The messages may say “ext-ms-win-gdi-draw-l1-1-0.dll is missing from your computer,” “The specified module could not be found,” or “The code execution cannot proceed because ext-ms-win-gdi-draw-l1-1-0.dll was not found.” ext-ms-win-gdi-draw-l1-1-0.dll is a Microsoft Windows API-set contract name, so downloading a replacement DLL is usually the wrong fix.

The 60-second answer

First determine whether one program fails or several programs fail.

As an Amazon Associate I earn from qualifying purchases.

  • If only one game or application fails, update, repair, or reinstall that application from its official publisher or launcher.
  • If multiple programs fail, Windows behaves abnormally, or the issue began after an interrupted update or crash, install Windows updates and run DISM followed by SFC.
  • If the error includes 0xc000007b or “not designed to run on Windows,” check for a 32-bit and 64-bit mismatch.
  • Do not copy this DLL into System32, SysWOW64, or an application folder.
  • Do not run regsvr32 as a generic repair.
  • Check Windows Security if the application or Windows component may have been quarantined.

Microsoft describes API sets as virtual contracts used by the Windows loader. A name ending in .dll does not guarantee that an ordinary file with that name exists on disk. Windows maps the contract to the host binary that implements it, and that mapping can vary by Windows version and edition. See Microsoft’s API-set overview and loader explanation.

What this error actually means

The name is associated with Windows GDI drawing APIs, but it is not a Visual C++ Redistributable DLL, DirectX package DLL, .NET runtime file, or NVIDIA, AMD, or Intel driver file.

  • Widgets makes staying up-to-date with the content you love and the news you care about, simple.
  • Stay in touch with friends and family with Microsoft Teams, which can be seamlessly integrated into your taskbar. (1)

The error can still be triggered by an application. A program may request the API-set contract while loading, and startup can fail if Windows components, the application itself, a dependency, or the executable architecture is incompatible.

“The specified module could not be found” is also easy to misread. It can mean that a dependency required by the displayed module is missing. It does not prove that a standalone ext-ms-win-gdi-draw-l1-1-0.dll file is absent.

You may find no physical file with this name in C:WindowsSystem32 or C:WindowsSysWOW64. That is compatible with the API-set design. On 64-bit Windows, System32 is the native system directory and SysWOW64 contains 32-bit system components. Neither directory is a safe target for manual DLL copying.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Historical file indexes list API-set stub entries for Windows 8 and Windows 8.1, but those are not universal current specifications for Windows 10 or Windows 11. Windows 8.1 is also out of support, so installing an old Windows release just to obtain this name is not an appropriate repair.

Fix 1: Repair or reinstall the affected application

This is the most likely fix when only one game or program refuses to start.

First, update the program

  1. Open the application’s official launcher or Microsoft Store page.
  2. Install every pending update.
  3. Restart Windows.
  4. Launch the application again.

For a Steam, Epic, or similar installation, use that launcher’s official file-verification function. The wording and menu location vary, so use the launcher’s own support instructions rather than copying DLL files from another installation.

Repair a Windows application

For supported applications:

  1. Open Start > Settings.
  2. Select Apps > Installed apps.
  3. Find the affected application.
  4. Select the three-dot menu, then Advanced options.
  5. Select Repair.
  6. Test the application.

If Repair does not help, return to the same screen and select Reset if available. Reset can remove the application’s local data and settings. If the problem continues, uninstall the program, restart Windows, and reinstall it from the developer’s official installer or launcher.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a traditional desktop program, use its official uninstaller or:

  1. Open Start > Settings > Apps > Installed apps.
  2. Select the application.
  3. Choose Uninstall.
  4. Restart Windows.
  5. Download the current installer from the publisher’s official source.
  6. Right-click the installer and choose Run as administrator if setup requires elevation.

If reinstalling that one program fixes the problem while other applications remain healthy, the application installation was the correct repair layer.

Fix 2: Install Windows updates, then run DISM and SFC

Use this path when several programs fail, Windows has damaged components, or the error began after a failed update, crash, storage problem, or cleanup operation.

Install pending updates

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install everything offered.
  5. Restart Windows, even if no restart is immediately requested.
  6. Test the application again.

Microsoft’s Windows Update instructions cover this process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt and choose Run as administrator.
  4. Select Yes at the User Account Control prompt.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the operation to finish. Do not close the window because progress may pause for several minutes.
  2. Restart Windows.

DISM repairs the Windows component store that SFC uses. Microsoft specifically recommends running DISM before SFC for missing or corrupted system components.

Run System File Checker

Open an elevated Command Prompt again and run:

sfc /scannow

Wait until verification reaches 100 percent, then restart Windows and test the failing program.

A message saying Windows Resource Protection found corrupt files and successfully repaired them indicates that SFC changed system files. A message saying it found no integrity violations means Windows did not detect protected system-file corruption. It does not prove that the application installation is healthy.

If DISM cannot find repair files, Microsoft documents using a matching Windows installation source:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

C:RepairSourceWindows is only an example. Replace it with a valid source matching your installed Windows edition and build.

Running DISM and SFC repeatedly without knowing what changed can turn troubleshooting into guesswork. Outbyte PC Repair can scan for the problems involved, while the repair is performed by the full version; if one game or application owns the failure, reinstalling that program remains the definitive fix.

Fix 3: Check 32-bit and 64-bit compatibility

Error 0xc000007b and “not designed to run on Windows” often point to incompatible binaries, but they do not prove that this API-set contract is the sole cause.

Check the application’s system requirements and reinstall the correct build from its publisher. Do not assume that a 64-bit Windows installation means every application or dependency must be 64-bit. Many Windows programs remain 32-bit.

If the complete error names a C++ runtime such as VCRUNTIME140.dll, MSVCP140.dll, or api-ms-win-crt-*.dll, install the relevant Microsoft Visual C++ Redistributable packages from Microsoft’s latest supported downloads:

  • STREAMLINED & INTUITIVE UI, DVD FORMAT | Intelligent desktop | Personalize your experience for simpler efficiency | Powerful security built-in and enabled.

  • OEM DOES NOT PROVIDE SUPPORT | To acquire product with Microsoft support, obtain the full packaged “Retail” version.
  • PRODUCT SHIPS IN PLAIN ENVELOPE | Activation key is located under scratch-off area on label.
  • GENUINE WINDOWS SOFTWARE IS BRANDED BY MIRCOSOFT ONLY.
  • VC_redist.x86.exe for 32-bit applications
  • VC_redist.x64.exe for 64-bit applications
  • VC_redist.arm64.exe for ARM64 applications

These packages do not specifically install or repair ext-ms-win-gdi-draw-l1-1-0.dll.

Fix 4: Check Windows Security quarantine

A security product may have removed or quarantined an application file, although there is no file-specific evidence that this is common for this API-set name.

  1. Open Start and search for Windows Security.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Review entries matching the time the application stopped working.
  5. Confirm the affected file’s original location and publisher.
  6. Restore it only when you have verified that it is a false positive and the source is trusted.

For a genuine Windows component, repairing Windows with DISM and SFC is safer than downloading a replacement. If malware or suspicious behavior is involved, scan the system and do not restore a quarantined file merely to make the application launch. Microsoft explains these decisions in its Protection history guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 5: Check optional Windows features only when the app requires them

Windows Features are not a direct repair for this API-set contract. They are relevant only when the application’s requirements specifically call for a legacy Windows component such as .NET Framework 3.5.

To inspect them:

  1. Press Windows key + R.
  2. Type optionalfeatures.
  3. Press Enter.
  4. Enable only the feature required by the application.
  5. Select OK and restart if Windows requests it.

Do not enable random features to replace the missing name. If the program’s documentation does not mention a feature, return to repairing or reinstalling the program itself.

Fix 6: Update a graphics driver only when evidence points there

This filename is associated with GDI APIs, but it is not evidence of a broken graphics-card driver. Reinstalling a driver is reasonable if the same failure accompanies display crashes, black screens, rendering corruption, or a recent graphics-driver change.

To check the driver:

  1. Right-click Start and open Device Manager.
  2. Expand Display adapters.
  3. Right-click the graphics device and select Properties.
  4. Open the Driver tab.
  5. Check the provider, date, and version.
  6. Install updates from the GPU manufacturer’s official support page, or use Update driver when appropriate.
  7. Restart Windows and test the application.

Avoid replacing unrelated Windows DLLs while troubleshooting a driver. Hunting through Device Manager and manufacturer pages can mean guessing which of several drivers is stale. Outbyte Driver Updater can scan and identify driver issues, while the driver installation is done by the full version; it is optional and does not replace repairing the affected application.

Why regsvr32 is not the fix

regsvr32 is for self-registering DLLs that expose registration entry points such as DllRegisterServer. It is not a universal command for repairing every DLL.

Do not run:

regsvr32 ext-ms-win-gdi-draw-l1-1-0.dll

There is no verified evidence that this API-set contract should be registered. The command may report that the entry point was not found or distract from the actual application, dependency, or Windows servicing problem.

Do not download or copy the DLL

Third-party DLL download pages can provide malware, an altered file, the wrong architecture, or a file from an incompatible Windows release. Copying it into System32, SysWOW64, or the application directory can also create a signing, servicing, or API-set-schema mismatch.

Use these sources instead:

  • Windows Update
  • DISM and SFC
  • The affected application’s official installer or launcher
  • Microsoft’s official Visual C++ packages when the complete error names a C++ runtime
  • Official Windows installation media for an in-place repair

Escalation when the normal repairs fail

Use System Restore

If the issue began immediately after a driver, update, or application installation:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Start and search for Create a restore point.
  2. Open it.
  3. Select System Restore.
  4. Choose a restore point dated before the failure.
  5. Follow the wizard and restart.

System Restore rolls back system files and settings but does not normally remove personal files. Microsoft lists this and other choices in its Windows recovery options.

Perform a Windows repair reinstall

On supported Windows 11 installations, open:

Start > Settings > System > Recovery > Fix problems using Windows Update > Reinstall now

This reinstalls the current Windows version while preserving apps, files, and settings when the option is available. If it is not available, use Microsoft installation media and choose the option to keep personal files and apps. Back up important files first. Microsoft documents both paths in its repair reinstall guidance and installation-media instructions.

A clean reinstall is the final step for persistent corruption, malware, or an unrepairable Windows installation, not the first response to a one-program error.

FAQ

Is ext-ms-win-gdi-draw-l1-1-0.dll a real Windows file?

It is a genuine Microsoft API-set contract name. It may not exist as a standalone file because the Windows loader can redirect the contract to another host binary.

Should it be in System32 or SysWOW64?

Not necessarily. Do not use either directory as a target for manual copying.

Is it part of DirectX or Visual C++?

No. Install Visual C++ only when the complete error also identifies a Visual C++ runtime file. This API-set name is not a DirectX package or graphics-driver filename.

What if DISM and SFC report no corruption?

If only one program fails, stop treating this as a missing Windows DLL. Repair or reinstall that program, verify its files, check compatibility, and contact its publisher if the official reinstall does not help.

What details matter for further diagnosis?

Record the Windows version, application or game name, complete error text, any event-log code, whether the error is 0xc000007b, and whether the failing program is 32-bit or 64-bit. Also note whether other applications fail and whether the problem began after an update, driver change, antivirus action, or failed installation.
