If Windows reports that it is missing, not found, or could not be loaded, do not download a replacement DLL first. Repair Windows components, then repair the application that triggered the message.
The name does not identify a normal Visual C++ Redistributable, .NET, DirectX, Adobe, or game-specific file. Microsoft explains that API-set names are loader contracts rather than necessarily standalone DLL implementations. The underlying GDI functionality is documented through CreateDCA, which is supplied through Windows GDI.
Fix 1: Install Windows updates and restart
Time needed: 10–30 minutes, depending on pending updates
A damaged or incomplete Windows update can prevent an API-set contract from resolving correctly. Start with Windows Update before making manual changes.

- Press Windows + I to open Settings.
- Select Windows Update.
- On Windows 10, open Update & Security > Windows Update.
- Select Check for updates.
- Install every applicable update.
- Restart the computer, even if Windows does not immediately require it.
- Try the affected application again.
If the error began immediately after an interrupted update, shutdown, or restart, this step may restore the missing system components automatically.
If Windows Update reports an error, continue with the repair commands below rather than searching for the DLL online.
Fix 2: Repair Windows with DISM and SFC
Time needed: 15–45 minutes
DISM repairs the Windows component store. System File Checker then uses that repaired store to replace corrupted protected files. Run them in this order.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM completes. Do not close the window if progress appears to pause.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Open the application that produced the error.
SFC may report that it repaired corrupted files, found no integrity violations, or could not repair everything. A successful repair usually means the application starts normally after the restart. If SFC says it could not repair some files, run DISM again, restart, and repeat SFC once.
If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching Windows installation source with /Source and /LimitAccess in its Windows image repair guidance.
Repeating SFC and DISM without knowing what changed can be time-consuming when Windows has several underlying issues. Outbyte PC Repair can show detected problems in a scan, while repairs require the full version; it is optional, and it does not replace repairing the application that triggered this error.
Fix 3: Repair or reinstall the affected application
Time needed: 10–30 minutes
If only one program fails while other applications work, the application installation, manifest, bundled files, or loader configuration is more likely to be damaged than Windows itself.
First use the program’s built-in repair option:
- Open Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the application again.
Some programs provide their own repair option instead:

- Select Programs > Programs and Features.
- Select the affected application.
- Choose Change, Repair, or a similar option.
- Follow the installer prompts.
- Restart Windows and test the program.
For a game, open its official launcher and use its file-verification or repair command where available. The exact wording differs between launchers.

If repair does not help, uninstall the application, restart Windows, and reinstall it using the publisher’s official installer or launcher. Do not copy ext-ms-win-gdi-dc-create-l1-1-1.dll into the application folder. An API-set contract may need to resolve through Windows, so a copied file often does nothing and can create an architecture mismatch.
If the application has both 32-bit and 64-bit releases, install the version supported by the program and your Windows release. Do not assume that placing a 32-bit file in System32 or a 64-bit file in SysWOW64 is a valid repair. On 64-bit Windows, those directory names are intentionally counterintuitive: System32 normally contains 64-bit system binaries, while SysWOW64 contains 32-bit ones.
Fix 4: Check Windows Security quarantine
Time needed: 5–15 minutes
Security software can quarantine an application file or remove a file after an update. Check the record before reinstalling or allowing anything.
- Open Start and type Windows Security.
- Open the application.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open any detection related to the affected application.
- Confirm the file path and detection details before taking action.
Do not blindly restore or allow an unknown DLL. Update security definitions, run a scan, and reinstall the affected application from its official source if a legitimate program file was removed. Microsoft describes these controls in its guide to Protection history.
For broader concerns, select Scan options, choose Full scan, and select Scan now. If malware may be interfering with Windows, use Microsoft Defender Offline from the same area. Its virus and threat protection guidance explains the available scan types.
Fix 5: Check application compatibility and Windows architecture
Time needed: 10–20 minutes
An older application may request an API-set contract that is unavailable or unresolved on the installed Windows release. The issue can also involve a 32-bit application interacting with damaged 32-bit components.
- Press Windows + R.
- Type
winver. - Press Enter and note the Windows edition and build.
- Check the application publisher’s system requirements.
- Install all applicable Windows updates.
- Confirm that you installed the correct x86 or x64 release of the application.
- Right-click the application shortcut and select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for only if the publisher recommends it or the program is known to require an older Windows environment.
- Select Apply, then OK, and test the program.
Do not install Visual C++ packages merely because the error contains .dll. The official Visual C++ Redistributable packages address errors involving files such as VCRUNTIME*.dll or MSVCP*.dll. They do not replace Windows API-set contracts. Install a VC++ package only when the application also reports a genuine Microsoft C++ runtime dependency or the application publisher specifically requires it.

Fix 6: Update drivers only when the failure points to graphics or display components
Time needed: 10–30 minutes
GDI errors can appear alongside display-driver problems, but this filename alone does not prove that a driver is responsible. Update a driver when the application also crashes during rendering, the display is unstable, or Device Manager reports a problem.

- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click the listed graphics adapter.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
- Test the application.
For the most reliable result, obtain the driver from the graphics-chip or computer manufacturer’s official support page. Do not use a driver intended for a different model or architecture.
Finding an exact driver manually can mean checking several hardware IDs and versions. Outbyte Driver Updater can scan for outdated drivers, while installation and updates require the full version; it is optional and should not replace the application publisher’s own fix when only one program fails.
If Device Manager shows a warning icon, right-click the device, select Properties, and read Device status. A driver error there is useful evidence. If Device Manager reports no problem and the application is the only failure, return to the application repair steps instead.
Fix 7: Use System Restore after a known system change
Time needed: 15–45 minutes
Use System Restore if the error began directly after a driver installation, update, or other system change and a restore point is available.
- Press Windows + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Review the result.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore does not remove personal documents, but it can roll back system files, settings, drivers, and installed programs. Microsoft provides additional details in its System Restore guidance.
Why downloading this DLL is the wrong fix
Random DLL download sites sites cannot reliably determine which Windows build, architecture, language, or component-store state your system requires. A downloaded file may be malicious, incompatible, or simply irrelevant if the loader is reporting a missing dependency or unresolved API-set contract rather than a physically deleted file.
Do not:
- Download the file from a DLL archive.
- Copy it from another computer.
- Place it beside the application.
- Manually populate
System32orSysWOW64. - Register it with
regsvr32as a first-line repair.
regsvr32 is for DLLs that expose a registration entry point such as DllRegisterServer. It does not restore Windows API-set resolution. If used on an unsuitable file, it normally produces a registration error. Microsoft documents its behavior and syntax in the regsvr32 command reference.

What this filename means
The name follows Microsoft’s API-set convention:
ext-identifies an extended API-set contract that may not exist on every Windows edition.ms-winidentifies a Microsoft Windows contract.gdirefers to the Graphics Device Interface.dc-createindicates device-context creation functionality.l1-1-1is the contract’s version-style suffix.
The visible filename is therefore a logical loader name, not proof of a standalone downloadable implementation. Public file inventories associate a 32-bit entry and a Windows 8.1-era build with this name, but Microsoft does not publish a simple per-filename download page or a complete public mapping for this exact contract. Do not treat an inventory entry as a universal package specification.

If the error persists, record the exact message, Windows version and build from winver, application name and version, whether the file appears in the Windows directory, and what changed immediately before the problem began. Also note whether other applications fail and whether Windows Security quarantined anything. Those details distinguish a Windows repair problem from a damaged application installation.
