1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsext-ms-win-ole32-clipboard-ie-l1-1-0.dll is usually a Windows API-set contract, not a normal DLL that you should download. When Windows reports that ext-ms-win-ole32-clipboard-ie-l1-1-0.dll is missing or could not be loaded, identify the program that triggered the message and repair that program first.
What this name means
Windows API-set names are loader contracts. They provide an abstract name that Windows maps to an appropriate implementation DLL for that Windows version. The contract does not necessarily correspond to a physical file with the same name on disk.

| Type | Windows API-set contract name |
| Related Windows functionality | OLE and clipboard operations |
| Normal download package | None |
| Likely cause | A broken, outdated, or incompatible application |
| Other possibilities | Windows component corruption, antivirus quarantine, or a recent system change |
A public API-set history records this contract in Windows 8-era data and marks it discontinued in Windows 8.1-era data. That is a compatibility clue, not proof that every copy of Windows handled the contract identically.
Error messages you may see
Common wording includes:
- “The program can’t start because ext-ms-win-ole32-clipboard-ie-l1-1-0.dll is missing from your computer.”
- “The code execution cannot proceed because ext-ms-win-ole32-clipboard-ie-l1-1-0.dll was not found.”
- “There was a problem starting ext-ms-win-ole32-clipboard-ie-l1-1-0.dll.”
- “The specified module could not be found.”
- “ext-ms-win-ole32-clipboard-ie-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
“The specified module could not be found” does not always mean that the named contract itself is absent. The application may have another missing dependency, an invalid import, or a compatibility problem that causes the loader to report this name.
Fix 1: Identify and repair the application
This is the most likely solution when only one game or program fails.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →First, note the application name shown in the error or identify which program you launched immediately before the message appeared. Do not assume that Windows itself is broken simply because the error contains a Microsoft-style name.
Repair an installed Windows application
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the application again.
If Repair is unavailable or does not help, return to the same screen and choose Reset only if you understand that it may remove the application’s settings or local data.
For older Control Panel programs:
- Press Windows + R.
- Type
appwiz.cpl. - Press Enter.
- Select the affected program.
- Choose Change, Repair, or the program’s maintenance option.
Update or reinstall the program
Download updates only through the application’s built-in updater, its official launcher, or the developer’s official website. For a game, open its launcher and look for Verify files, Verify integrity, Repair, or an equivalent command.
If verification reports damaged files:
- Close the game or application.
- Run the launcher’s repair or verification process.
- Restart Windows.
- Launch the program again.
If the problem remains, uninstall and reinstall the application from its official installer. Back up saved games, profiles, templates, or other personal data first.
A clean reinstall is particularly important if the application was copied from another computer, moved between drives, partially removed by cleanup software, or interrupted during an update.
How to tell whether this worked: the application opens without the loader message. If other programs continue to work normally, the application remains the most likely source of the problem.

Fix 2: Install Windows updates
A Windows servicing update may correct loader, compatibility, or component problems.
- Open Settings with Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Return to Windows Update and check again.
If the error began after an interrupted update, allow Windows to finish pending restarts before testing the application.
Fix 3: Repair Windows with DISM and SFC
Use these commands when several unrelated applications fail, Windows reports other missing system components, or the issue began after an interrupted update.
Run DISM
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for the command to finish. It may take some time and can appear to pause.
Run System File Checker
After DISM completes, run:
sfc /scannow
Do not close the window until verification reaches 100 percent. Restart Windows when it finishes, then test the affected application.
Microsoft describes DISM in its Windows image repair documentation and SFC in its System File Checker documentation.
If DISM says that source files could not be found, Windows may need a suitable installation image or matching repair source. Do not use a random DLL as the source. The repair source must closely match the installed Windows version.
Repeating SFC and DISM without checking what they reported rarely helps. Outbyte PC Repair can show a scan of potential Windows problems, while its full version performs the repair; it is optional, and reinstalling the affected application remains the definitive fix when that program is the cause.
How to tell whether this worked: SFC may report that it found and repaired corrupted files. After restarting, test the program again. If DISM and SFC report no corruption, focus on the application, its private dependencies, or Windows compatibility.
Fix 4: Check antivirus quarantine
Security software can quarantine an application file or a Windows component. Do not restore a quarantined item solely because its name resembles a Windows file.

In Windows Security:
- Open the Start menu.
- Type Windows Security.
- Open it.
- Select Virus & threat protection.
- Select Protection history.
- Open the relevant detection.
- Check the file path, detection name, publisher, and affected application.
If the item belongs to a trusted application and the vendor confirms that it is legitimate, follow the security product’s restoration process. If the publisher or origin is unclear, leave it quarantined and run a full scan.
To start a full scan:
- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
If malware is suspected, use the available offline scan option. Microsoft explains these choices in its Windows Security protection history guide and virus and threat protection guidance.
Fix 5: Check 32-bit and 64-bit compatibility
A 32-bit application running on 64-bit Windows can use a different loader path from a 64-bit application. This is one reason copying a DLL based on a download-page label is unsafe.
To check your Windows architecture:
- Open Settings.
- Select System.
- Select About.
- Read System type.
Also check whether the affected program has a current 32-bit or 64-bit build. Use the version recommended by the application developer. Do not place files from one architecture into System32, SysWOW64, or the application directory.
Recommended Free Tools
Compatibility mode may help some old applications:
- Right-click the application’s shortcut or executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose a Windows version suggested by the vendor.
- Select Apply, then OK.
- Test the program.
Compatibility mode cannot recreate a Windows API contract that the current operating system no longer supports. If the program was built for an older Windows release, a newer version from the developer or a supported older Windows environment may be required.
Fix 6: Reinstall or update drivers only when timing points to a driver
A driver is not the normal first suspect for this API-set error. Consider it when the message began immediately after a graphics, chipset, storage, or device-driver change, especially if multiple applications now fail.
Update through Windows Update
- Open Settings.
- Select Windows Update.
- Select Advanced options.
- Select Optional updates.
- Expand Driver updates, if present.
- Install the relevant driver.
- Restart Windows.
Check Device Manager
- Right-click the Start button.
- Select Device Manager.
- Expand the category for the affected hardware.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Review the driver date and provider.
- Use Update Driver or Roll Back Driver when the timing clearly matches the problem.
Use the hardware manufacturer’s official driver when Windows Update does not provide a suitable version. Outbyte Driver Updater can scan for outdated drivers, while its full version performs driver installation; it is optional, and it cannot replace repairing an application with an incompatible import.
Fix 7: Use System Restore after a clearly timed change
System Restore is appropriate when the error began immediately after a driver, update, or software installation and a suitable restore point exists.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Finish and allow Windows to restart.
System Restore affects system files, drivers, registry settings, and installed programs, but it does not normally remove personal documents. Microsoft explains the process in its System Restore guide.

Do not download the DLL from a random website
A manually downloaded copy may contain malware, target the wrong Windows architecture, have the wrong version, or fail to fix the actual missing dependency. The name may be a loader contract rather than a standalone file.

Use Windows Update, Windows servicing tools, matching Windows installation media, and the affected application’s official installer instead.
Do not copy it into system folders
Do not place a downloaded file in System32, SysWOW64, or beside the application. This can create version, architecture, signature, and security problems while hiding the real compatibility issue.

Do not use regsvr32 for this contract
regsvr32 registers COM or other self-registering DLLs that provide a DllRegisterServer entry point. An API-set contract is not repaired by registration, so commands such as these are generally irrelevant:
regsvr32 ext-ms-win-ole32-clipboard-ie-l1-1-0.dll
Do not run that command unless the application developer specifically identifies a separate, self-registering DLL and provides the correct architecture-specific instructions.
Do not install unrelated runtimes automatically
Visual C++ Redistributable, DirectX, and .NET may be required by a particular application, but none is indicated solely by this API-set name. Install a runtime only when the application’s official requirements or a separate error identifies it.
Frequently asked questions
Is this a real DLL?
It is a genuine Microsoft API-set contract name, but it is not necessarily a physical file that should exist on your computer. Windows can redirect the contract to a host implementation such as OLE32 functionality.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Which application is causing the error?
The program that was starting when the message appeared is the likely caller. Check its launcher, repair options, event logs, and installation files. No specific game or application can be identified from this filename alone.
Will installing Visual C++ fix it?
Not usually. Install Visual C++ only if the application’s vendor requires it or the error names a Visual C++ runtime file.
Why does the message say “module not found” if the contract is not a normal file?
The Windows loader reports the name involved in the failed import or dependency chain. The underlying problem may be a missing private dependency, damaged application files, or an unsupported API import.
What information should I collect if nothing works?
Record the application name, exact error text, Windows edition and build, system architecture, application architecture if known, recent updates or antivirus actions, and any related Event Viewer entry. Also note whether other applications fail. This information distinguishes an application problem from broader Windows corruption.
