ext-ms-win-wininet-pal-l1-1-0.dll is a genuine Microsoft Windows API-set contract associated with WinINet, but it is not a normal standalone DLL that you should download and copy. If Windows says it is missing or cannot load, repair Windows and the application that requested it rather than replacing the filename manually.
WinINet provides Windows applications with access to Internet protocols including HTTP and FTP. The reported Windows 8 and Windows 8.1 details do not prove that the same physical file should be present on Windows 10 or Windows 11. API-set contracts can be resolved differently by different Windows releases.
The error may appear as “was not found,” “is missing from your computer,” “the specified module could not be found,” or “is not designed to run on Windows.” These are general loader-error patterns. The filename alone does not identify a particular game, launcher, installer or publisher.

First identify what is failing
Before changing files, determine whether the problem affects one application or Windows more broadly.
If only one program fails
Repair or reinstall that program first. This is the most useful path when the error appears immediately after launching one game, utility or installer.
- Note the exact program name and executable shown in the error.
- Open the program’s official launcher, if it has one.
- Look for Settings, Manage, Properties, Repair, Verify files, or Scan and repair.
- Run the repair or verification process.
- Restart Windows and open the program again.
If no repair option exists, uninstall the application:

- Find the affected application.
- Select the three-dot menu and choose Uninstall.
- Restart the computer.
- Download the latest installer from the application developer’s official source.
- Install it again and test it before adding optional modifications or plug-ins.
Do not copy an API-set file into the application folder. A damaged executable, missing dependency, wrong architecture, or incomplete installation can produce the same message, and a copied file usually does not repair those problems.
If several programs fail
If multiple unrelated applications report Windows DLL or module errors, treat the issue as possible Windows component corruption. Continue with Windows Update, DISM and SFC before reinstalling every affected program.
Fix 1: Update Windows and repair its component store
Microsoft recommends running DISM before SFC because DISM repairs the Windows component store that SFC uses as a source.
Install updates
- Save your work and close running applications.
- Open Start > Settings > Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart when Windows requests it.
- Return to Windows Update and check again until no additional important updates are offered.
Then test the affected program. If the error remains, run the repair commands below.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- When DISM completes, run:
sfc /scannow
- Wait until the verification reaches 100 percent.
- Restart Windows.
- Test the application again.
A successful result may say that SFC found no integrity violations, or that it found corrupt files and successfully repaired them. SFC does not promise to restore this exact API-set filename because the contract may be virtual rather than a physical file.

If DISM reports that source files cannot be found, do not substitute a downloaded DLL. Microsoft documents using a matching Windows installation source with /Source and /LimitAccess in its guide to repairing a Windows image. The installation source must match your Windows edition and architecture closely enough for the repair.

Repeating SFC and DISM without knowing what changed can make troubleshooting tedious. Fix 2: Check whether antivirus software quarantined a component
Security software can block or quarantine files, although the filename alone does not prove that this happened.
- Open Start > Settings > Privacy & security.
- Select Windows Security.
- Choose Virus & threat protection.
- Select Protection history.
- Review entries from the time the error began.
- Expand any relevant detection and record the file path and detection name.
Only restore a quarantined item when it is clearly a genuine Microsoft system file and the detection has been confirmed as a false positive. If the path is inside a suspicious application folder, the detection is unclear, or Windows Security identifies malware, leave it quarantined.
Next, return to Virus & threat protection, choose Scan options, select Full scan, and choose Scan now. Remove or isolate anything detected, restart Windows, and run DISM and SFC again if system corruption is suspected.
Fix 3: Repair the application and its dependencies
If one application still fails after Windows servicing, focus on that application rather than the API-set name.
- Open Start > Settings > Apps > Installed apps.
- Select the affected program’s menu.
- Choose Advanced options, if available.
- Select Repair and test the program.
- If Repair does not help, select Reset only if you understand that it may remove the program’s settings or local data.
- If neither option exists, uninstall and reinstall from the developer’s official installer.
For a game or launcher, use its built-in Verify, Repair, or Verify integrity feature before reinstalling the whole game. Remove unofficial patches, injected overlays, or modified files while testing.
Do not assume that installing Visual C++ Redistributable, DirectX, or .NET will fix this particular API-set contract. Those packages can be required by a specific application, but there is no verified Microsoft redistributable package for ext-ms-win-wininet-pal-l1-1-0.dll.

If the program is old, check the developer’s compatibility notes and install its latest supported release. The contract is publicly associated with Windows 8 and Windows 8.1-era API-set data, so an obsolete application or an incorrectly ported application may not behave correctly on a newer Windows version. That is a compatibility possibility, not proof of the cause in every case.
Fix 4: Check 32-bit and 64-bit compatibility
A 64-bit Windows installation can run both 64-bit and 32-bit applications. The architecture of the failing executable matters more than the architecture of Windows alone.
To check Windows architecture:
- Open Start > Settings > System > About.
- Find System type.
- Note whether Windows is 64-bit or 32-bit.
Then check the application’s requirements on its official support page or installer. Do not use a 32-bit file as a replacement for a 64-bit dependency, or the reverse. Public inventories listing 32-bit Windows 8/8.1 variants do not establish that those files are correct for Windows 10 or Windows 11.
A “module not found” message can also mean that a dependency of the requested module is missing. Other possibilities include an incompatible architecture, a damaged image, or an invalid executable.
Fix 5: Update a driver only when evidence points to one
Driver updates are not a primary fix for this API-set error. Consider them only if the application began failing after a graphics, network, storage, or chipset problem and Device Manager shows a related issue.
To check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the failure, such as Network adapters or Display adapters.
- Right-click the device and choose Properties.
- Open the General tab and check Device status.
- Open the Driver tab to see the provider and date.
- Use Update Driver > Search automatically for drivers.
- Restart Windows and test the application.
For a clean, vendor-supported update, download the driver from the computer manufacturer or the device manufacturer rather than from a random driver archive.

Fix 6: Use Windows recovery only after ordinary repair
If the problem began immediately after a known update, driver installation, cleanup operation, or other system change:
- Open Start and search for
Create a restore point. - Open the matching Control Panel result.
- Select System Restore.
- Choose a restore point dated before the problem began.
- Review the affected programs and drivers.
- Continue only if the restore point is appropriate.
System Restore is not the first-line solution and may not help when the failing application itself is damaged. If DISM and SFC cannot repair Windows and the error affects several programs, consider an in-place Windows repair installation or professional data-preserving recovery.

What not to do
Do not download the DLL from a random website
Unsigned DLL archives can provide malware, the wrong Windows version, or the wrong architecture. They can also leave the underlying application or Windows component damaged. A copied file may silence one message while creating a different loader failure.
Use Windows Update, Microsoft’s DISM and SFC tools, a matching Windows installation source, or the application developer’s official installer instead.
Do not copy it into System32 or the application folder
API-set names are loader contracts supplied and resolved by Windows. There is no safe universal instruction to place this name in C:WindowsSystem32, SysWOW64, or an application directory. The correct physical path can vary, and the contract may not have a corresponding ordinary file.
Do not register it with Regsvr32
regsvr32 is for DLLs that implement registration functions such as DllRegisterServer. An API-set stub is not a COM component merely because its name ends in .dll.
Do not run:
regsvr32 ext-ms-win-wininet-pal-l1-1-0.dll
It is inappropriate here and can result in an error stating that DllRegisterServer was not found. Microsoft explains the command’s intended use in its regsvr32 documentation.

Do not toggle Windows Features at random
Open Start > Settings > System > Optional features > More Windows features only when the application’s official documentation specifically requires a Windows feature. Enabling unrelated legacy features does not recreate an API-set contract and can add unnecessary compatibility or security exposure.
If the error continues
Identify the exact caller before taking further action.
- Open Event Viewer from the Start menu.
- Review Windows Logs > Application around the time of the failure.
- Look for the failing application name and faulting executable.
- Also check Reliability Monitor by searching Start for
View reliability history. - Review the application’s own logs, if available.
- If necessary, use Process Monitor to determine which executable and dependency generated the load failure.
Record the Windows edition and architecture, application version, exact error text, and whether one or several programs fail. “The specified module could not be found” does not always mean the named API-set contract itself is absent.
