It is not a normal Visual C++ Redistributable, DirectX, .NET, game, or driver DLL.
The important detail is that this name may not exist as a physical file on a healthy Windows 10 or Windows 11 installation. Microsoft describes API-set names as virtual aliases that the Windows loader maps to an underlying implementation. In this case, the related implementation is Rasapi32.dll, which provides functions such as RasDial for remote-access connections. See Microsoft’s documentation for Windows API sets, API-set loader operation, and RasDial.
That means searching System32 or SysWOW64 for this exact filename is not a reliable test. The error usually points to one of three problems:
- The affected application has an obsolete or invalid dependency.
- The application’s installation or one of its dependencies is damaged.
- Windows has component-store or protected-file corruption.
The safest solution is to identify the program that fails, then repair or reinstall that program before attempting system-wide repairs.

Fix 1: Identify the program that fails
Time needed: 5 to 10 minutes
Start with the exact executable, launcher, installer, or service showing the message. Do not assume the filename belongs to a VPN, modem utility, game, or a particular launcher. Microsoft user reports associate this type of API-set error with different applications, but they do not establish one specific product as the owner.
Check when the error appears:
- Write down the full error message.
- Note whether it appears when starting a game, opening an application, installing software, or signing in to Windows.
- Check whether the message also contains
0xc000007b, “not designed to run on Windows,” or another missing module. - Note whether one program fails or several unrelated programs fail.
- Check whether the issue began after an application update, Windows update, antivirus action, disk cleanup, or manual DLL replacement.
If only one application fails, focus on that application’s installation. If multiple applications fail, continue to the Windows repair steps below.
Also check the executable’s architecture when the information is available. A 32-bit application needs its supported 32-bit dependencies, while a 64-bit application needs compatible 64-bit components. Error 0xc000007b often indicates a broader mixed-binary or dependency problem, not proof that this particular API-set contract is the sole cause.
Fix 2: Update or repair the affected application
Time needed: 10 to 20 minutes
This is the most likely fix when one game or program refuses to start.
Use the application’s built-in repair option
For a launcher or game client:
- Open the launcher.
- Select the affected game or application.
- Open its settings, properties, or manage menu.
- Choose Verify, Verify integrity, Repair, or Scan and repair.
- Wait for the launcher to replace incomplete files.
- Restart Windows and launch the program again.
The wording differs between launchers, but the purpose is the same: compare the installed files with the publisher’s current package and download only what is missing or damaged.
Repair an installed Windows application
For applications installed through Windows:
- Open Start > Settings > Apps > Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair and test the application.
- If it still fails, select Reset if available.
Reset can remove application settings or local data, so back up saves, profiles, or configuration files first.

For a traditional desktop program:
- Press
Windows + R. - Type
appwiz.cpland press Enter. - Select the affected program.
- Choose Repair or Change if the installer provides that option.
- Complete the repair and restart Windows.
Reinstall from the official publisher
If repair does not help:
- Back up saves, settings, profiles, and license information.
- Uninstall the affected application.
- Restart Windows.
- Download the current installer from the software publisher or the application’s official launcher.
- Install the version matching your Windows architecture and hardware.
- Test the program before restoring modified files or third-party patches.
Do not copy an old API-set stub into the application’s folder. A copied file can have the wrong architecture, conflict with the loader, become a DLL-hijacking risk, or hide the real problem.
Fix 3: Install Windows updates and restart
Time needed: 10 to 30 minutes, plus download time
Updates can repair Windows servicing components and loader mappings, although they will not fix a third-party executable that imports an obsolete contract incorrectly.
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart when Windows requests it.
- Return to Windows Update and check again until no further updates are offered.
- Test the affected application.
If the error began immediately after an update, open Windows Update > Update history and note the recent change. Do not remove an update casually, but Windows recovery options can help if the timing is clear.
Fix 4: Repair Windows with DISM and SFC
Time needed: 15 to 45 minutes
Use these tools when several programs fail, Windows reports missing system components, Windows Update is broken, or you suspect damaged protected files. DISM repairs the Windows component store. SFC then checks protected system files and replaces damaged copies.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Choose Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected application.

If DISM cannot obtain repair files through Windows Update, use a matching Windows installation source. Replace the example path with the correct source on your system:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Do not use a source from a different Windows edition or incompatible build.
To inspect the detailed SFC results:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
Open sfcdetails.txt from the desktop after the command completes.
Running these commands does not guarantee that an old application will understand a discontinued API-set contract. DISM and SFC repair Windows components, not faulty third-party imports.
Repeating DISM and SFC manually can make it difficult to see what changed. Fix 5: Check antivirus quarantine and remove manual DLL copies
Time needed: 5 to 15 minutes
Security software can quarantine a damaged or suspicious file. A failed cleanup can also leave an application’s installation incomplete.
- Open Start > Settings > Privacy & security > Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent actions involving the affected application.
- Open your antivirus application’s quarantine or history page as well.
- Restore a file only if you can verify that it is the original signed file and the detection is a false positive.
- Otherwise, leave it quarantined and reinstall the application from its official source.
If you previously copied a file named ext-ms-win-ras-rasapi32-l1-1-0.dll into an application folder, remove that copy only after closing the program, then run the application’s repair or reinstall it. A same-named file outside normal Windows component locations should be treated cautiously and checked for a valid Microsoft signature.
Run a full Windows Security scan if the file appeared after an unknown download or suspicious installer.

Fix 6: Reinstall a related VPN or remote-access package only when it is clearly involved

RAS refers to Windows Remote Access Service APIs. It does not prove that the failing program is a VPN client or that you currently use dial-up networking.

For a clearly identified vendor package:
- Open Start > Settings > Apps > Installed apps.
- Find the VPN or remote-access software.
- Select its menu and choose Uninstall.
- Restart Windows.
- Download the current installer from that vendor’s official source.
- Install the version matching Windows and your system architecture.
- Test the application.
Do not use Device Manager as a general solution for this API-set error. If a vendor’s installer specifically includes a network driver, you can inspect it through Start > Device Manager > Network adapters, right-click the relevant device, and choose Update driver or Uninstall device only when the vendor’s instructions require it.
Driver updates are low priority here because this is an API-set contract, not evidence of a missing hardware driver. There is no standalone Microsoft redistributable package for this API-set contract. Microsoft does provide official Visual C++ Redistributable packages, but those install C and C++ runtime libraries and do not recreate this RAS API-set mapping.

Do not run:
regsvr32 ext-ms-win-ras-rasapi32-l1-1-0.dll
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. API-set contracts are not documented as self-registering COM components, so registration is irrelevant and may produce an entry-point error. See Microsoft’s regsvr32 documentation.

Historical Windows inventories list related API-set stubs in Windows 8 and Windows 8.1, while reverse-engineered API-set history records changes in later Windows versions. Those historical records are not current download instructions and do not prove that the same-named file should be present on Windows 10 or Windows 11.
FAQ
Is this a real Windows file?
It is a real Windows API-set name, but it may be only a virtual contract rather than a physical DLL on disk. Its absence from System32 or SysWOW64 does not by itself prove that Windows is damaged.
Is it part of Visual C++, DirectX, or .NET?
No evidence supports those associations. Reinstalling those runtimes may fix a separate dependency error, but it does not specifically restore this RAS API-set contract.
Does RAS mean my VPN is broken?
Not necessarily. RAS means Remote Access Service, a Windows API family. A normal application can reference the API without being a VPN client or dial-up tool.
Which program installed this file?
The filename alone cannot identify a particular game, launcher, VPN, or installer. The executable that displays the error is more useful than the API-set name. Repair that program first.
Should I install both x86 and x64 Visual C++ packages?
Only when the affected application or its publisher requires them. They can repair unrelated runtime errors, but they are not a substitute for application repair or Windows component repair.

When should I reinstall Windows?
Only after repairing the application, updating Windows, and completing DISM and SFC. Back up personal files first. Microsoft’s Windows recovery options cover System Restore, update removal, reset, and in-place recovery paths.
What information should I give the publisher?
Provide the exact error text, Windows edition and build, application version, executable path, whether it is 32-bit or 64-bit, launcher logs, recent system changes, and the results of the application’s repair and Windows component checks.
