The DP-11 Champion of the People is a medium armor set in Helldivers 2. Its body armor has an armor rating of 100, speed of 500, and stamina of 100, with the Democracy Protects passive. You can unlock it on page 10 of the Helldivers Mobilize! Warbond for 100 Medals; its matching helmet is listed separately for 75 Medals.
What the DP-11 armor does
The body armor’s listed passive, Democracy Protects, gives a 50% chance to avoid death from lethal damage and prevents bleeding damage when the chest hemorrhages. The 50% figure is the passive’s listed probability, not an independently measured survival rate. The helmet is a separate item and does not add this passive.

How to unlock the body armor and helmet
Both pieces are listed on page 10 of the Helldivers Mobilize! Warbond, but they have separate Medal costs:
