 2D image that wraps around an avatar’s torso and arms. Roblox recommends starting with its shirt template, editing it in an image editor, and exporting the result as a PNG or JPG. The template divides the image into regions for the front, back, sides, top and bottom, and limbs; the front and back regions are 128 × 128 pixels, the side regions 64 × 128 pixels, and the top and bottom regions 128 × 64 pixels. You can preview the design without paying a testing fee: apply it to a Shirt object’s ShirtTemplate property in Roblox Studio and inspect it on a rig. Roblox states that Studio testing does not require a fee. [Roblox classic clothing guide]
Upload the classic shirt
- Open Creator Dashboard and go to Avatar Items, then Classics.
- Upload the image and select Shirt as the asset type.
- Enter a name and description, then submit the asset.
The image must meet Roblox’s creator requirements and pass moderation before it can be sold. The upload fee is charged per submission, so test the design first to catch problems before paying to submit it. [Roblox classic clothing guide] [Roblox Marketplace fees and commissions]
