No: buying a game on Steam does not give you ownership of the game’s software or copyright. Valve’s Steam Subscriber Agreement says its content and services are licensed, not sold. The checkout notice described in October 2024 made that distinction more visible, but it does not mean every game requires a constant internet connection or that Valve can revoke access at will.
What does Steam mean by purchasing a license?
Valve groups downloadable or accessible software, games, updates, and in-game content under the agreement’s term “Content and Services.” It calls the rights to access or use them “Subscriptions.” The agreement states: “The Content and Services are licensed, not sold. Your license confers no title or ownership in the Content and Services.” Steam Subscriber Agreement
In practical terms, a Steam purchase grants rights to use the game under the agreement and any applicable subscription terms. It does not transfer the game’s copyright or unrestricted title to the software. That distinction is about the legal rights granted; it does not, by itself, explain every game’s offline behavior or what happens in every possible account or service dispute.
What was the Steam checkout notice?
A report published October 13, 2024 described a notice below Steam’s checkout button saying that a purchase provides a license to access and use a game, rather than ownership of the game itself. That is a secondary report of the interface wording, not a current independently verified screenshot or an official explanation from Valve. Eurogamer’s October 13, 2024 report

The notice did not create the underlying licensing arrangement: Valve’s agreement already described the content as licensed, not sold. The available sources do not establish why Valve added the notice or whether its wording has since changed.
What rights and restrictions does Valve’s agreement describe?
- Use: Valve grants a non-exclusive license for personal, non-commercial use, except where the agreement or applicable subscription terms expressly permit commercial use.
- Duration: The agreement says the license ends if the agreement or the relevant subscription ends.
- Account and connection: A Steam account is required. The agreement says users may be required to run the Steam client and maintain an internet connection; “may be required” does not mean every game always needs an active connection.
These are the agreement’s general terms. A particular game may also have publisher-specific terms, so check the applicable subscription details and any separate end-user license agreement for that title. The cited terms do not establish that every license is revocable at Valve’s whim.

Is the notice connected to California’s digital-goods law?
California AB 2426 took effect January 1, 2025. A California Assemblymember’s advisory described it as requiring sellers of certain digital goods, including video games, to disclose when a purchaser receives a license to use the media. California Assemblymember’s advisory
The California Department of Finance’s implementation material says AB 2426 adds requirements under the state’s existing False Advertising Law. It describes restrictions on advertising or offering a digital good using terms such as “buy” or “purchase,” or other language reasonably understood to promise unrestricted ownership, unless an exception applies or the seller obtains the specified affirmative acknowledgment. The timeline alone does not show that the law caused Steam’s notice: the reported notice appeared in October 2024, before the law’s January 2025 effective date. The available sources do not establish that AB 2426 required Valve to add the notice or explain Valve’s reason for doing so.
