efsutil.dll is the Microsoft EFS Utility Library, a protected Windows component used by Encrypting File System tools. If efsutil.dll is missing, was not found, or could not be loaded, repair Windows rather than downloading a replacement DLL.
The most reliable first repair is to run DISM, then System File Checker from an administrator Command Prompt:

DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow
Restart Windows after both commands finish. This restores the Windows component store and protected system files in the correct order.

Microsoft documents cipher.exe as the command-line tool for displaying and changing EFS encryption settings. That means an efsutil.dll error may appear when Windows starts an EFS-related utility, opens an encrypted file, or launches a process that depends on the Windows component.
efsutil.dll is not part of Visual C++ Redistributable, DirectX, .NET, or a normal game runtime.
What the error messages mean
You may see messages such as:
efsutil.dll is missingThe program can't start because efsutil.dll is missing from your computerefsutil.dll was not foundCannot find efsutil.dllefsutil.dll could not be loadedC:WindowsSystem32efsutil.dll is either not designed to run on Windows or it contains an error
A missing or not-found message usually means the file was deleted, quarantined, or cannot be found in the expected Windows directory. A “Bad Image” message generally indicates that the file is corrupted, incomplete, incompatible, or has a damaged dependency.

Fix 1: Repair Windows with DISM and SFC
Time needed: 10–30 minutes, plus a restart
This is the correct first step for a missing, corrupted, or incorrectly replaced Windows DLL.
- Save your work.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM reports that the restore operation completed.
- Run:
cmd
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
DISM repairs the component store that Windows uses as a source for system-file repair. SFC then checks protected files and replaces damaged or missing copies. Microsoft documents these procedures in Repair a Windows Image and System File Checker.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Success means the original program or EFS-related operation starts without the efsutil.dll message. If SFC says it found and repaired corrupted files, restart and test again. If it says it could not repair some files, run DISM once more, restart, and repeat SFC.

Outbyte PC Repair can reduce the guesswork when you are repeatedly hunting through repair steps: its free scan identifies reported problems, while repair actions are performed by the full version. It is optional, and DISM plus SFC remain the supported Windows repair path.
Fix 2: Verify the file path and signature
Time needed: 5 minutes
The normal locations are:
%WINDIR%System32efsutil.dll
On supported 64-bit Windows installations, a 32-bit counterpart may also be available here:
%WINDIR%SysWOW64efsutil.dll
Do not assume that SysWOW64 contains 64-bit files. Windows uses System32 for native 64-bit system files and redirects many 32-bit processes to the 32-bit files in SysWOW64. Microsoft explains this behavior in its file-system redirector documentation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteTo check the path:
- Press Windows key + E.
- Select This PC.
- Open your Windows drive, normally
C:. - Open `Windows, then System32**.
- Search for
efsutil.dll. - On 64-bit Windows, also check SysWOW64.
To inspect the signature:
- Right-click the file.
- Select Properties.
- Open the Digital Signatures tab.
- Select the Microsoft signature and choose Details.
- Confirm that Windows reports the signature as valid.
If the only copy is in a Downloads folder, a temporary directory, or an application folder, do not copy it into System32. An unexpected copy may be malware or a DLL-hijacking attempt. Scan the system with Windows Security and investigate which process is loading that file.
Fix 3: Check Microsoft Defender Protection History
Time needed: 5–10 minutes
Antivirus quarantine is a possible reason for a system DLL disappearing.
- Open Start and select Settings.
- Choose Privacy & security.
- Select Windows Security.
- Open Virus & threat protection.
- Select Protection history.
- Look for a detection involving
efsutil.dll. - Expand the entry and inspect its path and detection details.
Only restore or allow the file if the path is a normal Windows directory and its Microsoft digital signature is valid. If the file was found in a user-writable folder or beside an unrelated application, leave it quarantined and run a full scan.
After dealing with the quarantine entry, run DISM and SFC again. Do not download a replacement DLL to compensate for a security detection.
Fix 4: Install pending Windows updates
Time needed: 10–30 minutes
A failed or interrupted servicing operation can leave the component store or protected files inconsistent.

- Return to Windows Update and check again.
- If the
efsutil.dllerror remains, repeat DISM and SFC.
If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching Windows installation as the repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth ^
/Source:\serverc$Windows /LimitAccess
The source must closely match the installed Windows version. Do not use an arbitrary Windows folder from another computer.
Fix 5: Check architecture and dependencies
Time needed: 10–20 minutes
A 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot load a 32-bit DLL. Windows normally handles its own System32 and SysWOW64 redirection, so manually copying one file between those directories is not a proper architecture repair.
Check these clues:
- The error names
System32: Windows is usually trying to load the native system copy. - The error appears only in a 32-bit application: Windows may be using the redirected copy in
SysWOW64. - The error names a third-party folder: the application may be loading an incorrect duplicate.
- The message says “Bad Image” rather than simply “missing”: corruption or an incompatible file is more likely.
Repair the Windows installation with DISM and SFC instead of replacing one architecture with another.
Device drivers are not a normal source of efsutil.dll. If the problem began after a storage or security-driver change, update the driver only through Settings > Windows Update > Advanced options > Optional updates, or through the hardware manufacturer’s official support page. In Device Manager, right-click the relevant device, select Update driver, and follow the prompts.
Outbyte Driver Updater can show which drivers are stale when manually checking many devices is impractical; its free scan identifies issues, while driver installation is handled by the full version. It is optional and does not replace the Windows component repair steps for efsutil.dll.
Fix 6: Use System Restore after a recent change
Time needed: 20–45 minutes
Use System Restore when the error began after a Windows update, driver installation, cleanup utility, or other system change.

- Choose a restore point dated before the error began.
- Select Next, then Finish.

System Restore normally affects system files, drivers, and settings rather than personal documents. Microsoft lists it among the available recovery options in Windows.

Fix 7: Reinstall the current Windows version
Time needed: 30–90 minutes
On Windows 11, Windows Update may offer a repair reinstall that preserves apps, files, and settings where supported.
- Open Settings.
- Select System.
- Choose Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep the computer connected to power.
This is appropriate when DISM and SFC cannot restore the component. See Microsoft’s instructions for reinstalling the current version of Windows.
If that option is unavailable or fails, perform an in-place reinstall using official Windows installation media. Start setup.exe from within Windows and select Keep personal files and apps. Do not boot from the media and choose a clean installation unless you have backed up everything and intend to erase the installation. Microsoft’s installation-media repair guidance covers this process.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Why DLL download sites and regsvr32 are wrong
Random DLL download sites can provide the wrong Windows build, wrong architecture, an unsigned file, or malware. Even a genuine file may not match the component store, so the error can return or become harder to diagnose.
The safe sources are Windows component repair, Windows Update, System Restore, or official Microsoft installation media. Advanced administrators repairing an offline image may extract a matching signed file from matching Microsoft media, but copying a DLL from another PC is not a general repair method.
regsvr32 is also not the correct fix. It is intended for DLLs that provide a COM registration entry point such as DllRegisterServer. Registering a protected EFS library does not restore a missing file, repair the component store, or solve an architecture mismatch.
EFS-specific checks before resetting Windows
If encrypted files are involved, protect the certificates and private keys before using recovery options.

A particular game or third-party application cannot be identified from the filename alone. If the complete error names an application folder rather than Windows, repair or reinstall that application from its official installer after confirming that the file is not a malicious duplicate.
FAQ
Is efsutil.dll safe?
A valid copy in a normal Windows directory with a valid Microsoft signature is a Windows component. A copy in a Downloads folder or an unrelated application directory deserves investigation.
Will reinstalling Visual C++, DirectX, or .NET fix it?
No. efsutil.dll belongs to Windows EFS, not those runtimes.
Does the error mean my encrypted files are gone?
No. The DLL error alone does not prove data loss. Preserve EFS certificates and private keys before resetting Windows.
Should I copy efsutil.dll into System32?
No. Use DISM and SFC, or repair Windows through official recovery media.
What if SFC still reports corruption?
Run DISM first, rerun SFC, inspect %WINDIR%LogsCBSCBS.log, and use a matching repair source if necessary. If Windows remains damaged, use the Windows Update reinstall or an in-place repair installation.
