“The program can’t start because ext-ms-win-gdi-metafile-l1-1-1.dll was not found.” The ext-ms-win-gdi-metafile-l1-1-1.dll message usually points to a Windows loader, servicing, or application-dependency problem, not a DLL you should download manually.
Which fix applies to you
Use this quick diagnosis before changing anything:
- Every application fails: repair Windows with Windows Update, DISM, and SFC.
- Only one game or program fails: repair or reinstall that application first.
- The problem began after an update: finish Windows Update, restart, then run DISM and SFC.
- Your antivirus recently detected or removed a system file: inspect its quarantine history before restoring anything.
- The error includes
0xc000007b: check for incompatible 32-bit and 64-bit dependencies, but do not assume this particular API-set belongs to Visual C++. - You found advice to use
regsvr32: do not use it for this file. - You are considering a DLL download site: stop. This name is an API-set contract and may not represent a normal standalone DLL on disk.
What ext-ms-win-gdi-metafile-l1-1-1.dll actually is
ext-ms-win-gdi-metafile-l1-1-1.dll is a genuine Microsoft Windows API-set contract associated with GDI metafile functionality. Microsoft describes API-set names as virtual aliases that allow the Windows loader to route an application’s calls to the appropriate physical implementation. They do not necessarily correspond to one ordinary DLL file that you can safely copy between computers. See Microsoft’s documentation on Windows API sets.

The gdi-metafile portion refers to Windows graphics functionality that records drawing operations in a device-independent format. Windows-format metafiles are an older graphics format retained largely for compatibility. Microsoft explains this functionality in its documentation for metafiles and Windows-format metafiles.

1. Install Windows updates and restart
A failed update or incomplete servicing operation can leave the loader unable to resolve a Windows API contract correctly.
- Press Windows + I to open Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not insist that you do so.
- Launch the affected program again.
If the error disappears, the problem was likely an incomplete Windows component update. If it remains, continue with the repair commands below.
2. Repair Windows with DISM and SFC
Microsoft recommends repairing the Windows component image with DISM before checking protected system files with System File Checker. These commands should be run from an elevated Command Prompt.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Restart Windows after SFC completes.
- Test the affected application.
DISM repairs the Windows component image, while SFC checks protected Windows files and replaces damaged copies when possible. Microsoft documents this sequence in Using System File Checker in Windows and Repair a Windows image.
If DISM reports that source files could not be found, connect to Windows Update and run the command again. A matching Windows installation source may be required. Do not copy a DLL from another computer into C:WindowsSystem32.
Repeating DISM and SFC without knowing what changed can make troubleshooting slow. Outbyte PC Repair can scan for system issues and show what needs attention, while repairs are performed by the full version; it is optional, and repairing or reinstalling the affected program remains the definitive fix when only one app fails.
If SFC cannot repair files

- Run DISM again.
- Run

Microsoft also documents Windows Update corruption handling and the CBS log in Fix Windows Update corruptions.
3. Repair or reinstall the affected game or application
When Windows and other programs work normally, a damaged application installation is more likely than global Windows corruption.
Use the application’s repair option
- Open Settings with Windows + I.
- Select Apps.
- Choose Installed apps.
- Find the affected program.
- Click the three-dot menu beside it.
- Select Advanced options, if available.
- Click Repair.
- Test the program.
- If it still fails, use Reset only if you are comfortable losing the program’s local settings.
For a game launcher, use its Verify, Scan and repair, or Verify integrity of game files function. The wording varies by launcher. This replaces damaged application files without requiring a random system DLL.
If repair does not work:
- Back up save files and custom settings.
- Uninstall the application from Settings > Apps > Installed apps.
- Restart Windows.
- Download the installer from the application developer or launcher you normally trust.
- Install the current version.
- Launch it once before restoring modifications or third-party add-ons.
A single old game failing may indicate a damaged installation, an obsolete 32-bit dependency, or an application compatibility problem. It does not prove that Windows is missing a downloadable file named ext-ms-win-gdi-metafile-l1-1-1.dll.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems4. Check antivirus quarantine
Security software may quarantine a file after an update, application installation, or malware cleanup.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Click Protection history.
- Look for an event connected with the time the error began.
- Read the detection name and affected path carefully.
- Update Windows Security definitions.
- Run a full scan.
Restore a quarantined file only when the security product identifies it as a Microsoft-signed Windows component and the detection has been confirmed as a false positive. If the detection concerns an application file, reinstall the application from its official source instead.
Do not disable antivirus protection just to make an unknown DLL load.
5. Check 32-bit and 64-bit dependencies
A 32-bit application running on 64-bit Windows uses different dependency paths from a native 64-bit application. This matters especially for older games and utilities, and it can produce 0xc000007b.
The API-set name itself does not prove that you need a separate downloadable 32-bit copy. First identify the failing executable and its required runtime.
If the complete error points to a C/C++ runtime:
- Use Microsoft’s latest supported Visual C++ Redistributable downloads.
- Install the package matching the application architecture.
- A 32-bit application commonly requires the x86 package, even on 64-bit Windows.
- A 64-bit application generally requires the x64 package.
- Repair an existing package from Settings > Apps > Installed apps if that option is available.
- Restart Windows and test the application.
The official package names include vc_redist.x86.exe, vc_redist.x64.exe, and vc_redist.arm64.exe. Visual C++ packages provide C and C++ runtime libraries. They should not be described as the owner of this Windows API-set contract.
Do not install every runtime blindly. Keep older side-by-side versions when an older application requires them, but install only the architecture and runtime identified by the application’s error or dependency documentation.

6. Update or reinstall graphics and chipset drivers
A driver problem is not the first explanation for this filename, but driver updates can matter when the failure began after graphics software, a Windows upgrade, or a hardware change.
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click your graphics device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows.
For a clean vendor installation, download the driver from the graphics hardware manufacturer’s official support page. If the issue began immediately after an update:
- Open Device Manager.
- Expand Display adapters.
- Right-click the graphics device and select Properties.
- Open the Driver tab.
- Select Roll Back Driver, if available.
- Restart and test the application.
Driver hunting across multiple hardware components can be tedious, and choosing an incorrect package can create another problem. Outbyte Driver Updater can scan for outdated drivers and identify the required installation, while driver updates are installed by the full version; it is optional and does not replace application repair or Windows servicing.
7. Use System Restore if the timing is clear
If the error started after a Windows update, driver installation, cleanup operation, or malware removal, System Restore may undo the change without removing personal files.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point dated before the failure.
- Click Scan for affected programs if available.
- Review the result.
- Click Next, then Finish.
- Allow Windows to restart.
Use this only when a suitable restore point exists. Back up important personal files first.
Why regsvr32 does not fix this error
regsvr32 is intended for certain registerable DLLs that expose the COM DllRegisterServer entry point. An API-set contract is a loader mapping, not a normal COM component.
Running a command such as this is therefore inappropriate:
regsvr32 ext-ms-win-gdi-metafile-l1-1-1.dll
It may report that DllRegisterServer was not found, and it will not rebuild Windows API-set mappings. Do not register, replace, or manually rename files in System32.

Do not download this DLL manually
Random DLL downloads are risky because the file may be:
- Unsigned or modified.
- Built for a different Windows release.
- The wrong architecture.
- Malware.
- Irrelevant because the name is a virtual API-set alias rather than a normal physical DLL.
- Unable to repair the real component-store or application problem.
Use Windows Update, Microsoft’s DISM and SFC guidance, the application developer’s official installer, and Microsoft’s official runtime packages instead.
What to collect if the error remains
Before asking for more help, record:
- Windows edition and build from
winver. - The complete error text and code.
- The exact application or game executable that fails.
- Whether the application is 32-bit or 64-bit.
- Whether every application fails or only one.
- Whether the issue began after Windows Update, installation, cleanup, cloning, migration, or malware removal.
- Whether antivirus quarantined anything.
- The final results from DISM and SFC.
- Any application installer or launcher repair logs.
If DISM and SFC both succeed but one application still fails, stop downloading DLLs. Focus on dependency tracing, application compatibility, the application’s own installer logs, and a clean reinstall.
FAQ
Is ext-ms-win-gdi-metafile-l1-1-1.dll a real Windows file?
It is a real Microsoft API-set contract name associated with GDI metafile functionality. It is not necessarily a standalone physical DLL that appears with that exact name on every Windows build.
Is it part of Visual C++ 2015?
There is no authoritative basis for treating this API-set contract as a Visual C++ 2015 file. Visual C++ repair is appropriate only when the error identifies a C/C++ runtime dependency.
Should I copy it into System32 or the game folder?
No. Copying a random file can introduce malware, architecture mismatches, signature problems, and version conflicts. It also leaves the underlying Windows or application problem unresolved.
Does 0xc000007b mean I need a 32-bit DLL?
Not automatically. The code often involves incompatible dependencies, but the correct fix depends on the failing executable and the runtime it actually requires.
What if only one old game fails?
Repair or reinstall that game first, then check its launcher files and required 32-bit dependencies. If other applications work, an application-specific problem is more likely than system-wide corruption.
