Errors you may see
Windows or an application may display one of these messages:
- “The program can’t start because ext-ms-win-advapi32-msi-l1-1-0.dll is missing from your computer.”
- “The code execution cannot proceed because ext-ms-win-advapi32-msi-l1-1-0.dll was not found.”
- “Error loading ext-ms-win-advapi32-msi-l1-1-0.dll. The specified module could not be found.”
- “ext-ms-win-advapi32-msi-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
ext-ms-win-advapi32-msi-l1-1-0.dll is a Windows API-set contract associated with Microsoft’s Advapi32.dll, not a normal application DLL that you should download and copy into a folder.

The 60-second answer
First install pending Windows updates, restart, and repair Windows from an elevated Command Prompt:
DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow
Run DISM before SFC. DISM repairs the Windows component store; SFC then checks and repairs protected system files. Microsoft documents this sequence in its System File Checker repair guidance.

If only one program fails, repair or reinstall that program from its original developer. If several programs fail, Windows itself behaves abnormally, or the problem started after an update or cleanup, treat it as a Windows component problem.
Do not download this file from a random DLL website. A replacement may have the wrong build, architecture, signature, or dependency context, and copying it can conceal the real problem.
What this filename means
The name is an API-set name. Microsoft describes API sets as loader-facing contracts or aliases. Windows uses them to direct an application’s API calls to the physical implementation DLL available on that Windows installation. The name does not necessarily represent a self-contained library with an independent installer.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →This particular contract covers Windows Installer and application-management functions backed by Advapi32.dll. Microsoft documents it as introduced in Windows 8 in the InstallApplication API reference.
That makes it part of Windows, not a Visual C++ Redistributable, DirectX package, .NET runtime, or ordinary game component. Windows 8 and later installations commonly expose related system files under Windows system locations such as C:WindowsSystem32, but Microsoft does not publish a universal standalone download page or a single public manifest covering every build, size, path, and architecture.
An error naming this contract also does not prove that this exact file is the root cause. The loader may be reporting a damaged Windows component, an unavailable transitive dependency, an incompatible application, or a problem resolving the API-set contract.
Identify the scope before changing anything
If one program fails
Write down:
- The application or game name and version
- The complete error text
- Whether the program was recently updated
- Whether its launcher has a repair or file-verification function
- Whether antivirus software quarantined a file at the same time
A single-program failure usually points toward a damaged or incompatible application installation. Use the program’s built-in repair or verify option first. If that fails, uninstall it from Settings > Apps > Installed apps, restart Windows, and reinstall the current version from the original developer.
Do not assume that reinstalling Visual C++, DirectX, or Windows Installer will restore this API-set contract. Those packages can repair unrelated dependencies, but they do not own this Windows contract.
If several programs fail
A system-wide failure is more consistent with damaged Windows components, an incomplete update, disk corruption, security-software interference, or unauthorized system changes. Continue with the Windows repair steps below before reinstalling individual programs.
Fix 1: Update Windows and restart
- Press Windows + I to open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Start the affected program again.
If the error began immediately after an update, do not assume the update itself deleted the file. An interrupted update or damaged component store can leave Windows unable to resolve an API-set contract correctly.
Fix 2: Run DISM, then SFC
- Open Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It may remain at one percentage for a while.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
A successful result may say that Windows Resource Protection found corrupt files and successfully repaired them. If SFC reports that it did not find any integrity violations, the problem may be limited to the application or to another dependency. If SFC repaired files, restart before testing.

Outbyte PC Repair can reduce the guesswork when you are repeatedly hunting for damaged components and cannot tell what changed; its free scan identifies reported issues, while repair features require the full version, and Microsoft’s DISM/SFC process remains the supported Windows repair path.
If DISM cannot find repair files
Run Windows Update again, restart, and repeat the command. If Windows Update cannot provide the required files, Microsoft documents using a repair source that matches the installed Windows version and edition:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the path to a matching Windows repair source. Do not use an arbitrary folder from another edition or build. A mismatched source can fail to repair the component store.
Fix 3: Repair or reinstall the affected application
Use this branch when only one program displays the error.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open the program’s launcher or settings.
- Look for Repair, Verify files, Scan and repair, or a similar option.
- Allow the operation to complete.
- Restart Windows and test the program.
- If no repair option exists, open Settings > Apps > Installed apps.
- Select the application, choose its menu button, and select Uninstall.
- Restart Windows.
- Download and install the current release from the application’s original developer.
Run the installer as administrator only when the developer’s instructions call for it. If the program is old, check whether its supported Windows versions include your current Windows installation. A newer application may require API contracts unavailable on an outdated or modified Windows version.
Fix 4: Check antivirus quarantine
If the problem appeared immediately after a security scan:
- Open your antivirus or Windows Security.
- Open Protection history, Quarantine, or Detection history.
- Look for the event that coincides with the error.
- Confirm that the detected item is a legitimate Microsoft-signed system component before restoring anything.
- Run a second malware scan.
- After any justified restoration, run DISM and SFC again.
Do not permanently disable antivirus protection to make an application start. If the same file keeps disappearing, investigate the detection rather than repeatedly copying replacements.
Fix 5: Check Windows version and system architecture
The API-set contract was introduced with Windows 8. If an application expects it on an older, modified, or unsupported Windows installation, update Windows or use an application release compatible with that operating system.
On 64-bit Windows:
C:WindowsSystem32normally contains 64-bit system binaries.C:WindowsSysWOW64normally contains 32-bit system binaries.
The names are confusing, but do not swap files between these directories. A 32-bit program running on 64-bit Windows uses Windows’ compatibility and loader mechanisms. Manually placing a file beside the program or in either system directory can create an architecture or version mismatch.
You can check the operating system architecture under Settings > System > About > System type. Let Windows resolve the API-set contract instead of trying to choose a DLL manually.
Fix 6: Investigate disk damage or malware
Repeated DISM and SFC failures, multiple missing system files, application crashes, or other unusual Windows behavior can indicate filesystem or storage problems.
Back up important files first. Then:
- Open Event Viewer from Start.
- Select Windows Logs > System.
- Look for recent disk, filesystem, or storage-controller errors.
- Check the drive using the manufacturer’s approved diagnostic process.
- If malware is suspected, run Windows Security > Virus & threat protection > Scan options > Microsoft Defender Offline scan.
- After cleanup, run DISM and SFC again.
If the drive reports errors, repair or replace the storage before repeatedly rebuilding system files.

Do not use regsvr32 for this error
regsvr32 is for DLLs that support COM self-registration, typically by exposing a DllRegisterServer entry point. Microsoft documents its purpose in the regsvr32 command reference and explains the requirements for COM self-registration.
This API-set contract is not established as a COM server. Running a command such as:
regsvr32 ext-ms-win-advapi32-msi-l1-1-0.dll
normally does not repair Windows and may produce a message that DllRegisterServer was not found. Do not register it.
Do not reinstall Windows Installer as a separate DLL fix
Windows Installer 5.0 is included with Windows 7 and later. Microsoft does not provide it as a separate Windows Installer 5.0 redistributable. The Windows Installer documentation is the appropriate reference.

Repair Windows components with DISM and SFC, or repair the application that is failing. Installing Visual C++, DirectX, or .NET is appropriate only when the application’s own requirements identify one of those runtimes as missing.
Driver updates are a secondary check
A driver update is not the normal repair for this API-set error. Consider it only when the failure began with broader hardware, graphics, storage, or device problems.
- Right-click Start and select Device Manager.
- Expand the relevant category, such as Display adapters, Storage controllers, or System devices.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
- Prefer the hardware manufacturer’s official driver when Windows cannot find a suitable update.
Outbyte Driver Updater can show which of many installed drivers are reported as stale instead of making you guess; its free scan identifies driver issues, while driver installation through the full version is optional, and it is not a substitute for repairing Windows or reinstalling the affected application.
If DISM and SFC still cannot repair Windows
Use the escalation that matches the evidence:
- System Restore: use it when the error began after a recent software, update, or configuration change and a suitable restore point exists. Open Start, search for Create a restore point, select System Restore, and follow the wizard.
- In-place repair installation: use matching Windows installation media to reinstall Windows while preserving personal files and, where supported, applications. Match the installed edition and architecture.
- Windows recovery: use Settings > System > Recovery when Windows remains unstable and normal repair has failed. Back up important data first.
- Technical support: provide the application name, Windows edition and build, full error text, CBS log details, relevant Event Viewer entries, antivirus quarantine history, and whether every application fails.
FAQ
Is this file a Microsoft system file?
The name identifies a Microsoft Windows API-set contract associated with Advapi32.dll. It is not a normal third-party runtime library.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Should I download it manually?
No. There is no verified Microsoft standalone download page for this individual API-set file. Random DLL archives may provide the wrong build, architecture, or a malicious replacement.
Does it belong in System32 or SysWOW64?
Do not decide by copying it manually. Windows manages API-set resolution. On 64-bit Windows, System32 and SysWOW64 serve different architecture roles, so swapping files can make the problem worse.
Should I install Visual C++, DirectX, or .NET?
Not for this API-set specifically. Install those runtimes only when the affected application explicitly requires them or reports a separate missing dependency.
Will reinstalling the application help?
Yes, when only one application fails and its installation is damaged or incompatible. It is not the first fix when many programs fail or Windows itself shows corruption.
Do these 3 things before closing this tab:
