ext-ms-win-gdi-metafile-l1-1-0.dll is a genuine Microsoft Windows API-set contract name, but it is usually not a normal standalone DLL that you should download. Windows can resolve this virtual name internally to the implementation that provides GDI metafile functionality, historically associated with gdi32.dll.
Do not copy a file with this name into System32, SysWOW64, or an application folder. First install Windows updates, restart, then run DISM and SFC. If only one application fails, repair or reinstall that application from its official installer after repairing Windows.

What this filename means
GDI is the Windows Graphics Device Interface. Its metafile APIs are used for Windows metafiles and enhanced metafiles, which store drawing instructions instead of only storing a finished bitmap. Microsoft documents Gdi32.dll as the implementation DLL for functions such as CreateMetaFile.

Microsoft explains that an API-set name is a virtual alias resolved by the Windows loader. It does not necessarily correspond to a file with that exact name on disk. API sets beginning with ext- can also depend on the Windows edition and available API contract.

That is why a loader message naming this file does not prove that a physical file is missing. “The specified module could not be found” can also mean that another dependency in the loading chain is unavailable, incompatible, damaged, or incorrectly packaged.
What usually caused the error
The likely cause depends on how broadly the failure occurs:
-
Windows component or system-file corruption
This is more likely when several applications fail, the problem began after an update, or other Windows DLL errors appear.Quick wins for a faster PC:

An outdated application
A legacy program may use an API-set contract that is unavailable, changed, or incorrectly resolved on the current Windows version. -

A recent system change
Windows updates, disk-cleanup software, migration to another computer, or copying an installed application can leave an application in an unsupported state.
Before changing anything, note the exact error, the executable that generated it, whether other programs fail, and whether the problem started after a specific update or security event.
Fix 1: Update Windows, then repair its components
This is the safest first repair because the contract belongs to Windows API infrastructure.
Install pending updates
- Press Windows + I.
- Select Windows Update.
- On Windows 10, select Update & Security > Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately request it.
- Start the affected application again.
If the error remains, repair the component store and protected system files.
Recommended Free Tools
Run DISM and SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-image /Restorehealth
- After DISM completes, run:
sfc /scannow
- Restart Windows.
- Open the application again.
Microsoft’s documented order is DISM first and SFC second. DISM repairs the Windows component store, while SFC checks protected system files.
If SFC reports that it repaired files, restart and test the program. If it reports that it could not repair some files, run the commands again after restarting. If DISM cannot find the repair source, use a matching Windows installation source with Microsoft’s Windows image repair guidance.
When manually repeating DISM and SFC becomes guesswork, Outbyte PC Repair can scan for the underlying Windows problems and show what needs attention; its free scan identifies issues, while repair features require the full version. Reinstalling the affected application remains the definitive fix when that application is incorrectly packaged.
Use Windows 11’s repair reinstall
On a supported Windows 11 installation:
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep the computer connected to power.
This reinstalls the current Windows version while preserving apps, files, and settings. Test the application after the process completes.
Fix 2: Repair or reinstall the affected application
If only one game or program reports the error, its installation is more likely to be responsible than a global Windows failure.
Use the application’s repair feature
Open the program’s launcher and look for:
- Verify
- Verify files
- Repair
- Scan and repair
- Check installation
Run the scan, allow it to replace damaged files, restart Windows, and launch the application again.
For an application installed through Windows:
- Open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Select the affected application.
- Open its menu or Advanced options.
- Select Repair if available.
- If Repair does not help, select Reset only after preserving saves and configuration files.
Reinstall from the official source
If there is no repair option:
- Back up saved games, profiles, templates, and configuration files.
- Uninstall the application from Settings > Apps.
- Restart Windows.
- Download the current installer from the application developer or the official distribution service.
- Install it again.
- Apply its updates before launching it.
Do not copy the application directory from another computer. The executable may depend on a different Windows build, registry configuration, architecture, or runtime installation.

Fix 3: Check antivirus quarantine safely
Windows Security may have removed an application file or dependency.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open Windows Security from Start.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand a detection to see its path and details.
Do not restore a quarantined item merely because its filename appears in the error. Restore it only when you have verified that it belongs to a trusted application and is a false positive. If malware is plausible, scan the system first and reinstall the affected application from its official source instead. Microsoft describes quarantine and restoration behavior in its Protection history documentation.

A 32-bit program on 64-bit Windows does not use exactly the same loader environment as a 64-bit program. Installing a random DLL advertised as “32-bit” or “64-bit” cannot recreate the correct Windows API environment.
Try these steps:
- Check the application developer’s requirements.
- Install the latest build intended for your version of Windows.
- Right-click the application shortcut and select Properties.
- Open the Compatibility tab.
- Use compatibility mode only as a temporary test for an old program.
- Select Apply, then OK, and test the program.
If the application documentation identifies a Microsoft Visual C++ dependency, install the appropriate current Microsoft Visual C++ Redistributable from Microsoft’s supported downloads page. Install both architectures only when the application requires them. Visual C++, DirectX, and .NET are not the normal owners of this API-set contract.
Fix 5: Investigate graphics drivers only when other symptoms point there
A graphics driver is not the normal source of ext-ms-win-gdi-metafile-l1-1-0.dll. Consider a driver update only if the same program also has display corruption, crashes in graphics operations, or a separate driver error.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click the graphics adapter.
- Select Update driver.
- Select Search automatically for drivers.
- Restart Windows and test the application.
For a clean driver repair, download the current driver from the graphics hardware manufacturer, uninstall the existing package through Settings > Apps, restart, and install the official package. Do not replace the API-set name with a graphics-driver DLL.
If finding the correct model, architecture, and driver version manually is the problem, Outbyte Driver Updater can scan for outdated drivers and identify what needs updating; its free scan shows the findings, while driver installation requires the full version. This remains optional and is not a substitute for repairing the affected application.
Why regsvr32 will not fix this error
Do not run:
regsvr32 ext-ms-win-gdi-metafile-l1-1-0.dll
API-set contracts are not normally COM or ActiveX components. regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, as described in Microsoft’s regsvr32 documentation. A Windows API-set alias is not something you normally register manually.
If the error started after an update
If the application worked immediately before a Windows update:
- Open Settings.
- Select Windows Update.
- Select Update history.
- Choose Uninstall updates.
- Select the recent update associated with the change.
- Restart and test the application.
Use this only as a troubleshooting step, because removing updates can reduce security and compatibility. You can also open Settings > System > Recovery and use System Restore if a suitable restore point exists.
If every repair attempt fails, back up personal data and perform an in-place Windows repair installation. A clean installation should be the last resort.
FAQ
Is ext-ms-win-gdi-metafile-l1-1-0.dll a real file?
The name is genuine, but it is an API-set contract and may not exist as a standalone file on disk. Windows can resolve it internally to an implementation such as the GDI component associated with gdi32.dll.
Should I download it from a DLL website?
No. A downloaded file can contain malware, have the wrong architecture or Windows build, lack the required exports, or fail because another dependency is actually missing. Repair Windows and reinstall the affected application from official sources instead.
Should I copy it into System32 or SysWOW64?
No. Windows resolves API-set contracts according to the process architecture and operating-system loader. Manual copying can create additional version, signature, and dependency problems.
Do I need Visual C++, DirectX, or .NET?
Not for this API-set contract by itself. Install one of those packages only when the application documentation or a separate error identifies that dependency.
Is 0xc000007b proof that this file is the cause?
No. That code can result from several loader and architecture problems. Repair Windows, check the application installation, and investigate separately identified dependencies.
What if only one old program still fails?
Contact the program’s developer, install its current build, or run it in a supported virtual machine. If DISM and SFC succeed but the old application still fails, the program may be incompatible or incorrectly packaged rather than missing a downloadable DLL.
