Choose The Lich Wars first for chronological discovery
If your priority is a linear history, begin with the prequel. The 1700–1728 period is the earliest part of the two-game chronology, and The Lich Wars is built to tell that story at full length rather than as a short prologue. The available developer description says no. Because The Lich Wars is stand-alone, its narrative is intended to function without the earlier game. A new player can approach it as the entry point to the setting rather than as supplementary material for an existing audience.

Start with The Lich Wars if you want the earliest chronology and are especially interested in how necromancy and the older generation of characters came to be.
