ext-ms-win-rometadata-dispenser-l1-1-0.dll is usually not a normal DLL that you should download and copy into a folder. ext-ms-win-rometadata-dispenser-l1-1-0.dll is a Windows API-set contract, and the safest fix depends on whether every application is failing or only one game or program.
Microsoft describes API-set names as virtual aliases that the Windows loader maps to a physical system component. This contract is associated with Windows metadata services hosted by Rometadata.dll, which provides the MetaDataGetDispenser API on supported Windows versions. The alias itself is not necessarily a standalone file that should appear in System32 or SysWOW64.

The error may appear as:
- “The program can’t start because ext-ms-win-rometadata-dispenser-l1-1-0.dll is missing from your computer.”
- “The specified module could not be found.”
- “The code execution cannot proceed because ext-ms-win-rometadata-dispenser-l1-1-0.dll was not found.”
- “ext-ms-win-rometadata-dispenser-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
The wording varies between applications. “The specified module could not be found” can also mean that another dependency required by the application is missing, even when the named API-set contract is not the real root cause.
First, identify the scope of the failure
Before changing Windows, establish whether this is a system problem or an application problem.

- Write down the full error message.
- Note the application or game that displays it.
- Start two unrelated programs, such as Notepad and Windows Settings.
- Try another application that uses similar Windows components.
- Check whether the problem began after a Windows update, cleanup utility, antivirus event, disk problem, or application reinstall.
- If possible, test the affected program from another Windows user account.
If several unrelated applications fail, Windows component corruption or an incomplete upgrade becomes more likely. If only one program fails, repair or reinstall that program before attempting a major Windows repair.
Also record whether you are using Windows 10 or Windows 11, whether Windows Update works, and whether the application is 32-bit or 64-bit. Do not use an old catalog file based only on its reported size or architecture.
Fix 1: Repair or reinstall the affected application
Time needed: 10–30 minutes
When one game or application is the only failure, this is the safest first fix. The program may have an incomplete installation, a damaged private dependency, or an incompatible file in its own installation folder.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesUse Windows app repair
For a Microsoft Store application:
- Open Start and select Settings.
- Select Apps.
- Open Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not help, return to the same screen and select Reset, if available. Resetting can remove local application data, so use it only after checking whether the program stores saves or settings locally.
For a traditional desktop application:
- Open Start.
- Search for Control Panel and open it.
- Select Programs, then Programs and Features.
- Select the affected application.
- Choose Repair or Change, if offered.
- Follow the installer prompts and restart Windows.
Game launchers commonly provide their own repair option. Open the launcher, select the game, and look for Verify files, Repair, or a similar command. The exact name depends on the launcher. This checks the application’s installed files rather than trying to replace a Windows API-set alias.
If repair fails, uninstall the application, restart Windows, and reinstall it from the developer’s official installer or the official store where you obtained it. Do not copy the missing filename from another computer.
Check antivirus quarantine
Security software may quarantine an application file or dependency.

- Look for an event matching the date the application stopped working.
- Check the file path, publisher, and digital signature before restoring anything.
- If the file is clearly legitimate, restore it and reinstall or update the application from its official source.
- Run a full scan afterward.
Do not permanently disable antivirus protection to make one application start. If the quarantine entry is unclear, leave the file isolated and reinstall the application instead.
A successful repair normally produces one of two results: the application starts normally, or the error changes to name a different missing dependency. A new dependency error is useful because it identifies the next component that needs repair.
Fix 2: Install Windows updates and repair system components
Time needed: 15–45 minutes
Use this fix when multiple programs fail, Windows recently experienced an interrupted update, or the error appeared after system cleanup or disk corruption.
Install pending updates
- Open Start and select Settings.
- In Windows 11, select Windows Update.
- In Windows 10, select Update & Security, then Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart when Windows requests it.
- Check for updates again after restarting.
If Windows Update itself reports errors, troubleshoot Windows Update before relying on it as a repair source. A damaged component store may prevent both updates and automatic system repair from completing.

Run DISM, then SFC
Microsoft recommends running Deployment Image Servicing and Management before System File Checker. DISM repairs the Windows component store, while SFC checks protected system files against that repaired store.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Then run:
sfc /scannow
- Leave the window open until verification reaches 100 percent.
- Restart Windows and test the affected application.
If DISM reports that the restore operation completed successfully and SFC reports that it found no integrity violations, the Windows component repair completed normally. If SFC reports that it repaired corrupted files, restart before testing. If it reports that some files could not be repaired, run the commands again after confirming that Windows Update is working.
Outbyte PC Repair can show what needs attention when you are tired of repeating SFC and DISM without knowing what changed; its free scan identifies issues, while repair requires the full version, and it is not required for this fix.
If DISM cannot find source files, do not download the API-set from a random DLL site. Microsoft documents using a matching Windows installation source with:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the path to a matching Windows installation source. The source must correspond to the installed Windows edition and architecture.
Fix 3: Reinstall Windows 11 through Windows Update
Time needed: 30–90 minutes
If you are running Windows 11 and DISM and SFC do not resolve the problem, Windows includes an in-place repair option on supported systems.
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the on-screen instructions.
- Keep the computer connected to power and the internet.
This reinstalls the same Windows version while preserving applications, personal files, and settings. Back up important files before beginning any operating-system repair.
If the option is unavailable, use a matching installation source or consider System Restore if the failure began immediately after a known update or software installation.
Fix 4: Check architecture and application dependencies
Time needed: 10–30 minutes
A 32-bit application and a 64-bit application use different loader contexts. A file copied from the wrong architecture may be ignored, rejected, or create a new problem.
To check an application’s architecture, consult its official documentation or installer requirements. You can also inspect the application executable with a trusted diagnostic tool, but do not replace system files based only on a “32-bit” label.
If only the application fails:
- Update it from its official launcher or developer website.
- Use its built-in Repair or Verify files option.
- Reinstall the application if repair does not work.
- Reinstall only the runtimes specifically listed by that application’s official requirements.
There is no verified evidence that a particular Visual C++ package, DirectX installer, .NET redistributable, game, or driver package normally owns this API-set contract. Installing unrelated runtime packages can add clutter without repairing the actual dependency chain.

Fix 5: Update a related driver only when evidence points to it
Time needed: 15–30 minutes
Drivers are not the normal first suspect for this API-set error. Consider a driver update only if the application also crashes with graphics, audio, storage, or device errors, or if Device Manager reports a problem.

Outbyte Driver Updater can reduce the manual work of checking many devices and versions; its free scan identifies outdated drivers, while installation through the full version is optional, and a driver update is not a substitute for repairing the affected application.
Do not use regsvr32 on this filename
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer, typically COM or ActiveX components. An API-set contract is a loader alias, not a normal self-registering component.
Running this command is therefore not an appropriate fix:

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why downloading the file is risky
Do not download ext-ms-win-rometadata-dispenser-l1-1-0.dll from an unofficial DLL catalog and place it in System32, SysWOW64, or the application folder. A copied file may be unsigned, malicious, from the wrong Windows release, the wrong architecture, or irrelevant because the missing item is actually a dependency or the physical host component.
Microsoft’s API-set documentation explains why the filename can appear in diagnostics even when no standalone file with that exact name is visible. The official repair paths are Windows Update, DISM, SFC, an in-place Windows repair, and the affected application’s official installer.

FAQ
Is this file part of Windows, .NET, Visual C++, or DirectX?
The filename is a Windows API-set contract associated with Windows metadata handling. It is not identified as a standalone .NET, Visual C++, or DirectX redistributable file. A particular application may trigger the error while loading its dependencies.
Why can Windows mention the file if I cannot find it?
The loader can report an API-set alias while resolving it to a physical Windows implementation. Microsoft documents API-set names as virtual aliases, so the exact contract name does not have to correspond to a user-replaceable file.
Should I copy it to System32 or SysWOW64?
No. Do not copy a catalog file into either directory. Repair Windows or reinstall the affected application from an official source.
Does this always mean Windows is corrupted?
No. If only one program fails, its installation or one of its private dependencies may be the problem. If many programs fail, Windows corruption becomes more plausible.
What if SFC repairs files but the application still fails?
Restart Windows and test again. If the error remains, repair or reinstall the affected application and check whether it loads an incompatible private DLL from its installation folder.
