If Windows reports “The program can’t start because TosAvAPI.dll is missing from your computer,” tosavapi.dll is unavailable to the application that requested it. You may also see “This application failed to start because TosAvAPI.dll was not found” or “Error loading TosAvAPI.dll. The specified module could not be found.”
The 60-second answer
tosavapi.dll is associated with Bluetooth Stack for Windows by Toshiba, not with Windows itself, Visual C++, DirectX, or .NET. The safest repair is to identify the Toshiba computer or Bluetooth adapter, uninstall any damaged Toshiba Bluetooth Stack installation, restart, and reinstall the matching package from the official Dynabook support page.

Do not download a loose copy into C:WindowsSystem32. A replacement DLL can have the wrong architecture, version, language resources, or unknown provenance, and it may not include the other files the Toshiba stack needs.

Why does the error appear?
The most likely causes are:
- Windows was reinstalled or reset. A clean Windows installation may omit Toshiba’s original Bluetooth software.
- The Toshiba stack was incompletely removed or damaged. An interrupted update, failed repair, or partial uninstall can leave startup entries pointing to a missing DLL.
- The wrong package was installed. Toshiba Bluetooth software is model- and operating-system-dependent.
- Antivirus software quarantined the file. This is possible with old or unusual components, but the file should not be restored blindly.
- The error comes from obsolete startup software. A leftover Toshiba Bluetooth component may still launch even though the hardware is no longer used.
- A dependency is missing. “The specified module could not be found” can mean
tosavapi.dllexists but cannot load another file it requires. - Broader Windows corruption is interfering with installation. This is less likely because
tosavapi.dllis third-party, but it can affect installers and drivers.
The error dialog does not always identify the actual application. Check the program named in the window, the shortcut’s Target field, Installed apps, Event Viewer, and the full path shown by any diagnostic message.
Fix 1: Reinstall the Toshiba Bluetooth Stack
This is the primary fix when the affected computer is a Toshiba or Dynabook system, or when the original Bluetooth adapter was supplied with Toshiba software.
Dynabook’s archive includes Bluetooth Stack for Windows by Toshiba v9.10.32(T), distributed as the installer TC00636200A.exe. Dynabook also lists related releases for particular models. Do not assume that the newest-looking package is correct for every computer.
Find the correct package
- Press Windows + R.
- Type
msinfo32and press Enter. - Note System Manufacturer, System Model, and System Type.
- Open Dynabook Support in your browser.
- Search for the exact model.
- Select the installed Windows version and architecture.
- Open the Bluetooth driver or Bluetooth Stack listing.
- Download the Toshiba package supplied for that model.
If the computer uses an OEM Toshiba Bluetooth adapter rather than a Toshiba laptop, identify the adapter and its original manufacturer before choosing a package.
Install the package
- Close applications that may use Bluetooth.
- Right-click the downloaded installer and select Run as administrator.
- If the Toshiba Archive Extractor appears, click Start.
- Approve the User Account Control prompt.
- Follow the setup wizard.
- Restart Windows when installation finishes.
- Test the application that reported the error.
A successful repair normally means the error no longer appears and the Toshiba Bluetooth software or adapter works normally. If the installer refuses to run, reports an unsupported operating system, or completes without restoring Bluetooth, continue with the clean reinstall below rather than copying a DLL manually.
Fix 2: Uninstall and reinstall the damaged stack
Use this sequence when Toshiba Bluetooth Stack is already installed but the error continues.

- Press Windows + R, type
appwiz.cpl, and press Enter. - Select Bluetooth Stack for Windows by Toshiba.
- Click Uninstall or Change.
- Complete the removal wizard.
- Restart the computer, even if Windows does not request it.
- Return to the model-specific Dynabook support page.
- Download the matching Bluetooth Stack package.
- Right-click the installer and choose Run as administrator.
- Complete the installation and restart again.
If the uninstall entry is broken:
- Open Settings with Windows + I.
- Select Apps → Installed apps.
- Find the Toshiba Bluetooth entry.
- Select More options → Uninstall.
- If removal fails, use Microsoft’s Program Install and Uninstall troubleshooter to repair the broken uninstall data.
- Restart and reinstall the official package.
Do not delete tosavapi.dll before uninstalling. Removing the file first can make the original package harder to repair.

Fix 3: Check the Bluetooth device and driver
A missing Toshiba application DLL can appear after a driver replacement, especially when Windows installs a generic Bluetooth driver.
- Right-click Start and select Device Manager.
- Expand Bluetooth.
- Look for the Toshiba adapter, an unknown device, or a device with a yellow warning icon.
- Right-click the device and choose Properties.
- Review the General tab for an error code.
- Open the Driver tab and record the provider and version.
- Select Update Driver → Search automatically for drivers.
- Restart Windows.
- Test Bluetooth and the affected application.
If the generic driver does not restore the Toshiba application, return to the exact Toshiba/Dynabook package. If the device is not listed under Bluetooth, check Other devices and Universal Serial Bus controllers for an unidentified adapter.
On a 64-bit Windows installation, a 32-bit application and a 64-bit application do not necessarily use the same DLL location or package. Public file catalogues have reported conflicting historical architecture records for tosavapi.dll, so do not select a replacement based on a catalogue entry. Match the complete Toshiba package to the computer and the calling application instead.
Manually switching between System32 and SysWOW64 is not a repair. On 64-bit Windows, System32 contains 64-bit system components while SysWOW64 contains 32-bit components, but the correct location is determined by the application installer.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhen identifying an outdated driver manually means checking several model pages and hardware IDs, Outbyte Driver Updater can scan for driver problems; its free scan shows what is wrong, while driver installation through the full version is optional. For this Toshiba-specific DLL, reinstalling the correct Toshiba package remains the definitive fix.
Fix 4: Check antivirus quarantine
Do not disable antivirus protection just to make the error disappear.

- Plug and Play: The Bluetooth receiver is developed for Windows systems only and does not support other systems. No driver installation is required under Windows 11/10/8.1. NOTE: Linux and MacOS , Win 7 System are NOT supported.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Click Protection history.
- Review recent quarantined items.
- Check whether the detected file is located inside the genuine Toshiba installation directory.
- Verify that the Toshiba installer came from the official Dynabook support page.
- If the file is legitimate and the security product offers a restore option, follow its verification process.
- Otherwise, remove the damaged installation and reinstall it from the official package.
- Run a full security scan.
A file named tosavapi.dll in a temporary folder, random user-profile directory, or unrelated application directory should not be trusted merely because its name matches the error. Inspect its location and digital signature before allowing it to run.
Fix 5: Remove obsolete Toshiba startup software
If you no longer use Toshiba Bluetooth features, the safest solution may be removal rather than restoration.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Open Settings → Apps → Installed apps.
- Search for Bluetooth Stack for Windows by Toshiba.
- Select Uninstall.
- Restart Windows.
- Open Task Manager with Ctrl + Shift + Esc.
- Select Startup apps.
- Disable a clearly identified Toshiba Bluetooth startup entry if it remains and Bluetooth is not required.
- Restart and confirm that the error no longer appears.
Do not disable unrelated startup entries based only on a similar name. If the computer still needs Bluetooth, install the current driver supplied for the adapter or use Windows’ built-in Bluetooth support if the hardware and Windows version support it.
Very old Toshiba stacks may not run correctly on current Windows releases. Forcing an unsupported legacy installer is less reliable than using the current hardware driver or removing the obsolete software.
Fix 6: Repair Windows components only when Windows has broader problems
tosavapi.dll is not normally restored by System File Checker because SFC primarily repairs protected Microsoft Windows files. Run these commands when Windows has other corruption symptoms, installers fail generally, or system components are damaged.
- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Approve User Account Control.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Retry the Toshiba installer.
Successful DISM and SFC results indicate that Windows component repair completed, not that Toshiba’s DLL was necessarily restored. If the Toshiba error remains, reinstall the parent Bluetooth package.

When repeatedly running DISM and SFC without knowing what changed becomes time-consuming, Outbyte PC Repair can provide a scan showing detected problems; its free scan identifies issues, while repair through the full version is optional. It does not replace the official Toshiba package when that package is the missing component.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why regsvr32 usually does not help
regsvr32 is intended for DLLs that provide the registration entry point required by ActiveX or COM components. There is no established evidence that tosavapi.dll is a self-registering COM DLL.
Running:
regsvr32 tosavapi.dll
may produce an error such as “The module was loaded but the entry-point DllRegisterServer was not found.” That does not prove Windows is damaged. It means the DLL was not designed for that registration method.
Do not use regsvr32 as a general missing-DLL repair command.
Avoid loose DLL downloads
Downloading tosavapi.dll from a random DLL catalogue is unsafe and usually incomplete. The file may be:
- The wrong Toshiba release
- The wrong 32-bit or 64-bit architecture
- Missing required dependencies
- Modified or tampered with
- Intended for a different Windows version or application
A file copied into System32 can also create a second problem by causing Windows or another application to load an incompatible component. Use the official Dynabook model-specific installer, Windows Update, or the Bluetooth hardware manufacturer’s current driver instead.
If System Restore is relevant
If the error began immediately after a driver or software change, System Restore may undo that change.

FAQ
Is tosavapi.dll a Windows file?
No evidence identifies it as a Microsoft Windows component. It is associated with Toshiba’s Bluetooth Stack for Windows.
Should I install Visual C++ Redistributable?
Not as the first response. tosavapi.dll belongs to Toshiba Bluetooth software, so restore or remove that parent package first.
Is the file always 32-bit?
No. Public records conflict about historical builds and architecture. Use the complete package matched to the computer and calling application.
Where should I copy the DLL?
Nowhere manually. The Toshiba installer places application files and dependencies in the locations expected by its software.
Why does Windows say the module could not be found when the file exists?
The DLL may be present while one of its dependencies is missing, the application may be loading a different copy, or the installed package may be incompatible.
How do I find the program calling it?
Check the error dialog, the shortcut’s Target, Installed apps, Task Manager startup entries, and Event Viewer → Windows Logs → Application. Record the executable name, file path, Windows version, computer model, and recent change before repairing.
What if none of these fixes works?
Confirm whether the computer still needs Toshiba Bluetooth software. If it does, contact the computer or adapter manufacturer with the model and Windows version. If it does not, remove the obsolete stack and investigate the remaining startup entry rather than forcing an old DLL into Windows.
