No: FIFA 21 on PC did not get the next-generation console edition’s improvements. EA’s FAQ answer, reproduced by Operation Sports, said the PC release would be the same version as FIFA 21 on PlayStation 4 and Xbox One. EA announced a separate PS5 and Xbox Series X|S edition with new features.
Which version of FIFA 21 did PC get?
EA’s answer to the question “Which version of FIFA 21 will be available on PC?” was reproduced by Operation Sports: “FIFA 21 on PC will be the same version as released on PlayStation 4 and Xbox One.” That identifies the PC edition with the previous-generation console version, rather than the PS5 and Xbox Series X|S edition.

Was there a PC upgrade to the next-generation edition?
EA’s next-generation announcement described Dual Entitlement for qualifying PS4-to-PS5 and Xbox One-to-Xbox Series X|S upgrades, subject to conditions. That announcement does not describe a corresponding PC upgrade to the console next-generation edition. The documented console upgrade paths therefore should not be read as a promise that PC owners received the PS5 or Xbox Series X|S version.
