Neither domestic nor offshore manufacturing is automatically cheaper, safer, or better. Offshore production can retain labor, supplier-cluster, scale, and ecosystem advantages. Domestic production can shorten replenishment, improve access to oversight, and reduce exposure to some cross-border and long-distance transport risks. The sound choice is the one with the lower total cost of ownership (TCO) for your product and an acceptable level of quality, resilience, control, and response speed—not necessarily the lower quoted unit price.
Start with the right cost: unit price, landed cost, or TCO?
A supplier quote is only one line in the economics of a manufacturing decision. “Ex works,” FOB, or plant-level pricing may omit freight, duties, insurance, inventory financing, inspection, rework, warranty claims, coordination, and the cost of recovering from a disruption. Landed cost adds the expenses required to get a product to its destination, but it still is not a complete operating or risk assessment.

NIST Manufacturing Extension Partnership defines TCO as “the sum of all visible and hidden costs associated with the acquisition, transportation, storage, finance, transactions, and environmental impacts of every activity of the supply chain.” Its February 2025 reshoring guide specifically calls out labor, shipping, currency fluctuations, quality control, intellectual-property protection, supply-chain complexity and visibility, and environmental and social responsibility. Read the NIST MEP reshoring guide.
For a game console, controller, PC component, arcade cabinet, or other electronics product, compare the same specification, annual volume, quality target, destination market, shipping assumptions, and inventory policy on both sides. A domestic quote that looks expensive at the factory gate may be competitive after shorter replenishment and lower disruption exposure. An offshore quote that looks inexpensive may remain the better option when a supplier cluster, tooling base, or production scale is difficult to replicate.

What belongs in a domestic-versus-offshore TCO model?
Build a model that shows each assumption and separates recurring costs from one-time transition costs. Manufacturing.gov includes quality-related costs, direct and indirect labor, equipment repair and maintenance, support, overhead, and other costs directly associated with operations in its manufacturing-cost definition. Its reference is useful for structuring the model, not for supplying a universal break-even price. Manufacturing.gov’s manufacturing-cost definition and NIST’s Manufacturing Cost Guide: A Primer provide U.S.-specific cost-estimation context.
| Cost block | Domestic questions | Offshore questions |
|---|---|---|
| Quoted production | What wages, productivity, yield, overhead, tooling, setup, and minimum-order quantities are included? | Is the quote based on the same specification, Incoterm, volume, yield, and tooling ownership? |
| Logistics | What are truck, rail, or air costs, insurance, handling, and expedited-shipment rates? | What are ocean or air freight, port fees, brokerage, customs, duties, insurance, and route reliability? |
| Inventory and finance | How much safety stock is needed, and how quickly can a replenishment order arrive? | How many weeks of pipeline and buffer inventory are needed; what working capital and obsolescence risk follow? |
| Quality | What will incoming inspection, scrap, rework, returns, warranty service, and field failure cost? | Who pays for inspection, sorting, corrective action, travel, and replacement shipments when defects cross borders? |
| Management and compliance | What supplier-management, audit, certification, labor, environmental, and regulatory work is required? | What translation, time-zone coverage, travel, customs documentation, export controls, and local compliance are required? |
| Risk and disruption | What is the expected cost of a local outage, labor shortage, utility failure, or single-site dependency? | What is the expected cost of port closure, geopolitical shock, tariff change, currency movement, or a long recovery cycle? |
| Transition | Include facility, equipment, hiring, training, qualification, duplicate tooling, and ramp costs. | Include relocation, requalification, stranded tooling, contract exit, and temporary dual production. |
| External requirements | Quantify product-level emissions, energy mix, local-content rules, and customer claims only where substantiated. | Quantify transport mode, energy mix, reporting obligations, and any market-access requirement. |
Use expected-value estimates for uncertain events rather than hiding them in a contingency percentage. For example, model the probability of a disruption, its probable duration, units affected, margin at risk, premium freight, and recovery cost. Show a low, base, and high case; do not present a single forecast as a fact.
Why offshore production can remain attractive
Lower labor or supplier cost is only one advantage
Some offshore locations combine lower labor prices with mature supplier ecosystems, specialized processes, dense component clusters, established tooling, and large production runs. Those advantages can lower conversion cost and improve access to capabilities that a new domestic line would have to build. Productivity and yield matter as much as wage rates: a higher hourly wage can be offset by better automation, uptime, or first-pass yield, while a low wage can be overwhelmed by scrap and rework.

An incumbent offshore supplier may already own qualified tooling, validated processes, test fixtures, and a trained workforce. Moving production can require duplicate tools, engineering changes, pilot runs, regulatory or customer approval, and months of parallel output. Treat those costs as explicit transition expenses rather than assuming a factory can be swapped like a shipping address.

Global access can diversify a company’s market footprint
Offshore production may place a manufacturer near component makers, ports, contract assemblers, or end markets. It can also provide currency or market access advantages. These benefits depend on the product, route, local rules, and current exchange rate; they should be verified for the specific origin and destination instead of generalized from a country label.
Why domestic production can justify a higher factory price
Shorter feedback and replenishment loops
Proximity can make engineering changes, line audits, sample approval, and corrective action faster. A shorter transport route can reduce pipeline inventory and make a late demand surge easier to serve. The value is greatest for products with volatile demand, frequent revisions, short life cycles, or expensive stockouts—conditions common in consumer electronics and gaming accessories.
More direct oversight and communication
Shared language, time zones, legal familiarity, and practical access to a plant may reduce coordination friction and make process problems visible earlier. They do not guarantee good quality. A domestic supplier can still have weak process control, and an offshore supplier can have excellent capability and quality systems. Measure defect rates, process capability, audit findings, response time, and corrective-action closure.
Potentially lower exposure to some cross-border shocks
Domestic sourcing can remove particular customs steps, tariff exposures, currency transactions, and long-distance transport legs. It does not remove risk: a single domestic plant, region, utility, or sub-tier component can still stop production. A nearby sole source is not the same as a resilient network.

Risk, resilience, and the mistake of equating “local” with “safe”
NIST’s guidance for small manufacturers lists freight, tariffs, time, global politics and economies, natural disasters, supplier relationships, quality control, flexibility, time to market, and intellectual-property concerns among the issues to assess. It also explains that visibility and supplier relationships can help during disruption while noting that building and maintaining those relationships takes time. See NIST’s supply-chain risk guidance.
Resilience is a network property. Map critical components and sub-tier dependencies, identify where two nominally different suppliers share the same upstream source, and estimate recovery time rather than counting supplier names. Consider dual qualification, alternate transport routes, regional inventory, substitute materials, and contractual access to tooling and data. A domestic plant may be the best primary source while a qualified offshore source remains a useful contingency—or the reverse.
The OECD’s 2025 Supply Chain Resilience Review emphasizes agile risk management and diversification. Its June 2, 2025 press release says policies that relocalize supply chains could reduce global trade by over 18% and global real GDP by more than 5%, without consistently improving resilience. The OECD’s statement that “simply re-localising all production within national borders would harm growth and undermine, rather than strengthen, supply chain resilience” is a broad policy and model result, not a forecast for your company or product. Read the OECD press release.

OECD’s 2023 analysis adds that reshaping a value chain may require higher-priced alternatives, transport changes, and sunk investment. Outcomes depend on scale, infrastructure, skills, technology, and product complexity. Standardized products with modest scale requirements are generally easier to diversify than highly customized, capital-intensive, or resource-constrained production. A practical comparison process
- Freeze the comparison basis. Write down product revision, bill of materials, annual and peak volume, quality requirements, destination, Incoterm, currency, analysis date, shipping mode, lead-time assumption, tariff treatment, and inventory policy. Do not compare a domestic finished-good quote with an offshore component-only quote.
- Collect like-for-like supplier data. Request labor content, productivity, yield, overhead, tooling, setup, minimum order, capacity, payment terms, warranty responsibility, lead time, and escalation terms. Ask each supplier to identify exclusions and assumptions.
- Calculate factory, landed, and TCO views separately. Keep quoted production cost visible; add freight, duties, insurance, brokerage, handling, inventory, financing, quality, management, compliance, environmental requirements, and expected disruption costs in separate lines.
- Price the transition. Include equipment, facility work, hiring, training, process validation, samples, customer approval, duplicate tooling, relocation, contract termination, and the period of parallel production. Identify which existing investments become stranded.
- Model uncertainty. Run low, base, and high cases for currency, freight, tariffs, demand, yield, lead time, and disruption duration. Record who supplied each input and its date; volatile figures require refresh before a purchase decision.
- Map resilience. List every critical supplier, sub-tier, transport lane, utility dependency, and recovery option. Score concentration, alternate-source qualification, recovery time, and the cost of a temporary substitute.
- Evaluate operational value. Quantify response speed, engineering access, audit frequency, intellectual-property controls, change-management effort, and the margin or customer-retention value of avoiding a stockout or late launch.
- Make a sourcing choice that can change over time. Options include domestic primary with offshore backup, offshore primary with domestic surge capacity, dual regional sourcing, or a staged migration. Set trigger points for changing the mix when volume, risk, or economics move.
Comparison axes to put on the decision sheet
| Axis | Domestic production may offer | Offshore production may offer | Evidence to verify |
|---|---|---|---|
| Direct production cost | Shorter coordination loop; potentially higher wages or operating cost. | Lower labor or supplier prices in some locations. | Labor content, productivity, yield, overhead, tooling, minimum order, quote basis. |
| Logistics and inventory | Shorter routes and potentially faster replenishment. | Established routes, ports, clusters, or scale. | Freight, duties, insurance, customs, buffer stock, lead time, expediting, damage, working capital. |
| Quality and control | Easier in-person oversight and communication for some firms. | Strong capability where expertise and quality systems are established. | Defect, rework, return, warranty, audit, and process-capability data. |
| Resilience | Less exposure to some long-distance and cross-border disruptions. | Geographic diversification from one domestic source or region. | Concentration, alternate sources, recovery time, critical-input dependencies, routes. |
| Policy and currency | May reduce some cross-border policy or currency exposure. | Access to different markets, ecosystems, and comparative advantages. | Product-specific tariffs, exchange-rate sensitivity, export controls, local rules. |
| IP and visibility | Proximity and legal familiarity may improve oversight. | Experienced suppliers may offer expertise and scale, with added cross-border complexity. | Contracts, tooling and data ownership, security, language, time zones, audit rights. |
| Transition and capacity | Investment may improve proximity and response time. | Existing qualifications, tooling, and scale may be valuable. | Stranded assets, workforce, facilities, utilities, ramp time, available capacity. |
| Sustainability and market access | May reduce some transport distance and support substantiated local claims. | Efficient large-scale production may offset some transport effects. | Product-level emissions, energy mix, transport mode, customer and regulatory requirements. |
What manufacturers actually use to compare options
The Reshoring Initiative’s 2025 survey asks, “On what basis are you comparing offshore vs. domestic options?” Among its respondents, 30% reported using TCO, 37% landed cost, 17% FOB, Ex Works, or plant-level costs, and 17% another basis. These percentages describe that survey’s respondents, not the manufacturing sector as a whole. See the 2025 Reshoring Survey Report.
The result is a useful warning: a majority of respondents were not using a full TCO calculation. If your organization compares only a supplier quote or landed cost, it may be making a different decision than it thinks—especially when quality, inventory, transition, and disruption costs are material.
Common failure modes and how to correct them
Choosing the lowest unit quote
Failure: A low ex-works figure wins while freight, inventory, defects, and working capital remain invisible. Correction: Present factory, landed, and TCO totals side by side, with every excluded item named.
Assuming domestic means defect-free
Failure: Location substitutes for process evidence. Correction: Require capability studies, defect and return history, inspection plans, corrective-action performance, and audit access from every candidate.

Built-in cable management guides wires along the arms, keeping cords out of sight and out of the way. Enjoy a tidy, modern workstation that looks as good as it feels to use.
Counting suppliers instead of dependencies
Failure: Two assemblers share one upstream chip, resin, magnet, or test-equipment source. Correction: Map sub-tiers and qualify genuinely independent alternatives where the risk justifies the expense.
Ignoring the transition window
Failure: A relocation appears profitable only because qualification, duplicate tooling, training, and stranded assets are omitted. Correction: Treat transition as a dated cash-flow project and include parallel production until the new line meets acceptance criteria.
Using stale volatile inputs
Failure: A tariff, freight quote, exchange rate, incentive, or labor assumption is treated as permanent. Correction: Date each input, identify its geography and product classification, and refresh it before contracting.

Turning a policy study into a company forecast
Failure: OECD’s modelled global effects are presented as the expected result for one factory. Correction: Use them to understand system-level tradeoffs, then run a product- and network-specific analysis.
When is domestic manufacturing worth the higher unit cost?
Domestic production can be worth paying for when the added cost buys a measurable outcome: materially shorter replenishment, lower safety stock, faster engineering response, better audit access, reduced exposure to a specific cross-border risk, stronger IP control, or avoided disruption loss. Make that value explicit in dollars, service levels, days of lead time, or probability-weighted risk. If the benefit cannot be measured or connected to a business requirement, a premium is difficult to defend.
Offshore production remains rational when its scale, capability, ecosystem, or existing investment produces a lower TCO and the company can manage concentration and disruption through contracts, visibility, inventory, alternate routes, or a second qualified source. The strongest answer is often a designed portfolio rather than an all-or-nothing move: select the location, capacity split, and backup arrangement that fit the product’s demand pattern and risk tolerance.
The Bottom Line
Compare domestic and offshore manufacturing on a dated, like-for-like TCO model, then test resilience and transition costs. Unit price alone cannot show whether proximity, control, scale, or diversification creates the better business decision.
