The agreement is intended to expand alternative Android app stores and payment systems, lower and restructure Google Play fees, and bring Fortnite back to Google Play worldwide. But “worldwide” does not mean that identical rules took effect everywhere at once: U.S. implementation involved a proposed revised injunction, while other countries have their own approvals, policies, and rollout dates.
The short version
- Epic and Google said they had resolved their disputes in the United States, Australia, the United Kingdom, and elsewhere.
- Fortnite was set to return to Google Play worldwide. It had already returned to Google Play in the United States in December 2025.
- Developers are expected to gain more freedom to use alternative billing systems, communicate outside-app prices, and link users to external transactions.
- Google Play fees are being restructured rather than eliminated. Reporting described a 20% base service fee, plus an additional 5% when Google Play Billing is used, with different treatment possible for subscriptions and other categories.
- Google is creating clearer routes for competing Android app stores, including catalog-access and third-party-store programs in the United States.
- The practical effect depends on local law, program eligibility, court orders, developer choices, and rollout timing.
The settlement is best understood as a negotiated redesign of parts of Android’s app-distribution and payment system—not as a ruling that Epic won every claim or as proof that all Google Play restrictions disappeared.

Why Epic and Google were fighting
The conflict began in August 2020, when Epic added a direct payment option to Fortnite that bypassed Google Play Billing. Google removed Fortnite from Google Play, and Epic sued, arguing that Google unlawfully restricted competing app stores, payment systems, and developer communications.

Epic’s case challenged Google’s control over how Android users discover apps, how developers distribute them, and how digital purchases are processed. Epic argued that Google’s rules and agreements made it difficult for rival stores and billing services to compete.

Google disputed that characterization. Its position was that Android already allowed sideloading and rival app stores, and that Google Play’s fees supported distribution, security, billing, fraud prevention, and other platform services. Google has also argued that centralized billing and Play Protect provide consumer and developer protections. Those are Google’s stated defenses, not conclusions established by this settlement. Google’s explanation of its position provides the company’s account of the dispute.
The litigation produced a jury verdict and later appellate developments favorable to Epic, but the new agreement is still a settlement. It does not mean a court adopted every allegation or remedy Epic sought.
What the settlement changes
1. More payment choice—but not necessarily zero fees
The agreement is intended to let developers use alternative billing systems, communicate with users about outside payment options, and link users to external purchasing locations. Google Play Billing would no longer be the only permitted in-app payment method in the affected programs and regions.

That distinction matters. Payment freedom is not the same as fee freedom. Google’s U.S. policy update says developers using applicable alternative-billing or external-content programs will still have reporting requirements and will owe relevant service fees. For certain U.S. programs, Google says transaction and download reporting, together with applicable fees, begins on October 1, 2026. See Google’s current policy update.
Developers may therefore be able to choose who processes a payment while still paying Google a reduced platform-related charge. They must also account for payment processing, taxes, fraud, chargebacks, refunds, customer support, and compliance.

2. Google Play fees are being restructured
Leading reporting described a structure built around a 20% service fee, with an additional 5% billing-related charge when the developer uses Google’s billing system. Reporting also indicated that subscription treatment may differ. TechCrunch’s report contains the published fee details.
It would be inaccurate to summarize this as “Google abolished the 30% fee.” The actual economics can depend on:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- whether the purchase is a subscription or a one-time digital transaction;
- whether Google Play Billing is used;
- the developer’s size and program eligibility;
- the country or region;
- whether the transaction is reported through an external-billing or external-content program; and
- any later court-approved or policy-specific implementation terms.
Google’s older public explanation said that most developers paid no service fee and that 99% of fee-paying developers qualified for a 15% or lower rate under the programs then in place. That figure is pre-settlement context, not the new universal fee schedule.
3. Competing app stores get a clearer path
Epic said Google’s changes would support stronger competition among mobile app stores and that Epic would continue investing in the Epic Games Store for Android. Google’s policy update says that, as of July 22, 2026, Google Play began providing app listings to third-party U.S. Android app stores unless developers opted out. Third-party U.S. Android app stores could also sign up for Play Catalog Access, while eligible app-distribution platforms could begin onboarding into Google’s Third-party App Store on Play Program.
These programs do not automatically put every rival store inside Google Play or guarantee that every Android phone will carry every competing marketplace. Availability can depend on the store’s eligibility, safety and quality requirements, developer opt-outs, device-maker policies, regional rules, and implementation timing.

In practical terms, the change could make it easier for an alternative store to build a catalog, reach users, and compete for distribution. It does not require every handset maker to preload the Epic Games Store, and it does not eliminate the need for users to approve installations from outside Google Play where that remains necessary.
4. Fortnite is returning to Google Play
Epic announced that Fortnite would return to Google Play worldwide. The game was removed from Google Play in 2020 after Epic introduced its direct payment system. It returned to Google Play in the United States in December 2025 after Google complied with the relevant U.S. injunction. Reuters’ reported account of the dispute and U.S. return describes that history.
The March 4 announcement provided for a worldwide return, but it should not be read as proof that Fortnite became available in every country instantly on that date. Regional rollout, court orders, local policy, and technical availability still matter.
Fortnite’s planned return should also not be confused with Epic’s other Android apps. Epic says its Epic Games Store mobile app remained available worldwide through Epic’s website, while the separate Epic Games app became available on Google Play in January 2026. Epic explains the distinction here.
What “worldwide” really means
Epic and Google described the agreement as a worldwide settlement, including disputes involving the United States, Australia, and the United Kingdom. That describes the scope of the companies’ resolution; it does not mean that every legal proceeding was automatically dismissed or that every consumer saw the same changes simultaneously.

United States
In the United States, Epic and Google submitted a proposed revised injunction to the federal court. Google’s developer-policy page described relevant changes as operating under the existing injunction framework while additional settlement details and the revised order remained important.
That is why the U.S. agreement should be described as involving a proposed revised injunction unless and until the court enters a final order. The policies on external links, alternative billing, catalog access, and third-party stores also have their own eligibility and effective dates.
Australia
Australia illustrates why a global settlement does not automatically create identical local effects. The Australian Competition and Consumer Commission granted interim authorization for conduct affecting apps published by Australian developers in jurisdictions outside Australia. The ACCC expressly stated that the authorization did not apply the settlement terms to Australian users. Read the ACCC’s notice.
United Kingdom, Europe, and other markets
The settlement’s principles may interact differently with local competition law, regulatory obligations, court orders, and Google’s existing regional programs. The U.K., European markets, and other countries should therefore not be treated as having one uniform implementation simply because Epic used the word “worldwide.”
The safest description is: Epic and Google said they had resolved their disputes worldwide, while the consumer and developer-facing details remain subject to regional rules, approvals, and rollout schedules.

What Android users may notice
Potential benefits
- More distribution choices: Users may have easier access to competing app stores and apps that are not distributed exclusively through Google Play.
- More payment options: Some apps may offer an alternative billing system or direct links to external purchases.
- Fortnite through Google Play: Users may no longer need to obtain Fortnite through sideloading or another store where the Google Play version is available.
- Possible price competition: Developers may pass some lower platform costs to users or use them to fund discounts and promotions.
Limitations and trade-offs
- Alternative stores may have smaller catalogs or different update schedules.
- Users may still need to approve installations from outside Google Play.
- Security screening, malware defenses, parental controls, refunds, and subscription management may differ by store.
- Purchases made outside Google Play may not appear in the same Google account purchase history or follow Google’s normal refund process.
- More stores can mean more accounts, payment prompts, and support channels.
- A lower platform fee does not guarantee a lower retail price. Developers may retain the difference or use it to cover payment, fraud, tax, and support costs.
Google’s argument is that its centralized Play systems and Play Protect offer security and consumer-management advantages. The settlement creates more choice, but it does not settle the broader question of which distribution model is safest for every user.
What developers should do
The settlement creates an opportunity, not an automatic business case for abandoning Google Play. Developers should evaluate the full economics and operational burden in each target market.
- List the target countries. Identify where the app is distributed and which local rules, court orders, or Google programs apply.
- Classify the transactions. Separate subscriptions, one-time digital purchases, in-app content, and physical goods. The relevant rules and fees may differ.
- Compare billing options. Model Google Play Billing against an alternative processor, including processing fees, taxes, fraud, chargebacks, refunds, customer service, and integration work.
- Calculate the complete Google cost. Include any applicable platform fee, billing-related charge, reporting obligation, and program requirement—not just the headline percentage.
- Check eligibility. Confirm that the app, transaction, country, and alternative billing or external-content model qualify under the applicable Google policy.
- Review user communications. Confirm whether the app can display outside pricing, link to an external transaction, or direct users to another download location in each region.
- Plan reporting. Developers using relevant U.S. alternative-billing or external-content programs should prepare for the reporting and fee obligations Google says begin October 1, 2026.
- Budget for additional distribution work. Multiple stores can require separate release testing, analytics, entitlement systems, customer support, update pipelines, and refund processes.
For a small developer, Google Play may remain the simplest option even if an alternative store has a lower headline fee. For a larger publisher with an established payment system and customer-support operation, the ability to control billing and distribution may be more valuable.
What the settlement does not do
- It does not prove that Epic won every claim. A settlement is a negotiated resolution rather than a judgment adopting every allegation.
- It does not eliminate all Google fees. Developers may still owe service or billing-related fees, including when using an alternative payment method.
- It does not guarantee lower consumer prices. Pricing decisions remain with developers and publishers.
- It does not put every rival store inside Google Play. Catalog access and third-party-store programs have eligibility, safety, opt-out, and regional conditions.
- It does not make worldwide implementation uniform. Local regulators, courts, and policies still matter.
- It does not require every Android manufacturer to preload the Epic Games Store.
- It does not resolve Epic’s separate disputes with Apple or change iOS distribution rules.
- It does not mean Fortnite was instantly available in every market on March 4, 2026.
Timeline
- August 2020: Epic introduced a direct Fortnite payment option, and Google removed Fortnite from Google Play.
- December 2023: A jury found against Google in Epic’s U.S. case.
- September 12, 2025: The Ninth Circuit upheld relevant U.S. injunction changes.
- December 2025: Fortnite returned to Google Play in the United States.
- January 2026: Epic’s separate Epic Games app became available worldwide on Google Play; this was distinct from the Epic Games Store marketplace app.
- March 4, 2026: Epic and Google announced their worldwide settlement.
- July 22, 2026: Google said its U.S. third-party app-store catalog and onboarding programs became active.
- October 1, 2026: Google says relevant U.S. reporting and applicable fee obligations begin for certain alternative-billing and external-content programs.
The larger significance
The important question is not only whether Fortnite returns to Google Play. It is whether Android becomes meaningfully more contestable.
That will depend on whether rival stores can attract quality catalogs, whether users are willing to manage multiple marketplaces, whether developers actually adopt alternative billing, and how much of the resulting savings disappears into payment processing, fraud prevention, taxes, refunds, and support.
Google may retain a role as a platform, catalog, safety layer, and billing provider even as developers gain more alternatives. The settlement could therefore produce a more open Android ecosystem without removing Google Play’s commercial and technical importance.
For users, the likely result is more choice—but also more decisions about where to install an app, whom to pay, and which store’s protections to trust. For developers, the result is greater negotiating and operating freedom, accompanied by more compliance and distribution work.
