Yes—Solid Snake is commonly depicted with a mullet-like hairstyle, particularly in later appearances. That is a visual description, not an officially confirmed haircut name: the Konami sources reviewed identify Snake and discuss his hair color, but do not call his hairstyle a mullet.
Why Snake’s hair is described as a mullet
In later depictions, Snake’s hair has the longer-at-the-back silhouette associated with a mullet. A Metal Gear Wiki entry describes him as having a mullet in those appearances (Metal Gear Wiki). That supports the common visual description, but it does not establish an official character-design label.

What Konami’s sources say
Konami’s Metal Gear Solid history page presents Snake as an infiltration specialist and includes character imagery, but does not name his haircut. Its official character profile likewise identifies him as a former FOXHOUND member and infiltration specialist without specifying a hairstyle.
In an official interview, character designer Yoji Shinkawa discusses Snake’s hair color: “Pliskin’s hair is more blonde. Snake’s hair might be blonde naturally.” He also suggests Snake probably dyed it before infiltration. The exchange concerns color, not whether the cut is a mullet (Konami interview with Yoji Shinkawa).

The most accurate answer
Call Snake’s hair “mullet-like” or say he is “commonly depicted with a mullet,” especially in later appearances. Avoid saying Konami officially confirmed that haircut: the official sources cited here do not assign it that name.
