Before changing anything, note which program shows the error, whether it happens at Windows sign-in or only when launching one application, and whether Windows is 32-bit or 64-bit. Also copy the complete message, including any error code.

The ext-ms-win-advapi32-encryptedfile-l1-1-0.dll filename is a genuine Microsoft Windows API-set name. If Windows says ext-ms-win-advapi32-encryptedfile-l1-1-0.dll is missing, was not found, or could not be loaded, do not begin by downloading a replacement DLL.

What this filename actually is

Microsoft documents ext-ms-win-advapi32-encryptedfile-l1-1-0 as an API-set contract used by encrypted-file and Encrypting File System functions implemented through Advapi32.dll. It is associated with functions including EncryptFile and DecryptFile, and Microsoft lists it as introduced with Windows 8.

Despite the .dll-style name, it may not be a normal physical file. Windows API sets are virtual loader contracts. The Windows loader uses the API-set schema to map the contract to the implementation available in that Windows build. Therefore, the name does not have to appear as a standalone file in C:WindowsSystem32 or C:WindowsSysWOW64.

This is a Windows component, not a Visual C++ Redistributable file, DirectX component, .NET assembly, game middleware package, or COM plug-in. The exact mapping can vary between Windows versions and editions.

A game or application can still report this name when one of its dependencies fails. The named API set may be virtual and available while another damaged, incompatible, or missing dependency is the real cause.

Fix 1: Restart, update Windows, and retry

A pending or incomplete Windows update can leave system components in an inconsistent state. Start with the fastest supported repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Save your work and restart Windows.
  2. Open Start > Settings.
  3. In Windows 11, select Windows Update. In Windows 10, select Update & Security > Windows Update.
  4. Select Check for updates.
  5. Install all available updates.
  6. Restart again, even if Windows does not immediately require it.
  7. Launch the affected application.

If the program now starts, the error was likely caused by an incomplete update or a component mismatch. If only that application still fails, continue with the application-specific repair below.

Fix 2: Repair Windows with DISM and SFC

Run these commands when several programs fail, Windows behaves unusually, or the error returns after an update. DISM repairs the Windows component store, while System File Checker checks protected Windows files against that repaired store.

  1. Open Start and type Command Prompt.
  2. Right-click Command Prompt and select Run as administrator.
  3. Select Yes if User Account Control asks for permission.
  4. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish. It can remain at one percentage for a while.
  2. Then run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and test the application again.

A successful DISM run normally reports that the restore operation completed. SFC may report that it found no integrity violations, repaired corrupted files, or found files it could not repair. The first two outcomes are positive. If SFC cannot repair everything, restart and run it once more after DISM has completed.

Microsoft’s repair guidance is documented for DISM Windows image repair and System File Checker.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Repeating SFC and DISM without knowing which component changed can make troubleshooting tedious. Outbyte PC Repair provides a free scan that shows the problems it identifies, while repair actions are handled by the full version; it is optional, and it does not replace repairing or reinstalling the affected application.

If DISM reports that source files cannot be found, use a matching Windows installation source with the /Source and /LimitAccess options described in Microsoft’s repair guidance. Do not use a random DLL as the repair source.

Fix 3: Repair the affected application

If the error appears only when launching one game or program, the application installation is more likely to be damaged than Windows itself. Public reports do not establish a reliable application that specifically causes this API-set message.

First use the program’s built-in repair method:

  1. Open the application’s launcher.
  2. Select the affected game or program.
  3. Open its settings, properties, or management menu.
  4. Choose Verify files, Repair, or an equivalent option.
  5. Wait for the check to finish.
  6. Restart the launcher and test the program.

For a Microsoft Store application:

  1. Open Settings.
  2. Select Apps > Installed apps.
  3. Find the program.
  4. Select the three-dot menu and choose Advanced options.
  5. Select Repair.
  6. Test the application.
  7. If repair does not help, select Reset, understanding that this can remove the application’s local data.

For a traditional desktop application:

  1. Open Settings > Apps > Installed apps.
  2. Select the application’s menu.
  3. Choose Uninstall, or select its available Modify or Repair option.
  4. Restart Windows.
  5. Download the installer from the application developer’s official site or reinstall media.
  6. Install the program again and test it.

Reinstalling the affected program is the definitive application-specific fix. Do not copy an API-set filename into the program folder, because that does not recreate Windows’ loader mapping.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 4: Check Windows Security quarantine

Security software can quarantine a legitimate file, an application file, or another dependency. Do not disable antivirus protection broadly.

  1. Open Start and select Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review detections from the time the error began.
  5. Expand a relevant entry and inspect its path and detection details.

Restore an item only when it came from an intact Windows installation or a trusted official application installer and you have verified that the detection is a false positive. Microsoft warns that restoring a detected threat can expose the device. If the item was classified as malware, leave it quarantined, run a full scan, and reinstall the affected application from its official source.

Fix 5: Check 32-bit and 64-bit compatibility

On 64-bit Windows, 32-bit applications run through WOW64 and can resolve files differently from 64-bit applications. A 32-bit program also cannot be repaired reliably by copying a DLL selected only because its filename looks correct.

Check the application’s supported architecture in its official documentation or installer. Then:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Uninstall the affected application.
  2. Restart Windows.
  3. Download the correct installer for your Windows and application architecture.
  4. Install it again.
  5. Test the program before adding unofficial plug-ins or modified files.

Do not assume that a file found in System32 is always for 64-bit use based solely on its folder name, and do not move files between System32 and SysWOW64. Windows file-system redirection is part of the compatibility system.

If the error appears only under one Windows account, test the application in another local account. A damaged user profile can affect one account without indicating a system-wide DLL failure.

Fix 6: Update a related driver only when evidence points there

This API-set is not established as a driver component. Update a driver only if the full error, Event Viewer, or the affected application clearly identifies a graphics, storage, security, or other device driver.

For a manual driver update:

  1. Right-click Start and select Device Manager.
  2. Expand the category for the suspected device.
  3. Right-click the device and select Update driver.
  4. Choose Search automatically for drivers.
  5. Restart Windows if a driver is installed.
  6. Test the application.

You can also visit the hardware manufacturer’s official support page and install the driver intended for your exact Windows version and device model. Do not use a driver merely because its name resembles the missing API-set.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Finding the correct driver among many hardware entries can be time-consuming. Outbyte Driver Updater offers a free scan showing which drivers it identifies as outdated, while driver installation is handled by the full version; it is optional and is not a substitute for the application’s official repair.

Fix 7: Do not register or download this DLL

Do not run:

regsvr32 ext-ms-win-advapi32-encryptedfile-l1-1-0.dll

regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. It is not a general-purpose Windows DLL repair command, and API-set resolution is not repaired by registering a contract name. A registration attempt may produce an error such as DllRegisterServer was not found.

Also avoid DLL download sites websites and manually copying a file into System32, SysWOW64, or an application directory. The downloaded file could contain malware, target the wrong architecture, belong to a different Windows build, or simply be irrelevant because the API-set name is virtual and does not need a matching file on disk.

Use Windows Update, Microsoft’s repair commands, Windows recovery tools, or the affected program’s official installer instead.

Fix 8: Use System Restore or a Windows repair reinstall

If the problem began after a driver, update, or software installation and DISM plus SFC did not resolve it, System Restore may return Windows to an earlier state.

  1. Press Win+R.
  2. Enter rstrui.exe.
  3. Press Enter.
  4. Choose a restore point dated before the error began.
  5. Select Scan for affected programs if available.
  6. Confirm the restore and allow Windows to restart.

System Restore rolls back system files, settings, and installed programs without normally removing personal files. It does not replace a personal backup.

On Windows 11, some systems offer a repair reinstall through Start > Settings > System > Recovery > Fix problems using Windows Update > Reinstall now. Where available, this reinstalls the current Windows version while preserving apps, files, and settings.

Another supported option is an in-place repair:

  1. Start Windows normally.
  2. Open official Windows installation media.
  3. Run setup.exe.
  4. Select Change what to keep.
  5. Choose Keep personal files and apps.
  6. Continue through setup.

Back up important files before either recovery method. A clean installation should be the last resort.

How to identify the real failing dependency

If the same message remains after Windows repair and application reinstallation, record:

  • The complete error text and code
  • The exact program and executable
  • Whether every Windows account is affected
  • Whether other applications fail
  • Whether the error began after an update, security detection, or driver change
  • The Windows edition and build
  • Whether the application is 32-bit or 64-bit

A message naming ext-ms-win-advapi32-encryptedfile-l1-1-0.dll can be a misleading dependency error. The complete loader event may identify a different missing file or an incompatible plug-in. Check the application’s own logs and recent Windows Security actions before making further system changes.

FAQ

Is ext-ms-win-advapi32-encryptedfile-l1-1-0.dll a real file?

The name is real and documented by Microsoft as an API-set contract. It is not necessarily a physical DLL that should be visible on disk.

Does it belong in System32 or SysWOW64?

Not necessarily. API-set contracts are resolved by the Windows loader, and their implementation mapping varies by Windows version and architecture.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is this a Visual C++ or DirectX problem?

There is no evidence that this API-set requires Visual C++, DirectX, or .NET redistributables. Install those packages only when the application’s documentation or a separate error specifically requires them.

Which program installed this file?

No reliable evidence identifies a particular game, installer, driver, or publisher. The application displaying the message may simply be the first program to expose a Windows component or dependency problem.

Should I download the DLL manually?

No. The API-set may not be a standalone file, and an unofficial copy can be malicious, incompatible, or ineffective.

Will regsvr32 fix it?

No. API-set contracts are not repaired through COM registration. Use Windows Update, DISM, SFC, and application repair instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if only one game reports the error?

Verify or repair that game’s files, then reinstall it from its official source if necessary. If other programs work normally, an application-specific installation problem is more likely than broad Windows corruption.
