“ext-ms-win-wer-reporting-l1-1-0.dll” was not found
The ext-ms-win-wer-reporting-l1-1-0.dll error usually means Windows cannot resolve an API dependency while starting an application. ext-ms-win-wer-reporting-l1-1-0.dll is an API-set contract associated with Windows Error Reporting, not a normal Visual C++ or DirectX redistributable file.
Do not begin by downloading a replacement DLL. API-set names are virtual aliases used by the Windows loader, and the alias may not exist as a standalone file on your computer. Microsoft explains this API-set behavior in its Windows API sets documentation.

Which fix applies to you
- Several unrelated programs fail, or several API-set DLLs are mentioned: repair Windows with Windows Update, DISM and SFC.
- Only one game or application fails: repair, update or reinstall that application from its original publisher or launcher.
- The problem started after an update or restart: install pending updates and restart again.
- Windows Security shows a quarantined system file: investigate the detection, scan the computer and restore a file only after confirming the detection is false.
- The message says “specified module could not be found”: the named API-set may be resolvable, but another dependency may be missing.
- The application is old or runs only in a particular compatibility mode: check compatibility and architecture before replacing anything.
- Normal repair succeeds but Windows remains unstable: use System Restore or an in-place Windows repair installation.
The steps below are arranged in the order I use at a repair bench.

A damaged or incomplete Windows update can leave system components out of sync.

- Open Start.
- Select Settings.
- On Windows 11, select Windows Update. On Windows 10, select Update & Security > Windows Update.
- Select Check for updates.
- Install everything offered.
- Restart the computer, even if Windows does not insist on a restart.
- Launch the affected program again.
If the program opens normally, the problem was probably an incomplete or inconsistent Windows component update. If it still fails, continue with the repair commands.
On supported Windows 11 installations, you may also see Settings > System > Recovery > Fix problems using Windows Update > Reinstall now. This reinstalls the current Windows version while preserving applications, personal files and settings. The option is not shown on every installation.
2. Repair the Windows component store and protected files
This is the most important repair when multiple applications fail or several API-set names appear together. Microsoft recommends running DISM before SFC because DISM can repair the Windows image that SFC uses as its source. Follow Microsoft’s System File Checker instructions and DISM repair guidance.
- Open Start and type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It can remain at one percentage for several minutes.
- When the command completes, enter:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application and another ordinary Windows program.
A successful repair may report that Windows Resource Protection found corrupt files and repaired them. Test again after restarting rather than assuming the command alone fixed the problem.
If DISM reports that source files could not be found, install pending updates, confirm that the computer has a working internet connection, restart and run the command again. If SFC says it could not repair some files, restart once and repeat the DISM command followed by SFC. Persistent failures point to deeper component-store damage.
Repeating SFC indefinitely is not useful when you do not know what changed. 3. Repair or reinstall the affected application
If every other application works, do not treat the filename as proof that Windows needs a downloadable DLL. The failing program may be damaged, incompatible or missing one of its own bundled dependencies.
Microsoft Store or packaged applications
On Windows 10 or Windows 11:
- Open Start > Settings.
- Select Apps.
- Open Installed apps on Windows 11, or Apps & features on Windows 10.
- Select the affected application.
- Choose Advanced options if available.
- Select Repair.
- Start the application again.
If Repair does not help, return to the same screen and select Reset where available. Reset can remove the application’s local data, so use it only after checking that important settings or saves are backed up.
Desktop programs and games
Use the program’s original installer or launcher to repair its files. A game launcher may call this Verify, Verify integrity, Repair, or Scan and repair. The wording depends on the product.
If repair does not exist:
- Back up the application’s personal data if necessary.
- Uninstall the application through Settings > Apps or Control Panel > Programs and Features.
- Restart Windows.
- Download or reinstall it only from the publisher’s official source or the launcher where you originally obtained it.
- Apply the application’s updates.
- Test it before adding unofficial patches, injectors or modified files.
If the program is old, right-click its shortcut, select Properties > Compatibility, and test the recommended compatibility settings. Do not use compatibility mode as a substitute for repairing Windows if other programs are also failing.

4. Check security software and malware damage
An antivirus product can quarantine a real system component after a false positive, while malware can damage Windows files or application dependencies.
To inspect Microsoft Defender’s records:
- Open Start and select Windows Security.
- Choose Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Do not restore anything merely because an application stopped working.
- Confirm the detection, run a full scan and restore a quarantined item only when you have established that it is a false positive.
Microsoft notes that a restored threat may be detected again. Run Virus & threat protection > Scan options > Full scan. If malware is suspected, use Microsoft Defender Offline, which is described in Microsoft’s virus and threat protection guidance.
After cleaning the system, run DISM and SFC again, then reinstall the affected application if its files were altered.
5. Check drivers only when the symptoms point to a device problem
This API-set contract is not a verified driver package, so updating a random driver will not normally repair it. Driver work makes sense when the error appeared after a graphics, audio, storage or peripheral change, or when Device Manager shows a device error.
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the failure.
- Right-click the device and select Properties.
- Review the Device status message under General.
- Open the Driver tab and note the provider and date.
- Use Update Driver, or obtain the correct driver from the computer or device manufacturer’s official support page.
- Restart Windows and test the application.
Do not remove a working driver just because its date is old. If a recent driver caused the failure, use Roll Back Driver when available.

Finding the correct driver manually can mean checking hardware identifiers and separating 32-bit from 64-bit packages. It is optional, and reinstalling the affected game or application remains the definitive fix when only that program fails.
6. Do not use regsvr32 for this name
regsvr32 is for DLLs that provide a registration entry point such as DllRegisterServer. An API-set contract is not a COM or ActiveX component that you register.
Running commands such as these is not a repair:
regsvr32 ext-ms-win-wer-reporting-l1-1-0.dll
regsvr32 C:WindowsSystem32ext-ms-win-wer-reporting-l1-1-0.dll
They can produce another error because the alias is not a self-registering DLL. Microsoft’s Regsvr32 troubleshooting documentation explains the registration context.

C:WindowsSystem32wer.dll
That is a mapping to the physical Windows implementation, not proof that a separate file named ext-ms-win-wer-reporting-l1-1-0.dll must be present. Searching File Explorer for the exact API-set name is therefore not a reliable diagnostic.
On 64-bit Windows, System32 contains native system components and SysWOW64 supports 32-bit system components. A 32-bit application and a 64-bit application can use different loader paths. Never copy a downloaded DLL between these folders, and never put a random copy beside the application.
The contract is associated with Windows Error Reporting on supported Windows desktop versions, including Windows 8, Windows 8.1, Windows 10 and Windows 11. Historical listings for older systems do not establish a complete current Windows version or architecture inventory.

If the problem began after a driver, cleanup tool, update or system change, System Restore may be appropriate.
- Open Start and search for Recovery.
- Open Recovery.
- Select Open System Restore.
- Choose a restore point dated before the problem.
- Select Next > Finish.
- Allow Windows to restart and complete the restoration.
System Restore normally rolls back system files and settings without removing personal files. It does not replace a backup.
If Windows remains damaged, perform an in-place reinstall using official Windows installation media. While signed into Windows, run setup.exe from the media and select Keep personal files and apps when offered. Read each screen carefully. A clean installation is more disruptive and should be considered only after backing up personal files and exhausting the repair-install option.
Why downloading the DLL is the wrong repair
Random DLL download pages commonly provide the wrong architecture, an unsuitable build, an incomplete file or a file that has been modified. Even a genuine-looking copy may not solve the real issue because the loader could be reporting a missing dependency behind the API-set name.

Use Windows Update, DISM, SFC, the affected application’s official installer and the computer manufacturer’s official drivers instead.
If the error still appears
Record these details before asking for help:
- Windows edition and build
- The exact application or game name
- The complete error text
- Whether one program or several programs fail
- Whether other API-set names are listed
- Whether DISM and SFC reported repairs or errors
- Recent updates, driver changes, cleanup tools or security detections
- Whether the program is 32-bit or 64-bit, if known
If only one application continues to fail after Windows repair, investigate that application’s logs, launcher files, permissions and compatibility. If several unrelated programs fail, stop replacing individual DLLs and concentrate on Windows component repair, malware checks and recovery options.
